Under general direction, incumbents supervise multiple crews of skilled and semi-skilled workers engaged in the inspection, maintenance and repair of the municipal sewer system and appurtenances; make regular contacts with the public, departmental personnel and outside organizations relative to sewer maintenance and repair matters.
Essential Duties Include: determines service priorities; acts as liaison with public utilities staff to coordinate schedules; estimates resource requirements and availability, including materials and supplies and costs involved; visits work sites and inspects work for compliance with safety, quality and production standards; prepares various reports and correspondence using a personal computer with word processing, database and e-mail; plans staff and work schedules; completes staff performance evaluations and performs other supervisory functions including exercising disciplinary action; trains Sewer Maintenance Workers, Bricklayers, Hodcarriers and other service workers to repair sewer systems and structures through classroom and field instructions; enforces adherence to existing methods and procedures including safety orders; uses the department’s computerized maintenance management system to monitor service requests and enter data related to completed repairs; and performs other related duties as required.
Nature of Work: Requires sustained physical effort involving considerable standing, bending and working in confined spaces; exposure to working conditions where moderately serious injuries may occur; continuous exposure to extremely disagreeable working conditions involving work with and in raw sewage and in the presence of vermin. Requires after hours on-call duty, currently one week per month and ability to work overtime as needed. Requires emergency response within one hour.
1a. Four years of experience as a lead worker of a crew (crew leader) installing, constructing, inspecting, repairing, and/or replacing large diameter (12 inches or above) sewer lines and structures; OR
1b. Four years of experience comparable with the City and County of San Francisco class 7449 Sewer Service Worker inspecting and diagnosing problems in a municipal sewer collection system; OR
1c. A combination of the above.
2. Possession of a current valid Driver License.
A. The incumbent is required to be part of a rotational after hours on-call supervisor pool and will be required to respond to emergencies within one hour.
B. Prior to appointment, eligibles reached for employment must present a current motor vehicle report. Appointee must possess and maintain a valid Driver License.
The above minimum qualifications reflect special conditions associated with the position(s) to be filled, which may differ from the standard minimum qualifications associated with this classification.

• Additional four (4) years of verifiable experience as a lead worker of a crew (crew leader).
• Five (5) years of experience performing repair work on active sewer systems including all diameter sewer laterals, mains and structures on a regular basis.
• Confined space training.
• Experience using a computer system using work order database systems and basic office applications.
• Working knowledge of San Francisco Public Works excavation code, San Francisco Public Works permitting process, MUNI overhead line restrictions, MTA’s “blue book” restrictions and guidelines.

Supplemental Questionnaire (Qualifying):

Basic Supervisory Exam (Weight 50%):
Candidates will be administered a written multiple-choice examination that is designed to measure basic knowledge of various supervisory practices and procedures (e.g. directing, counseling, guiding, evaluating, motivating, disciplining, developing and training subordinates, delegation, etc.) as well as customer service and reading comprehension.
This is a standardized examination and, therefore, test questions and test answers are not available for public inspection or review.
The Basic Supervisory Exam will be administered either on a computer or in paper format. The type of format will depend on the size of the qualified applicant pool. Qualified candidates will be notified of the type of exam format in their exam appointment notification.
The score you achieve on this examination shall be valid and 'banked' for three years, starting from the date of the examination. This means that, during this three-year time period, you will not be required to take this test again should you apply and be found eligible for a future announcement for which this particular test is used. Please note this test is used for other supervisory classes therefore your test score may be applied to one or more of these classes if you choose to apply to future recruitments. If the test for this future announcement is held within one year of the date of this examination, your score will be automatically applied to that announcement. However, after one year, you have the option to either (a) apply your test score to the other announcement or (b) re-take the test. Re-testing is permitted no sooner than one year from the date of the examination and only in association with your eligibility for another announcement for which this test is used. Please note that, should you re-test, your re-test score would become your official score since it is the most recent.
Oral Examination (Weight 50%):
Candidates achieving a passing score on the Basic Supervisory Exam will be invited to participate in the oral examination designed to assess their relative knowledge, skills and abilities in job-related areas, which may include, but not be limited to: knowledge of sewer maintenance, repair methods, procedures, equipment, practical field problems, safety practices and procedures, trench excavation and confined space entry; ability to identify problems, interpret and analyze appropriate information, prioritize and execute solutions, perform basic arithmetic, estimate repair and maintenance costs, communicate clearly and effectively with others, enforce regulations, effectively supervise and review work of subordinates; skill to prepare and maintain sewer repair records, labor and material data, work completed and other reports, using a computer.
Note: Candidates must achieve a passing score on both the Basic Supervisory Exam and Oral Examination in order to be ranked on the eligible list
The certification rule for the ranked eligible lists resulting from this examination will be Rule of Three (3) Scores. The department may administer additional position-specific selection procedures to make final hiring decisions.
A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.
The duration of the eligible list resulting from this examination process will be 12 months, and may be extended with the approval of the Human Resources Director.
Upon approval of the Human Resource Director (see Civil Service Rule 111A.26.5), the eligible list/score report resulting from this announcement may be used by other departments that also use this classification or a similar classification. As a finalist for a job, you will be fingerprinted, and your fingerprints will be sent to the California Department of Justice (DOJ) and the Federal Bureau of Investigation (FBI). The resulting report of your conviction history (if any) will be used to determine whether the nature of your conviction (or arrest, in limited circumstances) conflicts with the specific duties and responsibilities of the job for which you are a finalist. If a conflict exists, you will be asked to present any evidence of rehabilitation that may mitigate the conflict, except when federal or state regulations bar employment in specific circumstances, such as:
