Introduction

The San Francisco Planning Department (CPC) is seeking an experienced Project Manager who has a proven track record of success in driving large-scale transportation, engineering and/or planning projects and the ability to manage relationships with community, city, state and federal organizations. This position is critical to support the City’s current and future development and transportation needs. The ideal candidate will have strong project and time management experience within a complex system of governance and the ability to incorporate problem solving, critical thinking and tactical execution into their daily work.

Appointment Type:  Permanent-Exempt (PEX)
This permanent exempt (PEX) position is excluded by the Charter from the competitive Civil Service examination process and shall serve at the discretion of the Appointing Officer.  This position has an anticipated duration of no more than three (3) years.

Position Information
Under general direction of the Transportation Planning Manager and in close coordination with the Mayor’s Office, the Project Manager acts as the City of San Francisco’s coordinator for the implementation of the Railyards and Benefits Study (RAB). The RAB study concluded in September 2018 with the adoption of a preliminary preferred alignment for Caltrain and High Speed Rail (HSR) into the Salesforce Transit Center via Pennsylvania Avenue. The selected candidate will be expected to advance the work in order to achieve and maximize the potential benefits identified in the RAB Study.

The Project Manager’s primary responsibility is to act on the City’s behalf in numerous planning, design, engineering, and environmental studies that will proceed in parallel, while coordinating potential land use changes that are anticipated. In additional to coordinating and leading work within the city, the Project Manager will be the City’s staff representative to the Transbay Joint Powers Authority (TJPA), Caltrain, Metropolitan Transportation Commission (MTC), California State Transportation Agency (CalSTA), and the California High Speed Rail Authority (CHSRA) to ensure alignment of various studies and projects in order to support San Francisco’s current and future development and transportation needs, which rely heavily on the expansion of rail service. The variety of work includes area planning, site and station development, infrastructure engineering, rail planning, environmental review and transportation network integration.

The primary responsibilities of this position include: 1) coordinating with multiple agencies and integrating community and stakeholder input into various transportation and development planning, design, and/or engineering efforts; 2) providing strategic input to rail planning, analysis, operations, and/or environmental documents; 3) leading a Planning Department study to upgrade and/or relocate the 22nd Street Caltrain station; 4) acting in support of future land use studies in the 4th and King District based on an understanding of current and future rail operations; and 5) actively participate in the Citywide Department’s management team and manage, mentor, and grow staff that may be assigned to this body of work.

The Project Manager leads a project team of City staff and consultants; effectively coordinates with staff from city, regional, state and federal agencies; gathers, analyzes and interprets data; reviews and prepares complex technical reports; represents the City in public meetings; acts as technical advisor on all studies; and performs related duties as required.

Examples of Essential Duties

  • Manages coordination efforts for City Departments to implement the Railyard and Benefits Study (RAB)
  • Leads the Planning Department’s 22nd Street Station Study
  • Prepares and monitors budgets and funding plans, project and expenditure schedules.
  • Staffs San Francisco representatives to the Caltrain board and participates in policy and staff groups.
  • Provides review and comments on presentations and technical documents.
  • Controls project cost and schedule, as well as tracking, recording and reporting on project progress to various audiences including funding sponsors.
  • Makes presentations to key stakeholders and groups such as the Planning Commission, the Board of Supervisors and other City agencies.
  • Represents the Planning Department on task forces and working groups.
  • Manages and mentors staff as assigned.

Minimum Qualifications

Minimum Qualifications

  • Bachelor's Degree in architecture, engineering, planning, or landscape architecture; plus four years of responsible architectural, engineering or construction management experience, OR
  • A Bachelor's Degree in another field plus six years of responsible experience in a field directly related to the project, OR
  • Eight years of architectural, engineering, or construction management experience in a field directly related to the project, OR
  • California registration as professional engineer or architect.

Desirable Qualifications
The stated desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred for hiring.

  • Experience in transportation and land use planning.
  • Experience in civil and/or rail engineering and operations.
  • Experience in directing consultant studies on schedule and on budget.
  • Ability to interpret and present the results to community members, decision-makers, and staff from a variety of agencies.
  • Experience in strategic planning, critical thinking and problem-solving skills in an urban context related to the integration of transportation infrastructure and land use.
  • Experience in working effectively with engineers, planners, lawyers, administrators, and other staff across multiple agencies or organizations.

Selection Plan
