Under policy direction, the 1165 Manager, Department of Public Health – SFHN Chief Medical Officer reports to the Director of the San Francisco Health Network (SFHN) and partners with the Director in providing the executive managerial and clinical operations analysis and improvement activities of an integrated healthcare delivery systems consisting of major operational divisions inclusive of: an acute care and trauma medical center, primary care and specialty clinics, home health agency, skilled nurse facilities and behavioral health (mental health and drug treatment) inpatient, out-patient and community programs. The San Francisco Health Network is the largest Division of the Department of Public Health and manages an annual Budget of $1.2 Billion and over 5,000 FTEs.
As a member of the SFHN executive leadership team, the SFHN Chief Medical Officer is the highest level senior executive physician within the San Francisco Health Network, with responsibility to provide oversight and management of the clinical practice of all physicians and licensed providers practicing in the diverse and complex functional areas at DPH which includes the Zuckerberg San Francisco General Hospital and Trauma Center, Laguna Honda Hospital and Rehabilitation Center, Community Oriented Primary Care, and Population Health and Prevention; make daily decisions of a highly significant consequence or impact involving healthcare, clinical and medical operations and recommend new policies, procedures, organizational areas, or services; and manage special grants and projects as directed by executive and legislative branches of CCSF government related to health care delivery system reform efforts.
The 1165 Manager, Department of Public Health – SFHN Chief Medical Officer performs the following essential job functions:
- Program Planning and Administration - Provides long and short range planning for the development, operation, and integration of the diverse services within the DPH and its affiliated clinical and community partners; plans, coordinates, directs, and evaluates the delivery of medical, clinical and health care by maintaining and ensuring standards of care, practice, and performance; develops, implements, and evaluates the department’s plan for the provision of medical, clinical and health care; in accordance with SFHN goals, ensures access to equitable care, improves patient and provider satisfaction, and optimizes efficient utilization of resources;
- Project Implementation, Coordination and Evaluation - Works effectively with diverse planning groups in the design and implementation of all SFHN services; addresses the administrative and coordination needs of the SFHN as it evolves, including reliable scheduling, timely evaluations, and quality improvement adjustments; develops organization-wide patient care programs, policies, and procedures that guide and support the provision of services; assesses and improves the provision of medical, clinical, and healthcare services through the implementation of effective programs to measure quality;
- Resource Development - Pursues grants and other resources needed to support, augment, sustain, and evaluate the SFHN; directs the allocation of resources to achieve timely outcomes and measurable goals within budget; adjusts plans and programs to meet healthcare reform or other new medical or clinical programs, while continuing to address major medical, clinical and health care l priorities;
- Business Acumen - Provides in-depth operational and budgetary information, including the review, preparation, and defense of budgets related to the SFHN; maintains responsibility for analyzing the current billing and financial systems that support and sustain the SFHN, as well as providing review of and denoting trends in reimbursement and providing guidance and feedback for the enhancement of financial performance;
- Political Acumen - Bridges the span of culture between the various constituencies associated with the SFHN, DPH, its clinical and community partners, and departments within the City and County of San Francisco; establishes and sustains effective communication channels with a wide range of DPH staff and other parties involved in initiatives; anticipates potential problems, takes timely initiative, and skillfully determines when DPH executive leadership consultation and policy guidance is required; communicates regularly with medical, clinical, and healthcare executive-level management regarding the Department's activities and coordination of efforts with other City departments in addressing the needs of the City; represents the Department before legislative boards, regulatory bodies, other healthcare agencies, and medical, clinical, or advisory committees;
- Provides leadership and oversight for the infrastructure of data collection, analysis and reporting to support quality (operational, clinical, and patient experience) outcomes;
- Assesses and responds to community needs; provides consultation and advice to boards, committees and representatives from federal, state and local agencies; and
- Participates in direct patient care/medical or clinical activities as determined by specialty.
The 1165 Manager, Department of Public Health – SFHN Chief Medical Officer performs other related duties as assigned/required.
Compensation and Benefits:
The normal annual salary range is $213,200 - $272,090. Appointment above the maximum of the normal range may be considered based on documented and substantiated recruitment and retention issues or exceptional skills. - Possession of a Master’s degree from an accredited college or university in Hospital Administration, Nursing, Public Health Administration or a closely related field; AND
- Three (3) years of experience as an administrator of a large general teaching hospital or related organization OR three (3) years of complex health care administrative experience; AND
- Possession of a valid license to practice medicine issued by the Medical Board of California or the Osteopathic Medical Board of California; AND
- Possession of valid Board Certification in a medical specialty area; AND
- Possession of valid Drug Enforcement Agency registration with the United States Department of Justice.
One year of full-time employment is equivalent to 2,000 hours (2,000 hours of qualifying work experience is based on a 40 hour work week). Any overtime hours that you work above 40 hours per week are not included in the calculation to determine full-time employment. Some positions in the Department of Public Health will require the use of personal protective equipment (PPE), including but not limited to gloves, gowns, eye and face protection, and face-fitting respirators. The requirement for the use of PPE may come on short or no notice. Facial hair or any condition that interferes with a face-fitting respirator’s seal (i.e. comes between the sealing surfaces of the respirator and the wearer’s bare skin) is not permitted when face-fitting respirators are worn, including during initial or periodic respirator fit-testing.
Employees who choose not to shave and do not have either American Disabilities Act (ADA) or Equal Employment Opportunity (EEO) Accommodations do not have the right to alternate work assignments or the option of using a loose-fitting Powered Air Purifying Respirator (PAPR) in place of a Face Fitting Respirator.
