APPOINTMENT TYPE: Permanent Exempt - This position is excluded by the Charter from the competitive Civil Service examination process and shall serve at the discretion of the Appointing Officer.


Under the direction of the Senior Training & Instruction Manager, this position manages, coordinates, supports, and facilitates management and employee training and development program initiatives to enhance organizational development; designs, develops, and implements a strategic and tactical approach for operational and organizational performance improvement for the San Francisco Municipal Transit Agency (SFMTA).


Individuals hired for this position may be placed within the Bus or Rail Training functional area where the incumbent will be responsible for supervising the functions of the assigned staff.  In addition, this incumbent will be highly responsible for ensuring the training of new and veteran operations employees, including Operators, Station Agents, Supervisors, Controllers, Specialists and Managers, conducted in a manner supportive of SFMTA goals.



· Designs, develops, and facilitates training programs to meet specific learning objectives for Transit Operation’s staff, management/staff development, organizational development, and career/workforce development programs.

· Evaluates effectiveness of current training programs; identifies training needs and opportunities for all employee/management levels.

· Supports the agency′s strategic goals, objectives, and budget themes; delivers effective and efficient agency-wide change management initiatives

· Implements broad-based change and continuous improvement programs to determine cost saving measures and to increase productivity.

· Assists senior manager with the design and development of the agency-wide strategic training planning process.

· Assists with program and project delivery to ensure that agency-wide training and development programs are delivered on-time and within budgetary guidelines

· Gathers data and prepares confidential and comprehensive executive summaries and other reports on training delivery programs.

· When needed, co-facilitates work committees and employee training as required.

· Researches the latest developments in management/staff training methodologies and techniques to conceptualize and develop programs that prepare all employees to be more effective and efficient in managing their daily work activities.

· Develops, applies, and evaluates technical planning analytical methods and procedures.

· Serves as subject matter expert in training and leadership development within area of responsibility.

· Supervises, trains, mentors, and motivates assigned staff.

· Interpret and apply laws, regulations, and labor contract provisions.

· Define problem areas; evaluate, recommend, and implement alternative solutions to complex issues and problems.

· Establish and maintain cooperative working relationships with those contacted in the course of work.


1.       Five (5) years of full-time verifiable experience specializing in the field and classroom training of operators with a fixed route agency, which must have included three (3) years of supervisory experience in the field and classroom training of such operators; AND

2.       Possession of a bachelor’s degree from an accredited college or university; AND

3.       Possession of a valid Class B California Driver License with a valid DMV Medical Examiner’s certificate, Passenger (P) endorsement, and no restrictions that prohibit the operation of SFMTA public transit vehicles; AND

4.       A driving record with no preventable incidents resulting in property damage or bodily injury or preventable collisions (in accordance with the California Vehicle Code) within the past three years prior to the filing deadline of applications; AND

5.       No suspension or revocation of driving privilege for a cause involving the unsafe operation of a motor vehicle for a period of three years prior to the filing deadline of applications; AND

6.     Verification of active Transit Training (VTT) certification (VTT certification must be obtained within 6 months of being hired).

Substitution: Additional qualifying years of experience specializing in the field and classroom training of operators with a fixed route agency may be substituted for the required education on a year-for-year basis. One year (2000 hours) will be considered equivalent to thirty (30) semester units/forty-five (45) quarter units.

Candidates licensed in other states who otherwise meet the minimum qualifications may compete in this selection process, but if selected must obtain the required license upon moving to California.



The stated desirable qualifications may be used to identify candidates advancing to the interview process and/or to identify job finalist(s) at the end of the selection process when referred for hiring.

· Knowledge of Federal, State, and local laws and regulations regarding bus and light rail vehicles.

· Strong leadership skills including ability to identify issues and solve problems effectively.

· Knowledge and experience in labor relations.

· Training in the exercise of leadership skills.

· Principles of supervision, training, and employee development.

· Principles and techniques of curriculum development.

· Understanding of current teaching theory and methods.

· Knowledge of safe and proper operation of bus and/or light rail vehicles.

· Procedures of operator evaluation, counseling, and discipline.

· Transportation Safety Institute Certified (TSI).


Review of Driving Record:
When notified by the SFMTA, applicants will be required to submit an original, current Department of Motor Vehicles (DMV) driving record printout K4. The printout is available from any DMV office.


If the applicant has been licensed out of California for all or part of the past three (3) years immediately preceding the application final filing date, an additional motor vehicle driving record printout from the applicable state must be submitted.


If the DMV printout indicates accident(s) within the past 3 years, the applicant must provide an insurance report or police report showing that the applicant did not contribute to the cause of the accident. If the accident occurred while driving for an employer, a copy of the employer report must be submitted showing that the applicant did not contribute to the cause of the accident.


SFMTA employees will additionally have their internal driving record reviewed for preventable incidents or collisions specified in the Minimum Qualifications.  If qualifying experience was obtained from outside of SFMTA during all or part of the past three (3) years immediately preceding the application final filing date, such applicants will need to provide an internal driving record from their other employer(s) to show full possession of the Minimum Qualifications.

The San Francisco Municipal Transportation Agency (SFMTA) has determined that Class 9174 Manager IV, MTA (Training and Instructions Manager) is a “safety-sensitive” position, under regulations issued by the Federal Transit Administration (49 CFR Part 655).  Federal law requires that all transit employees who perform safety-sensitive functions be subject to random, post-accident, reasonable suspicion, return-to-duty and follow-up drug and alcohol testing.  All applicants for Safety-Sensitive positions shall undergo urine drug testing prior to employment and within 90 days prior to performing Safety-Sensitive functions for the first time.  Receipt by the SFMTA of a negative test result is required prior to the employee being placed on the payroll.  The SFMTA will not consider hiring any person who tested positive, adulterated, substituted or refused to submit to testing for a minimum of two years following the positive test.


In addition, each applicant who has worked for a Department of Transportation (DOT)-regulated employer(s) within the last two years will be required to sign a consent form, prior to appointment, authorizing SFMTA to obtain information from his/her prior employers concerning his/her drug and alcohol test history.  Each applicant will also be required to provide SFMTA with information regarding whether, during the last two years, the applicant tested positive or refused to test on any pre-employment drug or alcohol test administered by an employer to which the applicant applied for, but did not obtain, safety-sensitive transportation work covered by DOT drug and alcohol testing rules.  SFMTA will not hire any applicant for a safety-sensitive position who fails to provide this information or fails to provide written consent for the release of information from prior employers.

Disaster Service Workers

All City and County of San Francisco employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the City requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.


All employees hired on or after January 10, 2009 will be required (pursuant to San Francisco Charter Section A8.432) to contribute 2% of pre-tax compensation to fund retiree healthcare. In addition, most employees are required to make a member contribution towards retirement, ranging from 7.5%-13.25% of compensation.
