Laguna Honda Hospital and Rehabilitation Center (LHH), an 11 bed general acute care hospital with a distinct part, 765 bed skilled nursing facility, is owned and operated by the City and County of San Francisco (CCSF) and is part of the SFHN and DPH. On a sprawling and beautifully maintained 62 acre campus, LHH operates both a newly constructed state-of-the art acute care hospital as well as a rehabilitation and skilled nursing complex, complementing numerous historic administration and support services buildings that are more than 100 years old.
Under policy direction of the LHH Chief Executive Officer, the Chief Nursing Officer provides nursing leadership, administrative direction, and ensures the alignment of the nursing program with LHH’s mission, values and vision; provides oversight for overall nursing operations; supervises nurses and nurse managers; facilitates the design and implementation of patient care delivery; recommends strategies to improve services, attain established goals, and maintain a positive and collaborative work environment.
The 1165 Manager, DPH – LHH Chief Nursing Officer performs the following essential job functions:
- Develops and implements division goals, objectives, policies, and priorities; determines service levels and resource allocation;
- Plans, coordinates, directs and evaluates the delivery of medical, clinical and health care by maintaining and ensuring standards of care, practice and performance; develops, implements and evaluates the department’s plan for the provision of medical, clinical and health care;
- Develops organization wide patient care programs, policies, and procedures that guide and support the provision of services; assesses and improves the provision of medical, clinical and healthcare services through the implementation of effective programs to measure quality;
- Monitors the work of and mentors or coaches subordinates to improve performance; participates with medical, clinical and healthcare leadership to determine appropriate staffing levels, hiring plans, training needs, and staff qualifications and competencies for efficient and effective operations;
- Monitors the efficiency and effectiveness of the departmental organization structure, staff assignments, service levels and administrative systems; identifies and analyzes opportunities for improvement; implements improvements;
- Directs the allocation of resources to achieve timely outcomes and measurable goals within budget; adjusts plans and programs to meet healthcare reform or other new medical or clinical programs, while continuing to address major medical, clinical and health care priorities;
- Advises executive leadership on matters pertaining to staffing, finance, facilities and other operational matters; reports on infrastructure or changes required of bylaws, rules, regulations and department policies and established professional standards;
- Provides leadership and oversight for the infrastructure of data collection, analysis and reporting to support quality (operational, clinical and patient experience) outcomes;
- Communicates regularly with medical, clinical and healthcare executive-level management regarding the Department's activities and coordination of efforts with other City departments in addressing the needs of the City; represents the Department before legislative boards, regulatory bodies, other healthcare agencies, and medical, clinical or advisory committees;
- Assesses and responds to community needs; provides consultation and advice to boards, committees and representatives from federal, state and local agencies;
- Participates in budget development by providing detailed justification and persuasive arguments for proposals or initiatives. Implements and closely monitors budget expenditures of the operating budget for a major area of responsibility typically including multiple divisions;
- Provides executive management with an early warning and practical options to potential cost overruns; and
- May participate in direct patient care/medical or clinical activities as determined by specialty.
The 1165 Manager, DPH – LHH Chief Nursing Officer performs other related duties as assigned.
Compensation and Benefits:
The normal annual salary range is $213,200 - $272,090. Appointment above the maximum of the normal range may be considered based on documented and substantiated recruitment and retention issues or exceptional skills. - Possession of a Master’s degree from an accredited college or university in Hospital Administration, Nursing, Public Health Administration or a closely related field; AND
- Three (3) years of experience as an administrator of a large general teaching hospital or related organization OR three (3) years of complex health care administrative experience; AND
- Possession of a valid Registered Nurse license issued by the California Board of Registered Nursing.
One (1) year of full-time employment is equivalent to 2,000 hours (2,000 hours of qualifying work experience is based on a 40 hour work week). Any overtime hours worked above 40 hours per week are not included in the calculation to determine full-time employment. - Chief Nursing Officer experience in an Acute, Post Acute or Long Term heath care setting
- Verifiable experience promoting culture change in a hospital setting
- National certification in Nursing Administration, Hospital Executive Leadership Certification, or Fellow of the American College of Health Care Executives or other related certification.
- Experience in leading large organizations (e.g. organizations in excess of 1,000 employees)
- Experience in implementing Service Excellence initiatives
- Experience in a Shared Governance Model
- Experience in Matrix Organizations
- Prior health care operations experience in responding to disease outbreaks, epidemics, or pandemics.

Some positions in the Department of Public Health will require the use of personal protective equipment (PPE), including but not limited to gloves, gowns, eye and face protection, and face-fitting respirators. The requirement for the use of PPE may come on short or no notice. Facial hair or any condition that interferes with a face-fitting respirator’s seal (i.e. comes between the sealing surfaces of the respirator and the wearer’s bare skin) is not permitted when face-fitting respirators are worn, including during initial or periodic respirator fit-testing.
Employees who choose not to shave and do not have either American Disabilities Act (ADA) or Equal Employment Opportunity (EEO) Accommodations do not have the right to alternate work assignments or the option of using a loose-fitting Powered Air Purifying Respirator (PAPR) in place of a Face Fitting Respirator.
