About Us
The San Francisco Recreation and Park Department manages and maintains more than 220 parks, playgrounds and open spaces in the city, including two outside of city limits: Sharp Park in Pacifica and Camp Mather in the High Sierras. Our 4,100-acre system includes 24 recreation centers, 9 swimming pools, 5 golf courses and numerous athletic facilities, including sports courts, ball diamonds, soccer fields and gymnasiums. Included in the department's responsibilities are Golden Gate Park, Coit Tower, the Marina Yacht Harbor, the Palace of Fine Arts and Lake Merced.

Position Description
Reporting to the General Manager and Director of Operations, the Superintendent of Structural Maintenance will be responsible for the general administrative direction of all structural maintenance and repair activities for the infrastructure of the Recreation and Park Department.

Essential Duties and Responsibilities
The Superintendent of Structural Maintenance:

 1. Provides direction through maintenance and repair objectives, policies and procedures to 100+ skilled craft workers and others engaged in the repair and maintenance of all park infrastructure; and recommends applicable training for staff;
 2. Manages a work order intake/completion/close-out process that prioritizes and achieves preventive maintenance best management practices that sustain the designed life cycle of infrastructure components of park facilities;
 3. Controls a $20 Million budget to manage renovation, maintenance and repair operations according to all applicable building codes, practices and policies;
 4. Assesses buildings and structures to determine the scope of repair and maintenance work; investigates new or improved maintenance methods, materials, supplies and tools for building, construction or maintenance use; and inspects completed work by contractors and departmental staff and produces a list of any additional tasks to be completed and of any corrections to be made;
 5. Prepares specifications for purchasing building materials, supplies and equipment; and plans and tracks work order completion using Total Managed Assets (TMA) database system;
 6. Leads Structural Maintenance Yard organizational development through LEAN management principles by modeling and applying LEAN principles to work organization and maintenance / repair production and develops LEAN skillsets within assigned staff;
 7. Directs a detailed construction document plan review process for all Department Capital renewal projects to ensure compliance with design specification standards and ability to perform preventive maintenance to sustain the designed life cycle upon project delivery;
 8. Directs and monitors the department's Lead and Asbestos Abatement Program and the Copper Chromium Arsenic (CCA) Wood Structure Resealing Program; manages RPD's Energy Conservation Program, i.e., lighting systems retrofit, boilers, and HVAC retrofit; and evaluates green building technology for actual or potential application on RPD buildings; and
 9. Represents the department at meetings with the public, contractors, planners, architects, designers, City officials, staff, agencies and businesses.

Minimum Qualifications

 1. Possession of a baccalaureate degree from an accredited college or university in Business Management or related field; AND

 2. Four (4) years of experience managing skilled craft workers engaged in maintenance and repair of building and grounds, which includes supervisory experience; AND

 3. Possession of a current valid California Driver's License.

Substitution for Education
Four (4) years of experience managing skilled craft workers engaged in maintenance and repair of buildings and grounds may substitute for the baccalaureate degree on a year-for-year basis.

Desirable Qualifications
 1. In-depth knowledge of LEAN production / LEAN management principles and demonstrated experience in applying LEAN principles to process improvement within a maintenance organization; AND
2. Detailed knowledge and demonstrated expertise in preventive maintenance practices and experience in overseeing a preventive maintenance work order system.
