Appointment Type: Permanent Exempt. This position is excluded by the Charter from the competitive civil service examination process and shall serve at the discretion of the appointing officer. The maximum duration of this permanent exempt appointment is three years.


Department: The San Francisco Adult Probation Department is committed to Public Safety and Public Service. It is our goal to utilize the principles of community corrections to provide supervision and assistance to individuals on probation to achieve positive outcomes for the probationer and victims of crime in the community of the City and County of San Francisco.

Position Description

Under the direction of the Reentry Division Director, the Reentry Services Coordinator will coordinate, monitor, and evaluate reentry services funded through the San Francisco Adult Probation Department (APD).  Services may be in custody or post release.  The Reentry Services Coordinator plays a lead role in competitive services bid processes, and establishes and oversees an array of grants and professional services contracts and leads strategic planning efforts to ensure streamlined efforts across APD funded reentry services, as well as criminal justice and community partners. The Reentry Services Coordinator also supports the Reentry Policy Coordinator in staffing the Reentry Council, Sub Committees, and the Community Corrections Partnership, and provides other reentry services assistance as requested.

Essential Duties:

·        Coordinate activities related to the application for and modifications of federal, state or local grants and contracts; monitor program delivery for compliance; create and monitor detailed and complex budgets.    

·        Plays a key role in competitive contract vendor selection processes including public bids and requests for proposals.

·        Develops grants and professional services contracts in accordance with CCSF procurement policies and procedures, monitors program activities, and budgets, ensures expenditures remain within budget.

·        Analyzes existing and proposed administrative policies and procedures as well as organizational problems related to delivery of reentry services within the Adult Probation Department and Citywide, and makes recommendations to improve services and maximize use of funds.

·        Manage professional services contracts and/or work orders with other City departments related to reentry services.

·        Coordinate the implementation of new systems and/or procedures to improve service delivery to reentry and realignment populations.

·        Engage community members and partners in conversations focused on strengthening community based reentry services.

·        Prepare and present reports with recommendations and appropriate justification based on studies and surveys of reentry and realignment populations and review of evidence-based practices.

·        Develop and maintain an easily accessible library of reentry services referral forms, policies and procedures for use by Deputy Probation Officers.

·        Streamline access to resources and services between clients in the San Francisco County Jail and SFAPD funded services.

·        May represent the Division to the Mayor's Office, Board of Supervisors, Controller's Office, other City officials, outside agencies or the general public.

·        Perform other related duties as assigned, including Division-wide planning, project management, and administrative activities.

Minimum Qualifications

  1. Possession of a baccalaureate degree from an accredited college or university AND three (3) years of administrative/professional experience in community development, housing development, workforce development, finance, education, social work, children/youth work, or criminal justice; OR   
  2. Possession of a baccalaureate degree from an accredited college or university with a major in one of the following fields: public or business administration, urban planning, government, social work, education, finance or criminal justice AND two (2) years of administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, criminal justice; OR 
  3. Possession of a Master's degree from an accredited college or university in public policy, planning, social work, public administration, finance, education, criminal justice, or business administration; AND one (1) year of administrative/professional experience in community development, housing and /or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice; OR 
  4. Possession of a Juris Doctor degree from an accredited college or university AND one (1) year of administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice.

    Verifiable administrative/professional experience involving community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice may substitute for the educational requirement in Minimum Qualification #1 on a year-for-year basis.

         NOTE: One (1) year of full-time employment is equivalent  to two thousand (2000) hours.


Desirable Qualifications:

·        Master’s degree in Public Policy, Public Administration, Public Health, Criminology, Education, or a closely related field;

·        Experience providing community based juvenile or criminal justice services in San Francisco;

·        Technical skills including, but not limited to, creating complex budgets in excel, as well as clear and cogent writing skills;

·        Demonstrated interest in the well-being of justice-involved individuals, their families, and communities;

·        Demonstrated interest in local government, criminal justice, and corrections systems, and reforms related to reduction of recidivism, racial disparities, and victimization;

·        Ability to work with people of vastly different backgrounds, positions, and life experiences;

·        Self-awareness, willingness to ask questions, and excellent judgment;

·        Strong work ethic, and ability to manage multiple projects, as assigned;

·        Initiative and interest in honing skills, ability to integrate constructive criticism of work products, and engage in ongoing professional development activities;

·        Excellent interpersonal as well as effective oral and written communication skills.
