San Francisco Office of Financial Empowerment (OFE) is a unique private-public partnership housed in the San Francisco City Treasurer’s Office. As convener, innovator, and advocate, we work closely with the City Treasurer and a broad group of thought partners, to design new, and expand existing, programs that strengthen the economic security, opportunity and mobility of low-income San Franciscans. This work includes Kindergarten to College, the first and largest universal child savings program of its kind in the country now managing accounts for 28,000 public school children; Smart Money Coaching, which delivers financial coaching to low-income people at 27 sites across San Francisco; Summer Jobs Connect, which equips youth with a bank account, financial education, and strategies to save during summer employment; Bank On, which helps low-income residents access safe, affordable accounts at responsible banks and credit unions; policy efforts to fight predatory financial practices and help families build assets; and researching the potential of basic income to increase economic security and opportunity. Leveraging this civic innovation, the OFE demonstrates what’s possible to cities across the United States.

Engagement Specialist

The Engagement Specialist will help develop and execute OFE’s communications strategy. The specialist will manage OFE’s online communication channels, including the website, social media, blogs and dashboards, as well as offline engagement, including events and publications. The Engagement Specialist will use various communication strategies and tools to share the OFE’s ideas, work, and impact with partners, advocates, policy makers, funders and city residents.  The specialist will also identify communication strategies and systems to strengthen the OFE’s day-to-day operations and knowledge management.

This is an ideal opportunity for a communication specialist who is creative, tech savvy, flexible, and keen to grow professionally in a dynamic role. We’re seeking someone committed to economic justice who can design engaging graphic communications and data visualizations for print and the web, and communicate the compelling story of our work.  The primary responsibilities of the role are outlined below. 

Website and Online Media – Design and Development

        Develop content strategy and style guide for the OFE’s website and social media, working with program and technology staff, as needed

        Oversee the redesign of OFE’s website, including defining the scope of work, finding a vendor, managing the relationship, and maintaining the website

        Manage OFE’s blog to share our ideas, work and impact

        Create and execute a strategy to strengthen OFE’s online presence

        Monitor social and other online media to identify opportunities for the OFE to use its voice for economic justice and help families build and protect wealth

        Build web-based visualizations including maps, interactive graphics, charts, and dashboards to present local data on financial insecurity, inequality and other core themes of the OFE’s work

        Establish and monitor the success of the OFE’s online engagement

        Update website content, as needed, to reflect current news, events and staffing 

Marketing and Communications – Strategy and Execution

        Lead development and execution of OFE marketing, communications and public engagement strategy

        Help write content for blog, newsletters, reports and briefs

        Design and disseminate newsletters, reports and briefs

        Work with the OFE staff to develop and execute program-specific communication plans within the OFE’s broader communications strategy

        Design (or work with vendor to design) and manage distribution of online and offline program collateral, including fliers and brochures

        Lead event planning, including identifying themes and coordinating venue, catering, invitations and communications

Technology Capacity— Build and Strengthen

        Work with the OFE staff to identify technology solutions to program and organizational needs


        Establish and develop a knowledge management system that enables the OFE to harvest and share learning, and sustain institutional knowledge


        Establish and maintain regular internal dashboards to enable the OFE to monitor performance on its goals and objectives

Minimum Qualifications

Possession of a baccalaureate degree from an accredited college or university with coursework in marketing/communications, design, data visualization, public policy, social sciences or other subject areas related to specific department program or function AND one (1) year full-time equivalent experience.


Substitution: May substitute up to two (2) years of the required education with additional qualifying experience in program/project management. One year (2000 hours) of additional qualifying experience will be considered equivalent to 30 semester units/45 quarter units.



Two (2) years full-time equivalent experience, that demonstrates possession of:


The ideal candidate will have a strong command of Microsoft Office Suite and knowledge of many or all the following: Adobe InDesign; Drupal or other content management systems; Tableau, MS Power BI or other data visualization applications; Vertical Response or other email marketing applications; Salesforce or other customer relationship management (CRM) applications; and SharePoint or other document and knowledge management systems.



The ideal candidate will have experience in many or all the following: designing and executing communication strategies; planning and promoting events; using data visualization and smart infographics to tell stories; using social media strategically and effectively; using customer relationship (or contact) management applications to manage and engage stakeholders; and developing processes and systems to manage documents and knowledge. Ideally a candidate would have experience using online and offline strategies to engage low income communities and communities of color.



The ideal candidate will have a strong ability to perform many or all of the following: write clear, professional communication; work independently and as an active member of a team; work effectively with all levels of management, community groups and diverse populations; manage website content, databases, social media and other information and communication technologies; coordinate projects; prioritize effectively; and synthesize data and information to create persuasive graphics using data visualization tools.

Conviction History

As a finalist for a job, you will be fingerprinted, and your fingerprints will be sent to the California Department of Justice (DOJ) and the Federal Bureau of Investigation (FBI). The resulting report of your conviction history (if any) will be used to determine whether the nature of your conviction (or arrest, in limited circumstances) conflicts with the specific duties and responsibilities of the job for which you are a finalist. If a conflict exists, you will be asked to present any evidence of rehabilitation that may mitigate the conflict, except when federal or state regulations bar employment in specific circumstances, such as:

Disaster Service Workers
