About the Office of Economic and Workforce Development:

The Mission of the San Francisco Mayor’s Office of Economic and Workforce Development (OEWD) is to support the City's ongoing economic vitality through key programs focused on neighborhood commercial corridors, workforce programs, joint development projects, industry focused business recruitment and retention, small business assistance, and international business development.

Toward this mission, OEWD connects job seekers in San Francisco with employment opportunities in growing industries such as Technology, Health Care, Hospitality, and Construction. We provide industry aligned job training and access to job search assistance at community-based neighborhood access points throughout the City, to help provide employers with skilled workers.

Position Description

Reporting to the Data and Performance Manager and working closely with the Workforce Solutions Manager, the Workforce Solutions Product Manager will assist in the development and implementation of Workforce Link. Workforce Link is a Salesforce-based customer relationship management (CRM) solution used to connect jobseekers, City workforce system providers, and employers to the City’s First Source and related hiring programs. As the Workforce Solutions Product Manager, you’ll help manage stakeholders and the product team around common goals, and help manage product delivery using disciplined agile methodology. You’ll be a champion for user needs, improving business processes, and cutting bureaucratic red tape. Successful candidates will have leadership experience on agile product teams.

In addition to assisting with the development of Workforce Link, the Workforce Solutions Product Manager will support the overall improvement of OEWD’s data collection and reporting processes, including guiding enhancements to existing data systems, facilitating systems integration, and developing new technological tools to assist in the implementation of new business processes.

Key Responsibilities:

  • Co-ordinate a cross-functional agile product development team to manage delivery of the Workforce Link employment portal, as well as build new user-focused digital services for workforce development.
  • Define user stories and technical requirements for functionality and lead testing.
  • Ensure data model development and design is consistent with existing OEWD data systems in order to facilitate data migration, integration, and reporting across workforce programs.
  • Analyze user feedback and usage trends to inform product strategy and develop requirements for product updates.
  • Lead data-driven continuous delivery and improvement, ensuring that business processes are regularly analyzed, maintained, and improved to better user experience.
  • Create both standardized and custom reports and dashboards that address department needs and data requests. 

Minimum Qualifications

1. Possession of a graduate degree (Master's degree or higher) from an accredited college or university and three (3) years of full-time equivalent experience performing professional level analytical work as described in Note A: OR

2. Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major college coursework as described in Note B and two (2) years full-time equivalent experience performing professional level analytical work as described in Note A; OR

3. Possession of a baccalaureate degree from an accredited college or university and four (4) years full-time equivalent experience performing professional level analytical work as described in Note A; OR

4. Possession of a baccalaureate degree from an accredited college or university with major college coursework as described in Note B and three (3) years full-time equivalent performing professional level analytical work as described in Note A

SUBSTITUTION: Applicants may substitute up to 2 years of the required education with additional qualifying experience in budget analysis, financial analysis and reporting, legislative/policy analysis, or contract/grant administration. One year (2000 hours) of additional qualifying experience will be considered equivalent to 30 semester units/45 quarter units.

Notes on Qualifying Experience and Education:

A. Qualifying professional-level analytical experience must be in one or more of the following functional areas: complex budget analysis, development and administration; complex financial/fiscal analysis and reporting; development of complex contracting systems and administration of competitive bid processes and complex contractual agreements; development and evaluation of complex management/administrative policy; complex grant administration and monitoring; complex program evaluation and planning; complex legislative analysis; complex economic analysis; or other functional areas related to the duties of positions in Class 1823, where the primary focus of the job is complex professional-level analysis for evaluation, recommendation, development and implementation of major programs and functions of department/organization. Analytical experience equivalent to the duties of Class 1822 is considered qualifying.

B. Coursework applicable to a baccalaureate or higher degree in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in Class 1823.

Desirable Qualifications

  • Experience with Salesforce product development, with understanding of software development processes, including agile development methodology, developing use cases, and usability testing.
  • Exceptional verbal communication skills with the ability to effectively influence and communicate cross-functionally.
  • Development experience, including the knowledge to interface with developers about coding practices, delivery and acceptance processes, testing, etc.
  • Experience with metrics and analytics, defining KPI’s, and extracting insight from data.
  • Experience using business intelligence software such as PowerBI or Tableau
  • A personal interest in public service or civic technology.
  • Demonstrable and practical experience, in public or private sector, of transformational change to business processes and systems to deliver improved user experience.

Conviction History

All employees hired on or after January 10, 2009 will be required (pursuant to San Francisco Charter Section A8.432) to contribute 2% of pre-tax compensation to fund retiree healthcare.
