Overview: The Systems Division of the Controller’s Office manages the City and County of San Francisco’s enterprise software, which includes local versions of Enterprise Oracle, PeopleSoft, and Budget System Applications. These systems provide a robust, integrated platform for 55 City departments, over 37,000 employees, 75,000 retirees, and 20,000 suppliers who do business with the City. These mission-critical services provide standardization, transparency, and efficiency for the City’s crucial business processes and data.
Position Description: The Purchasing Team is looking for a motivated individual to join the dynamic Purchasing team. The PeopleSoft Functional Analyst will support the Purchasing, Supplier Contracts and eProcurement PeopleSoft and DocuSign applications. The position will also support the PUM process that updates the PeopleSoft applications to the most current image. The position will interact and coordinate with financial, systems, and management staff across the City. The position will perform and participate in a range of business systems analysis tasks including these essential duties:
Documentation of Requirements
· Interview users and conduct user workshops
· Document, track and assess common and unique requirements across City departments
· Document business requirements into functional specifications
· Diagram policies and processes of the business practices and requirements
· Perform fit/gap analysis
· Create functional designs
· Work with technical team to determine the best course forward
· Define and Implement application configuration settings
· Create mockups that allow the end user to visualize the changes being made
· Performing complex data analysis
· Identify, manage and escalate issues and risks throughout software development life cycle
· Provide user support for on-going troubleshooting, training and system maintenance
· Set priority for Requested changes
· Create test plans
· Execute testing and identify issues and defects in applications;
· Document test results
· Update test plans
· Test security roles and permissions
Change Management and Training
· Develop and update training curriculum and business/technical job aids for user system adoption
· Work with Change Management Team on transition plans for re-engineered business processes;
· Conduct online user trainings and oral presentations.
These minimum qualifications establish the education, training, experience, special skills and/or license(s) which are required for employment in the classification. An associate degree in computer science or a closely related field from an accredited college or university OR its equivalent in terms of total course credits/units [i.e., at least sixty (60) semester or ninety (90) quarter credits/units with a minimum of twenty (20) semester or thirty (30) quarter credits/units in computer science or a closely-related field].
Three (3) years in the information systems field, including system analysis, business process design, development and implementation of business application solutions or IT project management.
License and Certification:
Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years). One (1) year is equivalent to thirty (30) semester units / forty-five (45) quarter units with a minimum of 10 semester / 15 quarter units in computer science or a closely related field.
