San Francisco’s Digital Services Team is a new program to improve the City’s customer service experience. The Team will implement the City’s Digital Services Strategy, with a goal of building a consistent standard of service that meets the needs of all users, both on digital platforms and all others.

The Digital Services Team reports directly to the City Administrator. The Team itself is composed of the Director of Digital Services, product managers, designers, business analysts, developers, and content strategists. Together, the Team advises departments and works with vendors to modernize the delivery of digital services citywide.



Our team is seeking a 1054 Senior Content Strategist will help make the City's services easy to understand.  He/she will save San Franciscans time and frustration by making services clear and creating elegant content that guides and informs them.   

The Senior Content Strategist will lead a complete overhaul of the City's content practices. Not only will he/she roll up his/her sleeves and write content, he/she will be responsible for creating a content strategy for the City, and a culture of excellent content design across all city services.  He/she will share your passion for inclusive, accessible language and set a high standard for the City to manage content in the long term.  He/she will make this happen through things like guidelines, templates, standards and training, and by forging strong relationships with people in every department, including SF311.



  • Develop San Francisco’s content style.
  • Help City websites become more accessible to residents and visitors.
  • Redesign existing City websites to prioritize content based on analytics and user need.
  • Develop guidelines that describe best practices for content creation, including:

o          Scoping, writing, user testing, editing and publishing content.

o          Conducting user research with the public and with department content owners.

o          Choosing the best format for displaying information to the user.

o          Using data to analyze the performance of content and optimize for search engines.

  • Develop and manage a large network of contacts within City departments to support a collective effort to redesign content and support its ongoing creation.
  • Work comfortably in an agile environment with rapidly changing deadlines, workloads, and goals. Participate, as needed, on Agile software development scrum teams.
  • Develop and implement a strategy to sustainably deliver consistent and standards-driven web content across the City.
  • Ability to explain content design concepts clearly.
  • Help train departments on this new guide and templates.
  • Help SF311 build their knowledge of City services by working with departments to provide clear, concise information on their web pages.

Minimum Qualifications

An associate degree in computer science or a closely related field from an accredited college or university OR its equivalent in terms of total course credits/units [i.e., at least sixty (60) semester or ninety (90) quarter credits/units with a minimum of twenty (20) semester or thirty (30) quarter credits/units in computer science or a closely-related field].

Five (5) years of experience in the information systems field, including system analysis, business process design, development and implementation of business application solutions or IT project management.


Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years). One (1) year is equivalent to thirty (30) semester units / forty-five (45) quarter units with a minimum of 10 semester / 15 quarter units in computer science or a closely related field.

  • Experience working within a web application development environment, and/or on an agile development team.
  • Proficient in writing Markdown, and/or experience with HTML, CSS, JavaScript.

Disaster Service Workers

All City and County of San Francisco employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the City requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.
