Work Schedule: Monday – Friday, 8AM – 5PM
 
APPOINTMENT TYPE: Temporary Exempt, Full Time not to exceed three (3) years – This position is excluded by the Charter from the competitive Civil Service examination process and shall serve at the discretion of the Appointing Officer.

 

The Transit Division is currently in the process of accepting a record number of new transit vehicles into the fleet, opening up the new Transportation Management Center (TMC), finalizing installation of new radio and farebox systems, and supporting an increasing number of transit fixed guideway construction projects. The Program Delivery and Support Unit within the Transit Division was created in 2018 to oversee capital program and project budgets, manage vehicle and onboard equipment projects, testing and acceptance of rolling stock and technology projects that will deliver high-quality, cost-effective solutions which improve safety and the Agency’s ability to deliver quality transit service.

 

POSITION DESCRIPTION:
Under the general direction of the Transit Technology Manager (Project Manager I), the Administrative Analyst will be responsible for gathering and articulating existing maintenance business practices at three Transit maintenance groups (Maintenance of Way, Bus Maintenance, and Rail Maintenance) in preparation and execution of the rollout of the Enterprise Asset Management System (EAMS). The Administrative Analyst will be the primary point of contact for the EAMS project team in their interactions with Transit operations and maintenance staff.

 

The Administrative Analyst will engage front-line staff in Track maintenance, power control, bus maintenance, rail maintenance, and others to document current business practices. They will recommend changes to Standard Operating Procedures to improve quality of maintenance tracking and reporting. They will develop reporting on critical system maintenance, and generally manage the transition from legacy maintenance tracking systems to the new, centralized EAMS-. The position will serve as the point of contact for Transit Asset Management Plan development for Transit assets.

 

EXAMPLES OF IMPORTANT AND ESSENTIAL DUTIES:

  • Engages with transit front-line staff on maintenance business practices.
  • Documents current business practices.
  • Makes recommendations for updates to standard operating procedures and other forms to streamline business processes.
  • Develops consistent and reliable maintenance reporting for management.
  • Works with capital project team to represent business interests of Transit operating and maintenance units using the EAMS.
  • Supports the general adoption of the EAMS.
  • Tracks, records, and reports on project and program progress.
  • Makes presentations to key stakeholders within Transit on project progress.
  • Makes recommendations on how to increase speed, efficiency, or quality of project delivery.
  • Performs other duties as required.

MINIMUM QUALIFICATIONS:

1. Possession of a graduate degree (Master's degree or higher) from an accredited college or university; and one (1) year full-time equivalent experience performing professional-level analytical work, as described in Note A; OR

2. Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major coursework as described in Note B;
OR

3. Possession of a baccalaureate degree from an accredited college or university, and two (2) years full-time equivalent experience performing professional-level analytical work as described in Note A;
OR

4. Possession of a baccalaureate degree from an accredited college or university with major coursework as described in Note B and one (1) year full-time equivalent experience performing professional-level analytical work as described in Note A;

SUBSTITUTION: Applicants may substitute up to 2 years of the required education with additional qualifying experience in budget analysis, financial analysis and reporting, legislative/policy analysis, or contract/grant administration. One year (2000 hours) of additional qualifying experience will be considered equivalent to 30 semester units/45 quarter units.

Notes on Qualifying Experience and Education:

A. Qualifying professional-level analytical experience must be in one or more of the following functional areas: complex budget analysis, development and administration; complex financial/fiscal analysis and reporting; development of complex contracting systems and administration of competitive bid processes and complex contractual agreements; development and evaluation of complex management/administrative policy; complex grant administration and monitoring; complex program evaluation and planning; complex legislative analysis; complex economic analysis; or other functional areas related to the duties of positions in Class 1822, where the primary focus of the job is complex professional-level analysis for evaluation, recommendation, development and implementation of major programs and functions of department/organization. Analytical experience equivalent to the duties of Class 1820 is considered qualifying.

B. Coursework applicable to a baccalaureate or higher degree in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in Class 1822.

 

Notes:

1.       Applicants must meet the minimum qualifications by the final filing date unless otherwise noted.

2.       One year full-time experience is equivalent to 2000 hours. (2000 hours of qualifying work experience is based on a 40-hour work week.). Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time experience.

 

DESIRABLE QUALIFICATIONS:

  • Enthusiasm in transit operations and desire to support transit service.
  • Familiarity with database structure and concepts of data management.
  • Experience performing analyses using standardized datasets.
  • Experience drawing conclusions and making recommendations from analyses.
  • Experience in developing, documenting, and executing business process improvements.
  • Familiarity with geospatial datasets and understanding of how to apply different types of geospatial features.
  • Ability to communicate efficiently and effectively orally and in writing.
  • Ability to work well with a diverse workforce.

Disaster Service Workers

Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.

Benefits

All employees hired on or after January 10, 2009 will be required (pursuant to San Francisco Charter Section A8.432) to contribute 2% of pre-tax compensation to fund retiree healthcare. In addition, most employees are required to make a member contribution towards retirement, ranging from 7.5%-13.25% of compensation.
