The Committee on Information Technology (COIT) is San Francisco’s technology governance and policy making body. COIT’s structure is intended to provide a forum for City leadership to coordinate and collaborate to make citywide technology decisions. Our office lives at the intersection between the Mayor’s Office and Department technology leadership where we help make strategic advice on the future of City technology, recommended investments, and policy.

COIT’s role to help make City technology more transparent and accountable. Each time the City invests in a technology, we should have a better understanding of the value delivered and how exactly we are improving as a City.

The City & County of San Francisco is in the early stages of developing a privacy program.  To help this effort along, COIT is looking for a Senior Privacy Analyst to join our team to improve how government agencies use surveillance technology and manage data.

The 1823 Senior Privacy Analyst will focus on helping departments comply with the various requirements in the Acquisition of Surveillance Technology Ordinance.  This entails supporting departments as they develop surveillance impact reports and creating a surveillance technology policy.  The Senior Privacy Analyst will also be expected to help develop annual surveillance reports for each department, and guide the process along for approvals both at COIT and at the Board of Supervisors.

In addition, the Senior Privacy Analyst will provide administrative support to run the Privacy and Surveillance Advisory Board, a public working group that advises the City Administrator and reviews all deliverables required by the Acquisition of Surveillance Technology Ordinance before sending to COIT.  This work entails complying with Sunshine Ordinance requests, setting up public meetings, and preparing meeting materials to ensure a robust dialogue with the public.  The Senior Privacy Analyst is a key team member who is critical to redefining how the City manages technology and data.  We need a passionate team player with a growth mindset!


COIT is a small team where every member plays a critical role. The Privacy Analyst is our expert on privacy and surveillance technologies, but will be expected to help in all COIT functions.

  1. Compliance: The Privacy Analyst will become intimately familiar with the Acquisition of Surveillance Technology Ordinance and all the requirements, and help guide departments with compliance. This involves sitting down with City departments and answering questions and developing guidance materials.
  2. Policy: The Privacy Analyst will work closely with the COIT Director to develop surveillance technology policies. Each policy must be approved by both COIT and the Board of Supervisors.
  3. Budget: During our annual budget cycle, the Privacy Analyst will help identify surveillance technologies that require additional review and approvals. The Privacy Analyst will also help general review of technology project requests as needed.
  4. Strategic Planning: The Privacy Analyst will help general strategic development of the City’s privacy program, especially via stakeholder outreach and public engagements. 

Minimum Qualifications

1. Possession of a graduate degree (Master's degree or higher) from an accredited college or university and three (3) years of full-time equivalent experience performing professional level analytical work as described in Note A: OR

2. Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major college coursework as described in Note B and two (2) years full-time equivalent experience performing professional level analytical work as described in Note A; OR

3. Possession of a baccalaureate degree from an accredited college or university and four (4) years full-time equivalent experience performing professional level analytical work as described in Note A;

4. Possession of a baccalaureate degree from an accredited college or university with major college coursework as described in Note B and three (3) years full-time equivalent performing professional level analytical work as described in Note A.

SUBSTITUTION: Applicants may substitute up to 2 years of the required education with additional qualifying experience in budget analysis, financial analysis and reporting, legislative/policy analysis, or contract/grant administration. One year (2000 hours) of additional qualifying experience will be considered equivalent to 30 semester units/45 quarter units.


  • Privacy: The Privacy Analyst should be familiar with legal analysis and have background in privacy practices. Namely, this means understanding privacy principles and data governance best practices. Demonstrable experience in both of these areas is strongly desired.
  • Technical: In support of the in-depth analysis, the Privacy Analyst should have a strong background in technology development methodologies and statistical practices. Frequently you will be faced with technologies or programs in which you have little previous knowledge or experience.
  • Analysis: The Privacy Analyst should be able to provide excellent analysis on a broad range of topics. Retrieving data and conducting original analysis is a key part of this position’s responsibilities. The Privacy Analyst must be comfortable building insights and retrieving evidence to support data-based decisions. Strong qualitative and quantitative analytical skills are important to succeed at this position, as is an attention to detail and a willingness to go into depth on a range of topics.
  • Communications: COIT is a citywide role that regularly interacts with City leadership. The Privacy Analyst should have strong communication skills in building relationships and articulating goals to multiple audiences. The Privacy Analyst will regularly provide public presentations, organize meetings, and facilitate workshops with a broad range of stakeholders. The Privacy Analyst may also provide trainings to City staff.

Notes on Qualifying Experience and Education:
A. Qualifying professional-level analytical experience must be in one or more of the following functional areas: complex budget analysis, development and administration; complex financial/fiscal analysis and reporting; development of complex contracting systems and administration of competitive bid processes and complex contractual agreements; development and evaluation of complex management/administrative policy; complex grant administration and monitoring; complex program evaluation and planning; complex legislative analysis; complex economic analysis; or other functional areas related to the duties of positions in Class 1823, where the primary focus of the job is complex professional-level analysis for evaluation, recommendation, development and implementation of major programs and functions of department/organization. Analytical experience equivalent to the duties of Class 1822 is considered qualifying.

B. Coursework applicable to a baccalaureate or higher degree in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in Class 1823.

Conviction History

Disaster Service Workers
