Overview: The Systems Division of the Controller’s Office manages the City and County of San Francisco’s Enterprise Oracle and PeopleSoft Applications, which are branded locally as our SF People & Pay, SF Learning, SF Financials, SF Procurement, and SF Reports & Analytics systems. These applications provide a robust, integrated platform that delivers mission-critical services to 55 City Departments, eliminating the need for hundreds of independent legacy systems and customized applications. The technology implemented and maintained by the Systems Division provides standardization, transparency, and efficiency for the City’s crucial business processes.  We are committed to enhancing and expanding application functionality to better support our users’ changing needs.  Over the last 5-year period, we have launched new applications and products that have greatly increased and diversified our user base and amplified the need to improve how we assist our business partners to drive stakeholders value and desired business outcomes.

The Systems Division within the Controller’s Office manages the following enterprise-wide systems for the City:  Oracle Interaction Hub, PeopleSoft Human Capital Management (HCM), PeopleSoft Financials & Supply Chain Management (FSCM), PeopleSoft Enterprise Learning Management (ELM), Oracle Business Intelligence Enterprise Edition (OBIEE), Cognos Business Intelligence, and Informatica.    

The Technical Development Manager reports to the Systems Division’s Chief Technology Officer and is responsible for managing all the development activities needed to implement and support the PeopleSoft Human Capital Management (HCM), PeopleSoft Financials and Procurement (FSCM), PeopleSoft Enterprise Learning Management (ELM), and PeopleSoft Interaction Hub (iHUB) Enterprise Applications solutions. This position oversees the areas of technical design, development, unit testing and production support of reports, interfaces, conversions, extensions and workflows.   The position will have two (2) direct reports in job class 1054 IS Business Analyst Principal (Lead Business Analyst) and oversee an overall team of 13 technical PeopleSoft developers. 

Essential duties for this job include but are not limited to: Performing analysis and approval of application technical design specifications using documented functional requirements and business processes; Preparing status reports for all development activities; Monitoring and reporting on development team performance; Identifying and prioritizing issues; Working with the Functional team to manage the development lifecycle (functional design, technical specifications, coding and testing) for all development tasks; Coordinating work with the Infrastructure team (with the Systems Division as well as our partners at the Department of Technology) to ensure availability of development tools and environments to meet development objectives;  Staying up to date with PeopleSoft toolset knowledge for technical development activities; Managing technical resources, including recruitment, performance goals, reviews, development work, and training plans; Collaborating with senior business leaders to analyze and resolve complex business problems, evaluating the impact of potential solutions from both business and technical perspectives; Training, evaluating, and mentoring subordinates use of development tools to ensure critical knowledge, skills and abilities are available to support the applications, future implementations and application updates and upgrades; Creating and maintaining strategy and plan documents, as required for development; Participate in the weekly Capacity Planning and Change Advisory Board (CAB) meetings to confirm prioritization of new work and review/approve proposed changes to Production; Recommend and coordinate development of consulting services as needed; Performs other duties as assigned.

Minimum Qualifications

These minimum qualifications establish the education, training, experience, special skills and/or license(s) which are required for employment in the classification.  Please note, additional qualifications (i.e., special conditions) may apply to a particular position and will be stated on the exam/job announcement.

Education:
An associate degree in computer science or a closely related field from an accredited college or university OR its equivalent in terms of total course credits/units [i.e., at least sixty (60) semester or ninety (90) quarter credits/units with a minimum of twenty (20) semester or thirty (30) quarter credits/units in computer science or a closely-related field].

Experience:
Seven (7) years of experience in system administration, information systems development, maintenance and support, or information technology project management, including two (2) years of supervisory experience

Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years). One (1) year is equivalent to thirty (30) semester units / forty-five (45) quarter units with a minimum of 10 semester / 15 quarter units in computer science or a closely related field.

 

Desirable Qualifications:

The stated desirable qualifications will be used to identify job finalists at the end of the selection process when candidates are referred for hiring.

  • Experience implementing PeopleSoft Financials & Supply Chain Management modules: General Ledger, Receivables, Cash Management, Expenses, Project Costing, Grants Management, Accounts Payable, Contracts, Asset Management, eSettlements, Billing/eBill, eProcurement, Purchasing, Supplier Contracts, eSupplier Contracts, Strategic Sourcing and Inventory+Mobile.
  • PeopleSoft AWE (Approval Workflow Engine) Experience
  • Experience implementing or supporting Oracle Business Intelligence Enterprise Edition and Analytic Applications
  • Demonstrated understanding of purchasing and inventory management in a large government or highly regulated environment
  • Experience implementing PeopleSoft Human Capital Management modules: Human Resources, Time and Labor, Absence Management, Payroll, and Benefits Administration
  • Understanding of integration points between PeopleSoft Enterprise Applications and Oracle Identity and Access Management application for user authentication and provisioning
  • Seven (7) years experience implementing and managing integrated information systems projects including experience in the implementation of PeopleSoft ERP system;
  • Five (5) years experience of technical design and development experience with PeopleSoft Development Tools (PeopleTools 8.5x, Application Designer, PeopleCode, Application Packages, SQR, Process Scheduler and PeopleSoft Query
  • Three (3) years experience in PeopleSoft Application Engine for PT 8.5x
  • Three (3) years experience supervising and managing the work of technical PeopleSoft designers, developers, consultants and IS professionals
  • Two (2) years experience in PeopleSoft Integration Broker, Component Interface 8.5x.
  • Two (2) years of PeopleSoft Financials and Supply Chain Management (FSCM) Experience. 
  • Two (2) years of verifiable and recent technical experience using PeopleSoft PeopleTools, including Application Designer, Application Packages, Application Engine, Integration Broker, Application Messages, PS Query, SQR, PeopleCode, and workflow design experience.
