This position is excluded by the Charter from the competitive civil service examination process and shall serve at the discretion of the appointing officer, pursuant to the City & County of San Francisco Charter, Section 10.104.13. Any person occupying a position under exempt appointment shall not be subject to civil service selection, appointment and removal procedures. This project has an anticipated duration of up to three (3) years.

Who We Are
The Office of the Assessor-Recorder is responsible for carrying out property tax-related functions governed by the State Constitution and State and local laws. Our core responsibilities include locating all taxable property in the City and County of San Francisco, identifying ownership, establishing a taxable value, and applying all legal exemptions. Property broadly includes both real property and personal property owned by businesses. The Office of the Assessor-Recorder is also responsible for recording documents and maintaining those public records. Over 400 different types of documents are recorded annually, including deeds of trust, reconveyances, liens, and public marriage licenses. The Office is also responsible for collecting any transfer tax due upon a change in property ownership. The Office of the Assessor-Recorder strives to conduct our work with the core principals of professionalism and integrity.
What We Do
Heightened activity in the real estate and business markets means increased demand for the work of our office. Every year, property tax revenue remains the largest single source of funding for the City’s General Fund revenue, representing close to $2 Billion in Fiscal Year 2017-18. This revenue funds crucial services like public safety, education, neighborhood improvements, and health and family support services. Through the dedicated work of the Assessor-Recorder staff, the City experienced an 11% increase in the local assessment roll compared to the previous year, representing a cumulative value of over $256 Billion and generating over $3 billion dollars in local revenues. This is due in part to strong growth in the real estate market, additional construction across San Francisco, and our office’s efforts in increasing efficiency. In recent years, we have taken significant steps toward modernizing our operations, including launching a new information management system to create a better, more convenient way of managing our close to 300,000 property files and documents and to safeguard our information. We have also started a multi-year, multi-organization effort aimed at modernizing City-wide property tax systems (Project SMART). Meanwhile, our core values continue to drive our efforts to improve customer service.
What We Are Looking For
The Department is looking for one (1) IS Business Analyst-Principal for the Project SMART team. We recently started a multi-year project to replace our legacy Property Assessment System that manages the City’s $237 billion in assessed property value. The new system will handle all aspects of assessment functions and will be able to integrate with other City systems. To implement the new system, the project team must ensure that it integrates with other City department systems, such as the Treasurer & Tax Collector, Department of Building Inspection, and more.
Our Project SMART team will work alongside Sapient who will serve as the system integrator using a Salesforce platform. Project SMART will consist of a definition phase, and three subsequent phases that will introduce new functionality into a production environment. The ideal candidate will have system integration expertise as well as great team working skills.
Under the direction of the Project Director, and working alongside the Project Manager, the 1054 IS Business Analyst-Principal will serve as the Integration Team Lead for the City’s Property Assessment Replacement project and will be responsible for ensuring the system successfully integrates with a host of external systems.
The essential functions of this position may include but are not limited to:
- Accountable for IT integration of the new Property Assessment Solution with other City departments, such as TTX, CON, DBI, Planning, DT, PW and Port. Accountability includes building the project plan, coordinating the plan to completion, and evaluating the success.
- Work with departments on fit gap analysis and other forms of business analysis so scoping and documentation can be produced.
- Collaborate with technical team members in testing the new application to ensure functional requirements are met.
- Troubleshoot technical issues related to data transformation and flow.
- Understand technical integration technologies such as API operations, as well as other web and database technology so decisions can be made on project plan requirements and where appropriate doing minor coding to support the technical requirements.
- Determine operational objectives by studying business functions; gathering information; evaluating output requirements and formats.
- Provide references for end users by writing and maintaining user documentation.
- Manage professional staff, including recruitment, performance goals, reviews, and training plans.
- Maintains professional and technical knowledge by attending educational workshops; reviewing professional publications; establishing personal networks; benchmarking state-of-the-art practices; participating in professional societies.
- Perform related duties and responsibilities as assigned.
The Ideal Candidate
The ideal candidate for Integration Team Lead will not only have system integration expertise but also has the interpersonal skills to lead others through change and transition. The ideal candidate is collaborative, personable, passionate about work, a good listener, has positive and productive communication skills and can translate “tech speak” into layperson terms.
These minimum qualifications establish the education, training, experience, special skills and/or license(s) which are required for employment in the classification. An associate degree in computer science or a closely related field from an accredited college or university OR its equivalent in terms of total course credits/units [i.e., at least sixty (60) semester or ninety (90) quarter credits/units with a minimum of twenty (20) semester or thirty (30) quarter credits/units in computer science or a closely-related field].
Five (5) years of experience in the information systems field, including system analysis, business process design, development and implementation of business application solutions or IT project management.
License and Certification:
Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years). One (1) year is equivalent to thirty (30) semester units / forty-five (45) quarter units with a minimum of 10 semester / 15 quarter units in computer science or a closely related field.

- 5-7 years of system integration experience.
- Proven ability to coordinate a diverse set of business users to develop cohesive and streamlined requirements, documentation and user acceptance criteria.
- Must be a self-starter, highly motivated, able to shift directions quickly when priorities change, think through problems to come up with innovative solutions and deliver against tight deadlines.
- Confidence and interpersonal skills to achieve effective working relationships at all levels.
- Strong influencing and negotiation skills.
- Willing to receive direction and guidance within a team environment, adopt and develop best practices and circumnavigate.
- Experience integrating systems to the Salesforce platform.
