APPOINTMENT TYPE:  Permanent Exempt.  In accordance with San Francisco Charter Section 10.104, exempt employees serve at the discretion of the appointing authority.  

The San Francisco Health Network’s (SFHN) Director of Behavioral Health Services (BHS Director) provides vision, direction, and administrative leadership for the San Francisco Department of Public Health’s (SFDPH) mental health and substance use disorder services.  The mission of the SFDPH is to make San Francisco the healthiest place on earth and the BHS Director will play a major and integral role towards this vision. San Francisco is making robust investments in behavioral health, and the new BHS leader will have the opportunity to make transformative changes to the behavioral health system.  The BHS Director reports to the SFHN Director of Ambulatory Care.  

The BHS Director leads a team which provides executive administrative oversight of all programs funded through the County’s Mental Health Plan, Mental Health Services Act, Drug Medi-Cal Organized Delivery System, and the BHS general fund allocation.  This includes a wide array of civil service and community-based organizations providing a full spectrum of mental health and substance use disorder services throughout the City and County of San Francisco (City). The BHS Director coordinates behavioral health services across the City to ensure seamless care, collaboration, and evidence-based practices.  This includes services provided at Zuckerberg San Francisco General Hospital and Trauma Center, Laguna Honda Hospital and Rehabilitation Center, SFHN Primary Care and Behavioral Health Centers, Jail Health Services, Transitions, and contracted programs.  

The SFHN provides behavioral health services to children, youth, families, transitional age youth, adults, older adults, and criminal-justice involved youth and adults with a civil service staff of 600, a Private Provider Network (PPN) of approximately 250 individual providers, and 200 community-based programs operated by non-profit partners, with an overall budget of approximately $400 million.  

ESSENTIAL DUTIES:

  • Provides executive leadership and vision for the overall strategy and performance of SFDPH/SFHN behavioral health services through the development of annual objectives, outcomes, and long-term goals that are in alignment with the safety net mission, community-based care philosophy, and grounded in the principles of health equity, trauma-informed systems, cultural humility, racial equity evidence-based practice, and continuous quality improvement.
  • Inspires, leads, manages, mentors, and develops the BHS team.
  • Ensures implementation and compliance with Mental Health Plan and Drug Medi-Cal Organized Delivery System for all Medi-Cal beneficiaries in San Francisco; assures compliance with local ordinances and state and federal regulations.
  • Coordinates and collaborates with Managed Care Plans and other service providers to ensure smooth transitions across the continuum of health care.
  • Provides direction in assessing and addressing the dynamic and evolving needs of the BHS patient population.  This includes supporting ongoing evaluation and improvement of existing programs, as well as strategic planning around the development of innovative initiatives, and data-driven decisions regarding the overall allocation of BHS resources to promote effective treatment.
  • In conjunction with SFDPH and SFHN leadership, maintains responsibility for BHS budget functions.  This includes managing and coordinating the annual budget development process; directing ongoing expenditure analysis and revenue monitoring; overseeing all BHS contractual relationships with community-based organizations; and developing revenue models. 
  • Establishes policies, procedures and standards for the treatment of BHS patients.
  • Works closely, on a regular basis, with executive-level SFDPH staff regarding behavioral health priorities and activities, as needed.
  • Attends San Francisco’s Mental Health Board meetings and meets routinely with the Mental Health Board chair; represents SFDPH before legislative boards, community agencies, governing bodies, regulatory agencies, and the Mayor’s Office.
  • Responds to local, state, and federal legislative issues impacting behavioral health services.
  • Provides expertise, consultation, and guidance on behavioral health issues to boards and commissions including, but not limited to the San Francisco Board of Supervisors, Office of the Mayor, Mental Health Board, Health Commission, the Unified School District, and the Police Commission, as well as to representatives from local, state, and federal governments. 
  • Works with key leaders across the Health Department, other City Departments, elected officials, and community stakeholders throughout the City to set behavioral health policy and priorities. This work involves law enforcement agencies, Superior Court, Office of the District Attorney, Office of the Public Defender, Department of Homelessness and Supportive Housing, Human Services Aging, Department of Aging and Adult Services, Department of Children, Youth and Their Families, and other key partners – to ensure behavioral health needs are appropriately addressed in all settings.
  • Maintains responsibility for implementation of county and state strategic initiatives such as primary care - behavioral health integration, Whole Person Care, Drug Medi-Cal, Medi-Cal non-specialty behavioral health services, and Health Homes.
  • Plans and drives the implementation of and provides ongoing oversight to innovative initiatives such as Assisted Outpatient Treatment, Law Enforcement Assisted Diversion, Mental Health Diversion, and community-based conservatorships.
  • Establishes effective working relationships with members of the community, local, state and federal agencies, and the media.
  • Collaborates actively with other SFHN, SFDPH, and Ambulatory Care leaders.
  • Maintains an active clinical practice within the SFHN BHS system of care.  

The BHS Director performs other related duties as assigned/required.

Minimum Qualifications

  1. Four (4) years of managerial experience in a behavioral health setting, all of which must include supervising health care professionals; AND
  2. Possession of a valid license in one (1) of the following areas:
    • Licensed Clinical Social Worker (LCSW), Licensed Professional Clinical Counselor (LPCC), or Licensed Marriage and Family Therapist (LMFT) issued by the California Board of Behavioral Sciences; OR
    • Psychologist license issued by the California Board of Psychology; OR
    • Doctor of Medicine license issued by the Medical Board of California and valid Drug Enforcement Administration registration with the United States Department of Justice; OR
    • Doctor of Osteopathy license issued by the Osteopathic Medical Board of California and valid Drug Enforcement Administration registration with the United States Department of Justice.

One year of full-time employment is equivalent to 2,000 hours (2,000 hours of qualifying work experience is based on a 40 hour work week). Any overtime hours that you work above 40 hours per week are not included in the calculation to determine full-time employment.  Applicants must meet the minimum qualification requirement by the final filing date unless otherwise noted.  

Desirable Qualifications:
The stated desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred for hiring.

  • Knowledge of principles, practices and techniques of program planning, development and evaluation as applied to behavioral health treatment in a multicultural environment serving patients with behavioral health disorders and their families.
  • Ability to envision and implement system-wide changes with demonstrable improvements in behavioral health outcomes.
  • Knowledge of principles, practices and techniques of budgeting and health care reimbursement.
  • Knowledge of practices and strategies to address racial and cultural disparities in behavioral health, using principles of Trauma Informed Systems, cultural and racial humility and Wellness and Recovery.
  • Knowledge of principles, practices and techniques that ensure compliance with State and Federal regulations for Short Doyle billing, the Mental Health Services Act, and the Drug Medi-Cal Organized Delivery System. 
  • Understanding of criminal justice related policies and practices affecting patients with behavioral health disorders and public health’s role in preventing and reducing criminal justice involvement as well as addressing and treating the health consequences of incarceration on patients and their families.
  • Knowledge of principles, practices and techniques of workforce development, labor practices, and employee relations.
  • Ability to identify, understand and forecast how external issues (economic, political, social) may impact BHS, and direct policy and practice to respond to potential impacts.
  • Experience with managing government partnerships with community-based organizations and academic institutions.
  • Experience with multicultural clients and workforce in an urban setting.
  • Experience with services that target and effectively meet the needs of patients with behavioral health disorders, criminal justice involvement and homelessness.
  • Experience with Electronic Health Record implementation.
  • At least two (2) years of experience working with an electronic medical record.
  • Experience working in a system which has implemented Quality Improvement principles and tools, using performance improvement tools such a Lean.  

Compensation and Benefits:
The normal annual salary range for the Director of Behavioral Health Services is $165,412 - $211,094. For a top candidate, a salary of up to $244,348 annually, based on experience/qualifications and special approval. Disaster Service Workers

All City and County of San Francisco employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the City requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.

Some positions in the Department of Public Health will require the use of personal protective equipment (PPE), including but not limited to gloves, gowns, eye and face protection, and face-fitting respirators. The requirement for the use of PPE may come on short or no notice. Facial hair or any condition that interferes with a face-fitting respirator’s seal (i.e. comes between the sealing surfaces of the respirator and the wearer’s bare skin) is not permitted when face-fitting respirators are worn, including during initial or periodic respirator fit-testing.  

Employees who choose not to shave and do not have either American Disabilities Act (ADA) or Equal Employment Opportunity (EEO) Accommodations do not have the right to alternate work assignments or the option of using a loose-fitting Powered Air Purifying Respirator (PAPR) in place of a Face Fitting Respirator.
