Introduction

Appointment Type
Permanent Exempt (PEX), this position is excluded by the Charter from the competitive Civil Service examination process and shall serve at the discretion of the Appointing Officer. 

Position Description
Under the direction of the Manager of ITT DevOps, SFO seeks a Service Solutions Manager to provide team leadership and technical oversight of small teams responsible for the design and implementation of a comprehensive, large, diverse, and complex application and systems architecture. This position is targeted towards technology professionals with a sound understanding of the latest application development toolsets, systems and platforms that want to advance their career developing industry-leading applications in America’s 7th largest airport.

The essential functions of this position include:

  • Partner with business and technology subject-matter experts to elicit and translate business requirements into technology solutions; 
  • Deep technical skill in infrastructure, software architecture and cloud computing such as; Amazon Web Services, Google Cloud Platform, Microsoft Azure, IBM;  
  • Ability to solve business, product, and technical challenges;
  • Interpret technology trends and their implication on the aviation sector and SFO;
  • Experience in the design and implementation of complex IT solutions (including scalable cloud- native solutions and micro services architectures); 
  • Experience in infrastructure and networking architecture for highly available, Internet-scale applications;
  • Working knowledge of software development tools, IoT, Big Data, Analytics, AI/ML, Serverless and traditional cloud migrations of compute and storage;
  • Solid scripting experience in one or more of the following languages: Shell, Python, Ruby or Perl;
  • Experience working with AWS technologies such as Lambda. API Gateway, Kenesis, Redshift, S3, EC2, RDS, VPC, Cloud Watch;
  • Experience with relational databases and NoSQL databases such as MySQL, SQL server, Oracle, MongoDB, DynamoDB, and Cassandra;
  • Experience with CI/CD pipeline for code deployment using different tools such as Git, Jenkins, and Docker;
  • Understand and experience working with software such as Kubernetes;
  • Streaming architectures and Distributed Message Queues: Apache Kafka;
  • Experience in Waterfall model, Agile methodologies and Test Driven Development (TDD);
  • Experience with online services and fault-tolerant distributed systems;
  • Strong written and communication skills and communicates effectively across internal and external organizations;
  • Professional experience architecting large scale solutions on AWS;
  • Develop Requests for Proposals (RFPs) to procure technologies;
  • Transfer knowledge and collaborate across functional lines and/or across divisions; and
  • Performs other duties as assigned.

Minimum Qualifications

Education
Possession of a Bachelor’s degree in information technology, telecommunications, management information systems, computer science, computer engineering, business administration, public administration, or a closely related field.

Experience 
Five (5) years of verifiable and recent experience at a senior level as an application and systems architect delivering enterprise architecture in a complex stakeholder environment.  Four (4) of the five (5) years of experience must include leading and managing technical teams responsible for developing platforms, languages, and technologies which include the latest web platforms; latest Middleware platforms, and light-weight integration platforms.

Substitution
Education Substitution: Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years).  One (1) year is equivalent to thirty (30) semester units/ forty-five (45) quarter units with a minimum of 10 semester / 15 quarter units in computer science or a closely related field.

Desirable Qualifications
The stated desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred to hiring.

  • Proven track record to multi-task and manage multiple IT projects running in parallel working within a team or independently.
  • Excellent written and oral communication skills.
  • Ability to create and deliver presentations to all levels of technical and non-technical employees.
  • In-depth knowledge of strategic planning, developing budgets, organizational astuteness, business knowledge, software architecture, network design and implementation, planning, database design.
  • Ability to mentor and motivate staff and instill enthusiasm in others to achieve the goals of the organization for outstanding performance.

Selection Procedures

The selection process will include evaluation of applications in relation to minimum requirements. Applicants meeting the minimum qualifications are not guaranteed advancement to the interview. Depending on the number of applicants, the Department may establish and implement additional screening mechanisms to comparatively evaluate the qualifications of candidates. If this becomes necessary, only those applicants whose qualifications most closely meet the needs of the Department will be invited to participate in the oral/performance interview.

Transportation Security Administration (TSA) Security Clearance
Candidates for employment with the San Francisco Airport Commission are required to undergo a criminal history record check, including FBI fingerprints, and Security Threat Assessment in order to determine eligibility for security clearance and may be required to undergo drug/alcohol screening. Per Civil Service Commission Rule Section 110.9.1, every applicant for an examination must possess and maintain the qualifications required by law and by the examination announcement for the examination. Failure to obtain and maintain security clearance may be basis for termination from employment with the Airport Commission.

 

Conviction History

As a finalist for a job, you will be fingerprinted, and your fingerprints will be sent to the California Department of Justice (DOJ) and the Federal Bureau of Investigation (FBI). The resulting report of your conviction history (if any) will be used to determine whether the nature of your conviction (or arrest, in limited circumstances) conflicts with the specific duties and responsibilities of the job for which you are a finalist. If a conflict exists, you will be asked to present any evidence of rehabilitation that may mitigate the conflict, except when federal or state regulations bar employment in specific circumstances, such as:

Disaster Service Workers
