This is a Temporary Exempt (TEX), Full-Time position with an anticipated duration of up to (2) years. This position is excluded by the Charter from the competitive civil service examination process, is considered "at will", and shall serve at the discretion of the appointing officer, the Clerk of the Board of Supervisors.
The Assessment Appeals Board (AAB) is an independent agency, appointed by the Board of Supervisors and separate from the Assessor's Office, established to decide disputes between the Assessor's Office and property owners. It is the duty of the Assessment Appeals Board to equalize the valuation of the taxable property within the City and County of San Francisco for the purpose of taxation.
Under general direction of the Acting Administrator, the 1823 Senior Administrative Analyst plans, organizes, and leads complex, sensitive, and detailed analytical work within the Assessment Appeals Board (AAB), and will direct and perform difficult, complex, and/or sensitive projects. Duties include, but are not limited to, performing analytical work, developing benchmarks, measuring performance, coordinating/conducting trainings, reporting findings, and presenting recommendations to management, departments, officials and stakeholders.The essential duties of this position include:
- Plan and perform economic and financial analyses including forecasting and revenue for AAB.
- Maintain, monitor, reconcile, and audit revenue financials.
- Manage over-the-counter and online credit card transaction.
- Assist in responses to informational requests (both inter-City and public) regarding assessment appeals.
- Develop, implement and monitor new and revised reporting system.
- Conduct difficult and detailed studies and identify administrative problems.
- Prepare and present reports with recommendations and appropriate justification.
- Manage outreach program to efficiently recruit and fill Board vacancies.
- Evaluate, analyze, and implement new policy and procedures for internal controls - system implementation and maintenance.
- Document policies and procedures for succession planning.
- Perform other duties, as assigned.

- Possession of a baccalaureate degree from an accredited college or university with major college coursework as described in Note B and three (3) years full-time equivalent performing professional level analytical work as described in Note A
Applicants may substitute up to 2 years of the required education with additional qualifying experience in budget analysis, financial analysis and reporting, legislative/policy analysis, or contract/grant administration. One year (2000 hours) of additional qualifying experience will be considered equivalent to 30 semester units/45 quarter units.
Notes on Qualifying Experience and Education
A. Qualifying professional-level analytical experience must be in one or more of the following functional areas: complex budget analysis, development and administration; complex financial/fiscal analysis and reporting; development of complex contracting systems and administration of competitive bid processes and complex contractual agreements; development and evaluation of complex management/administrative policy; complex grant administration and monitoring; complex program evaluation and planning; complex legislative analysis; complex economic analysis; or other functional areas related to the duties of positions in Class 1823, where the primary focus of the job is complex professional-level analysis for evaluation, recommendation, development and implementation of major programs and functions of department/organization. Analytical experience equivalent to the duties of Class 1822 is considered qualifying.
Qualifying professional-level analytical experience must include at least two (2) years of recent and verifiable experience in analysis and implementation of California Code, rules and regulation. AAB is governed by the rules and regulations of the Board of Equalization and property tax laws of the State of California where knowledge in the field of property tax assessments and taxation is a core prerequisite necessary to perform the duties of the job.
B. Coursework applicable to a baccalaureate or higher degree in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in Class 1823.
The above minimum qualifications reflect special conditions associated with the position(s) to be filled. They may differ from the standard minimum qualifications associated with this classification.
The stated desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred to hiring.
- Prior professional experience in real estate and knowledge of applicable rules and regulations.
- Ability to schedule, coordinate, and hold Board appeal hearings.
- Strong written and verbal communication skills.

One year full-time employment is equivalent to 2,000 hours (2,000 hours of qualifying work experience is based on a 40 hour work week). Any overtime hours that you work above 40 hours per week are not included in the calculation to determine full-time employment.
