This is a Temporary-Exempt (TEX) Category 16 appointment which does not exceeds half time (1,040 hours of service) in a fiscal year. Temporary Exempt Appointments from Civil Service rules pursuant to San Francisco Charter Sec. 10.104-17 serves for a limited term, at the discretion of the Appointing Officer. Per CSC Rule 114, Article VIII, Sec. 114.44: “Any person occupying a position under exempt appointment shall not be subject to civil service selection, appointment, and removal procedures and shall serve at the pleasure of the appointing officer.”
The Human Services Agency (HSA) is a department of the City and County of San Francisco and is the central resource for public assistance in the City. Our mission is to promote well-being and self-sufficiency among individuals, families, and communities in San Francisco.
The Human Services Agency was formed in 2004 with the merger of two previously existing city departments, the Department of Human Services and the Department of Aging and Adult Services. The Agency retains two commissions and two department heads. The agency also includes the Office of Early Care and Education.
In January 2020, the Agency created an Office of Diversity, Equity, Inclusion, and Belonging (DEIB) to spearhead its efforts to advance racial equity. The Agency is currently in the mist of implementing its Phase 1 Racial Equity Action Plan, which is focused on promoting equity with the Agency’s workforce and human resources policies. WHAT WE DO
We provide a safety net for individuals and families by offering income support, community-based living supports, and assistance getting food, housing, and health coverage. We offer programs and services that ensure the protection and safety of children, the elderly, and dependent adults. We help people secure employment through training, job search, and childcare assistance.
Under direction of the DEIB Manager, the 1244 Senior Diversity Hiring Analyst of the (DEIB) office performs professional and specialized human resources work including: working to ensure diversity of applicant pool; assisting with the development of increased active recruitment efforts in diverse communities; serving as a liaison with internal and external human resources professional to coordinate best practices for diversity recruitments professionals, such as: job advertising and drafting recruitment marketing materials.
Essential duties include, but are not limited to:
1. Performs recruitment activities, including drafting language for job postings, identifies sources for recruiting, and drafts recruitment marketing materials; develops and maintains relationships with vendors, community based organizations, and the general public to advertise job opportunities.
2. Serves as a liaison with human resources professionals in the Exams and Classifications Unit to present a consistent message to potential job applicants, including giving presentations at career fairs and other recruitment venues.
3. Prepares recruitment plans, conducts diversity analyses, and tracks data on recruitment efforts to ensure progress in meeting racial equity goals.
1. Education: Possession of a baccalaureate degree from an accredited college or university;
2. Experience: Three (3) years of verifiable professional human resources experience, similar to 1241 Human Resources Analyst, in one or more of the following areas of activity: recruitment and selection, classification and compensation, employee and/or labor relations, benefits administration and human resources operations.
Education Substitution - Additional qualifying work experience as a professional human resources analyst may be substituted for up to two (2) years of the required education on a year-for-year basis (30 semester/ 45 quarter units equals one year).
Experience Substitution - Completion of a 12 month human resources trainee program equivalent to the City and County of San Francisco’s 1249 Human Resources Training Program may substitute for one (1) year of required professional experience.
Experience Substitution - Possession of a Juris Doctorate (J.D.) or Master’s degree in Personnel Administration, Human Resources Management, Business Administration, Public Administration or Clinical/School/Industrial-Organizational Psychology may substitute for one (1) year of the required professional experience.
