Type of Appointment: This is a Temporary Exempt (TEX) position and it is excluded by the Charter from the competitive Civil Service examination process and shall serve at the discretion of the Appointing Officer. Duration of this appointment shall not exceed 2 years.
With a staff of approximately 2,400 employees, the Human Services Agency (HSA) delivers public assistance, child welfare, and aging and adult services to the citizens of San Francisco. Its mission is to promote well-being and self-sufficiency among individuals, families and communities in San Francisco. HSA provides a safety net for individuals and families by offering income support, community-based living support, and assistance getting food, housing and health coverage. It offers programs and services that ensure the protection and safety of children, the elderly and dependent adults. It helps people secure employment through training, job search and child care assistance.
Under general supervision, the Quality Control (QC) Senior Clerk performs specialized clerical work to support the QC Program Specialist Supervisor and five (5) QC Specialists. The 1406 incumbent is responsible for preparing sampled CalFresh and TANF/CalWORKS cases received from the California Department of Social Services (CDSS) to San Francisco County on a monthly basis and subsequently, each case is assigned to a Program Specialist for in-depth field reviews; carrying out and enforcing existing departmental methods and procedures in connection with office operations including recording and preparing reports, making regular contact with other departmental personnel, general public, and outside agencies.
The essential duties include, but are not limited to:
1. Screen and clear CalFresh and CalWORKs cases received from the State of California and assign them to the Quality Control Program Specialists.
2. Compile and condense CalFresh technical and statistical data reviewed by the QC Program Analyst pertaining to the CalFresh error rate and tracking information related to corrective action plan communicated with CalFresh and CalWORKS programs.
3. Compose and type using Word or Excel various reports used in the analysis of CalFresh error trends and concentration.
4. Answer telephone calls from department personnel and clients who may need to speak/schedule appointments with the QC Program Analyst.
5. Distribute office mail.
6. Process outgoing Federal samples submitted to California Department of Social Services (CDSS), Field Operations Bureau (FOB), and the Food Nutrition Services (FNS).
7. Compile, prepare, and transfer into a Microsoft Office database the summary of State technical documents.
8. Compose and send electronic correspondence to other State agencies offices in connection with review process.
1. Two (2) years (equivalent to 4000 hours) of verifiable clerical experience included preparing and maintaining a variety of records and/or documents, filing, use of office equipment, public contact and processing of incoming and outgoing mail; OR
2. Eighteen (18) months (equivalent to 3000 hours) of verifiable clerical experience as described in #1 and completion of a clerical training program (240 hours); OR
3. Eighteen (18) months (equivalent to 3000 hours) of verifiable clerical experience as described in #1 and 15 semester units (or equivalent quarter units) of coursework from an accredited college or university.
