This is an Exempt Appointment. Pursuant to the City & County of San Francisco Charter, Section 10.104, any person occupying a position under exempt appointment shall not be subject to civil service selection, appointment and removal procedures. Exempt employees shall serve at the pleasure of the Appointing.
The mission of the San Francisco District Attorney's Office is to investigate, charge, and prosecute all criminal violations of law occurring within San Francisco County, on behalf of the people of the State of California, and to provide support services to victims of crime.
Within the major Operations department, the Crime Strategies Unit (CSU) is a multidisciplinary team of neighborhood prosecutors, analysts and investigators designed to conceive, develop, and implement innovative strategies and programs that improve public safety through the efficient prevention, investigation, and prosecution of crime.
Under general direction in the Crime Strategies Unit (CSU), the SFDA Crime Analyst performs difficult and detailed professional-level analytical work in crime analysis and data driven prosecution.
Essential duties include but are not limited to:
1. Perform statistical analysis, conduct research, and create tools to explore and visualize data in support of investigation, data-driven prosecution and policy development, and operational performance measurement.
2. Collaborate with internal and external partners to problem-solve and develop data driven interventions for operational issues and public safety concerns and support independent research projects in the fields of data science and public policy.
3. Develop and maintain performance measurement metrics and dashboards for managers and executive staff.
4. Prepare and present written reports, presentations, and detailed statistical reports, including charts, graphs and exhibits to trial attorneys, law enforcement partners, and decision-makers.
5. Query, extract, clean, and merge complex criminal justice datasets.
6. Study current literature on data science, research methodology, criminology, law enforcement issues, and performance measurement, and make appropriate recommendations for improvements in data-driven prosecution practices.
7. Perform related duties and responsibilities as assigned.
KNOWLEDGE, SKILLS AND ABILITIES
1. Advanced knowledge of R statistics suite or Python to perform advanced statistical analysis of large datasets, including merging disparate data.
2. Advanced knowledge of data visualization and ability to develop dashboards in Power BI or Tableau to clearly present analytical results.
3. Skill in utilization of geographic information systems to perform complex spatial analysis, and produce clear informative maps representing results.
4. Ability to identify, research and gather relevant information from a variety of sources; read and interpret complex written materials; analyze and evaluate data, procedures, interrelated processes and other information; formulate conclusions and/or alternatives and develop effective recommendations.
5. Skill to prepare and present written reports, memos, presentations, and detailed statistical reports, including charts, graphs, and exhibits to trial attorneys, law enforcement partners, and decision-makers.
6. Organizational ability to manage multiple projects, meet deadlines and expectations, and objectively weigh resources and time bandwidth of current and upcoming responsibilities.
7. Communication ability to effectively formulate reports and recommendations, provide presentations, and work collaboratively with internal and external partners including law enforcement professionals and decision-makers.
2. Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major coursework as described in Note B; OR
3. Possession of a baccalaureate degree from an accredited college or university, and two (2) years full-time equivalent experience performing professional-level analytical work as described in Note A; OR
4. Possession of a baccalaureate degree from an accredited college or university with major coursework as described in Note B and one (1) year full-time equivalent experience performing professional-level analytical work as described in Note A;
SUBSTITUTION: Applicants may substitute up to 2 years of the required education with additional qualifying experience in budget analysis, financial analysis and reporting, legislative/policy analysis, or contract/grant administration. One year (2000 hours) of additional qualifying experience will be considered equivalent to 30 semester units/45 quarter units.
Notes on Qualifying Experience and Education:
A. Qualifying professional-level analytical experience must be in one or more of the following functional areas: complex budget analysis, development and administration; complex financial/fiscal analysis and reporting; development of complex contracting systems and administration of competitive bid processes and complex contractual agreements; development and evaluation of complex management/administrative policy; complex grant administration and monitoring; complex program evaluation and planning; complex legislative analysis; complex economic analysis; or other functional areas related to the duties of positions in Class 1822, where the primary focus of the job is complex professional-level analysis for evaluation, recommendation, development and implementation of major programs and functions of department/organization. Analytical experience equivalent to the duties of Class 1820 is considered qualifying.
B. Coursework applicable to a baccalaureate or higher degree in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in Class 1822.
In addition to the Minimum Qualifications, professional experience in a law enforcement agency, legal experience, experience with ESRI ArcGIS, and/or familiarity with SQL and database administration are desirable.

The selection process will include an evaluation of applications in relation to minimum requirements.
