The San Francisco Unified School District (SFUSD) is seeking a dynamic and experienced individual to fill a Director, Internal Auditor position. This is a great opportunity for an audit expert to join the district and share in our commitment to improve public education.

Under direction, performs specialized and highly responsible clerical duties in the recruitment, retention, qualification, placement, and processing of applications for certificated teachers, professional and paraprofessional classifications in the school district. The essential functions of this class include: reviewing and processing applications for educational credentials and certification; interviewing and advising  teachers and applicants on applicable state and county rules and policies; recruiting and placing teachers, paraprofessionals, and other certificated school district personnel; preparing, developing, and reviewing important documents; compiling and analyzing data for reports and performing other related duties and responsibilities as required.

Distinguishing Features

 This position is the advanced journey level technical class assigned to the Human Resources Department in the Unified School District and Community College District responsible for the recruitment of teachers, paraprofessionals, and other technical/clerical staff and the processing of a variety of personnel documents requiring specialized knowledge of the state credential processes and retirement provisions.   

The  1486 Educational Credentials and Recruitment Specialist classification is distinguished from the 1204 Sr. Personnel Clerk in that the major focus of the latter class is the performance of difficult and specialized personnel clerical tasks, and the supervision of subordinates.

Examples of Important and Essential Duties

According to Civil Service Commission Rule 9, the duties specified below are representative of the range of duties assigned to this class(es) code and are not intended to be an inclusive list.

1. Interviews and advises teachers and applicants for other certificated positions regarding requirements for state educational credentials and permits;  interviews prospective teachers, applicants, and employees regarding city and state rules and regulations for certification and retirement.

2. Processes and mails credential applications to the state board of education for review; and tracks, types, and mails credential expiration notices to teachers.

3. Assists in the determination of recruitment needs; recommends recruitment plans for classified and certificated staff through research and interaction with school district staff; and visits and conducts recruitment activities at various educational institution campuses and other facilities.

4. Reviews all appointments and transfers for certification authorization; analyzes education and experience of applicants; interprets codes and rules; and recommends approval or disapproval of appointments based on certification and credential standards.

5. Processes and assigns staff to cover vacancies; and maintains vacancy database.

6. Corresponds with applicants and teacher training institutions regarding requirements and educational courses for certification; issues county preliminary certificates for student teachers; issues county temporary certificates, waivers, and permits for certificated staff; witnesses legal documents, oaths, affidavits, permits and verifications.

7. Creates and maintains computer database file of state credentials, name changes, retirements, resignations and dismissals. Develops and maintains a computer database file of activities and functions related to the recruitment process.

8. Assists in coordinating, scheduling, preparing materials for and conducting training and orientation sessions, tests, meetings, and workshops for certificated staff and applicants.

Knowledge, Skills and Abilities

Knowledge of:  human resources practices and procedures, school district operations, and personnel transactions; general office practices and procedures; record keeping and file maintenance systems; basic computer applications methods; procedures involved in automating records and files; and basic research that relates to recruitment and retention methods.

Ability to:  read, understand, and apply instructions, policies, laws, and regulations related to the credential process, recruitment and personnel matters; communicate effectively and courteously both orally and in writing; make important and sometimes persuasive contact with the general public, applicants, departmental representatives, employees, outside organizations and agencies; complete assignments with initiative and independence; identify problems and  recommend possible solutions; maintain effective working relationships with persons of diverse social, cultural and economic backgrounds; train and supervise subordinate staff;  and learn and use various software programs and automated computer systems.

Experience and Training

Two (2) years verifiable clerical experience in a human resources operation in a school district or other educational setting; or two (2) experience as a teacher; or an equivalent combination of training and experience.

Conviction History

As a finalist for a job, you will be fingerprinted, and your fingerprints will be sent to the California Department of Justice (DOJ) and the Federal Bureau of Investigation (FBI). The resulting report of your conviction history (if any) will be used to determine whether the nature of your conviction (or arrest, in limited circumstances) conflicts with the specific duties and responsibilities of the job for which you are a finalist. If a conflict exists, you will be asked to present any evidence of rehabilitation that may mitigate the conflict, except when federal or state regulations bar employment in specific circumstances, such as:

  • Candidates applying for positions with the Unified School District and the Community College District may be disqualified from consideration should their conviction history not meet the standards established under the California Education Code.
  • Candidates applying for positions with the Recreation and Park Department may be disqualified from consideration should their conviction history not meet the standards established under California Public Resources Code 5164.

Having a conviction history does not automatically preclude you from a job with the City.

Disaster Service Workers

All City and County of San Francisco employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the City requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.


All employees hired on or after January 10, 2009 will be required (pursuant to San Francisco Charter Section A8.432) to contribute 2% of pre-tax compensation to fund retiree healthcare. In addition, most employees are required to make a member contribution towards retirement, ranging from 7.5%-13.25% of compensation.
