Introduction

The Department of Elections conducts all federal, state, and local elections in the City and County of San Francisco, currently serving over 500,000 registered voters. The Department follows the rules and regulations established by federal, state, and local laws – notably, the Voting Rights Act, the Help America Vote Act, the Americans with Disabilities Act, and the City’s Language Access Ordinance. The Department operates in an open and transparent manner to inspire the City’s confidence in the integrity of elections processes.

The Department seeks applications for a seasonal bilingual position to assist with translating proofreading and audio proofing official election materials and providing election information to the public over the phone and via email.

Applicants must demonstrate proficiency in reading, writing, typing, speaking, and listening in English and Spanish, with a high command of English. Selected candidates must pass language proficiency and proofreading tests.

Appointment Type
Temporary exempt as-needed appointment. Exempt employees are considered "at will” and serve at the discretion of the appointing officer.

Duration of Work
A successful candidate will have the opportunity to assist with various election projects for the March 2020 election cycle, approximately through April 2020, and may be invited to assist with the November 2020 election.

Work Hours
Work hours are generally 8 a.m. to 5 p.m., but some paid evening and weekend overtime hours will likely be required. Working overtime is common during an election cycle, especially before, on, and after Election Day; the person in this position may occasionally work 60-70 hours per week.

Position Description
The ideal candidate has a strong work ethic and a high level of integrity. This position requires excellent written and oral communication skills in English, including grammar and spelling, with equivalent proficiency in written Spanish appropriate for official government publications. The ideal candidate has strong attention to detail and demonstrated abilities to learn new subject matter and work on several projects simultaneously while meeting deadlines.

Typical tasks include:

  • Translating materials for use by the public
  • Extensive proofreading (words, numbers, and format)
  • Comparing vendor translations to English text and preferred Spanish terminology, suggesting revisions only as needed
  • Creating candidate lists with accurate content and formatting
  • Maintaining organized paper and electronic document files

Initially, the responsibilities of this position will include translation and proofreading of forms, website content, and voter outreach materials. Additionally, the person in this position may perform maintenance of voter registration data, including inputting information submitted by the voters in the Department’s registration database.

As the March 3, 2020, election approaches, the person in this position will assist with compiling, proofing, and producing the following:

  • All versions of the official ballot, in paper, touchscreen and audio formats, in English and Spanish
  • The Voter Information Pamphlet in English and Spanish

After completion of the projects above, this position will transition to provide support in English and Spanish to members of the public who call or email for election information.

This position requires sitting and standing for prolonged periods, being able to multitask between phone and computer, and lifting and moving up to 25 pounds.

  • Willingness to follow instructions and maintain strict version control
  • Flexibility, tolerance, and stamina for tedious tasks and occasional long hours
  • Computer skills, including MS Word, MS Excel, Adobe Acrobat, and Internet research in English and Spanish are highly desired
  • Experience with databases, data entry and processing
  • Verifiable professional experience or university-level coursework in written translation from English to Spanish, as well as professional or university-level writing in English
  • General knowledge of San Francisco neighborhoods and districts

Minimum Qualifications

These minimum qualifications establish the education, training, experience, special skills and/or license(s) which are required for employment in the classification.  Please note, additional qualifications (i.e., special conditions) may apply to a particular position and will be stated on the exam/job announcement.

  1. One (1) year (equivalent to 2000 hours) of verifiable clerical experience including preparing and maintaining a variety of records and/or documents, filing, use of office equipment, public contact and processing of incoming and outgoing mail: OR
  2. Six (6) months (equivalent to 1000 hours) of verifiable clerical experience as described in #1 and completion of a clerical training program (240 hours); OR
  3. Six (6) months (equivalent to 1000 hours) of verifiable clerical experience as described in #1 and 15 semester units (or equivalent quarter units) of coursework from an accredited college or university.

Conviction History

As a selected candidate for a job, you will be fingerprinted, and your fingerprints will be sent to the California Department of Justice (DOJ) and the Federal Bureau of Investigation (FBI). The resulting report of your conviction history (if any) will be used to determine whether the nature of your conviction (or arrest, in limited circumstances) conflicts with the specific duties and responsibilities of the job for which you are a selected candidate. If a conflict exists, you will be asked to present any evidence of rehabilitation that may mitigate the conflict, except when federal or state regulations bar employment in specific circumstances, such as:

  • Candidates for positions with the Unified School District and the Community College District may be disqualified from consideration should their conviction history not meet the standards established under the California Education Code.

Disaster Service Workers

All City and County of San Francisco employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the City requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.

Benefits

All employees hired on or after January 10, 2009 will be required (pursuant to San Francisco Charter Section A8.432) to contribute 2% of pre-tax compensation to fund retiree healthcare. In addition, most employees are required to make a member contribution towards retirement, ranging from 7.5%-13.25% of compensation.
