The mission of the San Francisco Fellows program is to foster community stewardship by preparing recent college graduates for leadership roles in public service. The Fellows program is a unique opportunity to learn about local government while working full time as a City employee. Competitively selected applicants will join a cohort of up to 18 Fellows for an 11-month full-time work experience as employees in various departments throughout the City.  Fellows receive an annualized salary of approximately $55,000 + medical, dental, retirement and other benefits.

Fellows work on various programs and projects that have a direct impact on City operations which spans a broad range of City functions and departments, involving analysis, planning, and program development. In addition to gaining valuable full-time professional work experience and skills such as leadership, communication, technical skills and other professional development, the cohort experience includes weekly learning sessions built into the Fellows' work schedule to provide a well-rounded, thorough introduction to San Francisco government operations, policies and strategies.

Fellows are paired with mentors, seasoned leaders in San Francisco government who support the Fellows and provide advice, guidance and networking opportunities for their professional development.

We invite people who have had an undergraduate degree conferred within the past 5 years to apply for this highly selective program. Specific areas of study are not required. We are looking for enthusiastic, creative, hard-working individuals who are interested in working in the public sector in the City and County of San Francisco.

How To Apply

Applications for the San Francisco Fellows Program is only accepted through an online process. Visit to register an account (if you have not already done so) and begin the application process.

Application Requirements:


Undergraduate degree conferred between May 1, 2013 and June 30, 2018.  Specific fields of study is not a requirement


Applications must upload a copy of your (unofficial) college transcripts (include graduate school transcripts if you have completed a graduate degree program) that show your degree conferred, or expectation that it will be conferred by June 30, 2018.

You must provide two (2) references for your application.  You must list your references on your application submission and your references must complete the Application Reference Form by the application submission deadline noted at the top of this job announcement.  Click on the link to be directed to the Application Reference Form which will open in a new browser tab; copy and send that link to your reference for them to complete; they will receive a confirmation email upon their completed submission.

Essay Responses:

Your application submission will ask you to provide responses to essay questions regarding your interest in the program and for public service. 

There is no character limit to your responses, but your answers should be concisely written and will be evaluated based on the content and written communication ability of your response.

Analytical Assessment:


After the initial screening of your submission, you may be invited to take an online assessment for analytical ability.  If you are invited to take this assessment, you will be notified via email and will be required to complete the assessment within the prescribed time frame of that email.  The results of this assessment will be used to screen candidates to be invited to interviews.


Interviews are scheduled to be held in San Francisco between March 5th and April 13th, 2018 (subject to change).  Depending on the applicant pool, interviews may be held in locations outside of San Francisco and/or through an online platform such as Skype.  Prospective candidates will be required to interview as part of the selection process. 

Notification to Selected Candidates and Start Date:


We anticipate notifying selected candidates with a conditional offer of employment for the San Francisco Fellows Program by the end of April.  Selected candidates with a conditional offer, must go through pre-employment vetting, including fingerprinting and conviction history review before they can be given a formal written offer of employment with the Program.  Fellows' first day of work will be Monday, August 13, 2018.  You must be able to start on this date, no exceptions.

Conviction History

Once you receive a conditional offer of employment, you will be fingerprinted, and your fingerprints will be sent to the California Department of Justice (DOJ) and the Federal Bureau of Investigation (FBI). The resulting report of your conviction history (if any) will be used to determine whether the nature of your conviction (or arrest, in limited circumstances) conflicts with the specific duties and responsibilities of the job for which you are received a conditional offer of employment. If a conflict exists, you will be asked to present any evidence of rehabilitation that may mitigate the conflict, except when federal or state regulations bar employment in specific circumstances, such as:

  • Candidates for positions with the Unified School District and the Community College District may be disqualified from consideration should their conviction history not meet the standards established under the California Education Code.
  • Candidates for positions with the Recreation and Park Department may be disqualified from consideration should their conviction history not meet the standards established under California Public Resources Code 5164.

Having a conviction history does not automatically preclude you from a job with the City.

If you are given a conditional offer of employment, the hiring department will contact you to schedule a fingerprinting appointment.

Disaster Service Workers

All City and County of San Francisco employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the City requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.


All employees hired on or after January 10, 2009 will be required (pursuant to San Francisco Charter Section A8.432) to contribute 2% of pre-tax compensation to fund retiree healthcare. In addition, most employees are required to make a member contribution towards retirement, ranging from 7.5%-13.25% of compensation.
