Introduction

 

 

The Port is undertaking several complex marine-related and infrastructure projects, requiring additional staff support through all phases of project delivery. The Port’s Engineering Division is growing its project management capabilities with a Project Management Office (PMO). The PMO will support delivery of Port-led projects, approximately $100 million of Port project backlog. The senior project manager will execute projects and lead staff in the completion of Port capital projects. Sample projects in the Port’s backlog include Pier 19 North Apron, China Basin Float Repair and Pier 90 Silo Demolition Project.

 

Under general administrative direction of the Chief Harbor Engineer, the PMO Manager will implement project management procedures, execute projects and supervise PMO project managers assigned to marine-related and Port infrastructure projects. The PMO Manager will be responsible for overseeing projects throughout the planning, design, permitting and construction phases with the goal of delivering all phases within the respective schedules and budgets.  

 

The PMO Manager will coordinate and support project design and analysis; support construction for marine and non-marine related projects and monitor progress; develop project progress reports and provide regular updates to the Chief Harbor Engineer; ideally provide leadership in the development of design and assessment criteria, analysis strategy and assumptions and project alternatives; and provide leadership in the development and implementation of alternative project delivery methods. The PMO Manager will manage design and implementation of geotechnical analyses, topographic and hydrographic surveys and dredging plans; provide support between the design team and independent review panels; represent the project at review boards; coordinate Environmental Impact Report (EIR) processes and obtain permits; control project costs and schedules; review change orders; and interface with staff, Executives, and Port Commission.

Minimum Qualifications

Education and Technical Experience
Possession of a Bachelor’s degree from an accredited college or university with major course work in engineering or architecture and eight (8) years of responsible architectural, engineering or construction management experience; OR

Possession of any bachelor’s degree and ten (10) years of responsible experience in a field directly related to the project; OR

Twelve (12) years of architectural, engineering, or construction management experience in a field directly related to the project; OR

Valid California Registration as a Professional Engineer or Architect, plus four (4) years of project coordination experience.


Supervisory Experience

Three (3) years supervisory experience with responsibility for the direction and evaluation of subordinate staff.


License

Possession of a valid California driver’s license (to be presented at time of appointment). Employees must be insurable under the Port’s automobile liability insurance. Insurability must be maintained throughout employment.


TWIC Card

This position requires that the incumbent be qualified for unescorted access to the Port’s Maritime Transportation System (MTS). An application for a TWIC card may be submitted after employment has commenced. Employment in this position requires that the incumbent undergo a criminal history check, immigration check and terrorist threat assessment, including FBI fingerprints, in order to determine eligibility for security clearance.

The incumbent must submit an application for, successfully acquire and maintain a TWIC card. Per Civil Service Rule 110.9.1, every applicant must possess and maintain the qualifications required by law and by the announcement for this examination. Failure to acquire or maintain a TWIC card, a requirement for this position, may be basis for termination from employment with the Port Commission.

B. What are the most challenging aspects of the development engineering process from the side of a public agency representative and describe the strategies you employ to facilitate this process?


C. Describe your experience managing staff and consultant teams. How do you manage high and low performers; motivate staff; balance managing people with managing transactions; and review staff’s work, especially written reports and mathematical analyses?


D. Describe the project performance information you would include in a monthly one-page status report for Port executive management or the Port Commission and how the content or presentation might change depending on your audience.

Selection Procedures

Your application materials will be screened for relevant qualifying experience.  Additional screening mechanisms may be implemented in order to determine your qualifications.

Conviction History

As a finalist for a job, you will be fingerprinted, and your fingerprints will be sent to the California Department of Justice (DOJ) and the Federal Bureau of Investigation (FBI). The resulting report of your conviction history (if any) will be used to determine whether the nature of your conviction (or arrest, in limited circumstances) conflicts with the specific duties and responsibilities of the job for which you are a finalist. If a conflict exists, you will be asked to present any evidence of rehabilitation that may mitigate the conflict, except when federal or state regulations bar employment in specific circumstances, such as:

  • Candidates for positions with the Unified School District and the Community College District may be disqualified from consideration should their conviction history not meet the standards established under the California Education Code.
  • Candidates for positions with the Recreation and Park Department may be disqualified from consideration should their conviction history not meet the standards established under California Public Resources Code 5164.

Having a conviction history does not automatically preclude you from a job with the City.

Disaster Service Workers

All City and County of San Francisco employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the City requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.

Benefits

All employees hired on or after January 10, 2009 will be required (pursuant to San Francisco Charter Section A8.432) to contribute 2% of pre-tax compensation to fund retiree healthcare. In addition, most employees are required to make a member contribution towards retirement, ranging from 7.5%-13.25% of compensation.
