APPOINTMENT TYPE: Permanent Exempt (PEX), this position is excluded by the Charter from the competitive Civil Service examination process and shall serve at the discretion of the Appointing Officer.
The Purchasing Division of the Office of Contract Administration (OCA) supports the procurement of materials, supplies, equipment and services that are essential to providing governmental services for the citizens of San Francisco. OCA/Purchasing is dedicated to providing efficient and responsive purchasing and contracting services, in full compliance with the City’s legal requirements, while upholding the highest ethical and professional standards.
The Office of Contract Administration's 1950 Assistant Purchaser Internship Program has been established to provide education and training to promote excellent performance in the City and County of San Francisco’s Purchaser Series. The primary goal of the Program is to position high performing Interns to compete for a permanent 1952 Purchaser position within OCA at the end of the 18 month Internship, depending on position availability, academic credentials and prior work experience. No placements or promotions are automatic or guaranteed.
Interns will complete a rigorous training curriculum in public procurement and contracting that includes web-based professional course work, review of City laws pertaining to City purchasing, exposure to strategies for purchasing different commodities, and hands-on procurement experience. This is an entry level position for individuals with a Bachelor’s degree, and experience is not required to apply.
1. Receives, analyzes and edits requisitions for the purchase of materials, supplies and equipment.
2. Confers with department personnel concerning the availability, cost and use of commodities.
3. Analyzes quotations and determines the most suitable vendors.
4. Advises user departments and vendors regarding appropriate purchasing methods and procedures.
5. Investigates and resolves complaints related to receipt of goods and performance of services.
6. Maintains detailed purchasing records including commodity and service codes.
7. Assists senior staff on large purchasing projects.
8. Uses computerized systems to process purchase order, research vendors and produce reports as required.
Possession of a baccalaureate degree from an accredited college or university.
SUBSTITUTION: Professional purchasing experience with responsibilities such as: identifying vendors and ascertaining quotes, selecting a vendor based on a set of criteria, identifying and negotiating terms and conditions and procuring goods and services, may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years). Thirty (30) semester units/forty-five (45) quarter units equal one (1) year.
