What We Do
San Francisco is a pioneer in homeless services and a leader in providing supportive housing as a permanent exit from homelessness. The Department of Homelessness and Supportive Housing (HSH), founded in 2016, is a national leader in the movement to end homelessness by developing a coordinated, equity-driven, client-focused system of compassionate services while piloting innovative models, and implementing best practice solutions with measurable results. HSH’s Homelessness Response System (HRS) oversees and implements a system of care that serves 14,000 people daily. Major programs include: street outreach and service connection through the Homeless Outreach Team (SFHOT); 3,000-bed shelter system for adults and families including shelters for members of the LGBT community and survivors of domestic violence; Navigation Centers that provide temporary shelter to chronically homeless individuals using a low-barrier entry model; rapid rehousing rental subsidies for families, adults, seniors and transitional aged youth; the Problem Solving/Diversional programs including the Homeward Bound program which has helped 11,000 individuals return to stable housing in their city of origin; and robust supportive housing programs over 8,000 units which provide permanent housing and services to formerly homeless individuals and families.

Appointment Type
Temporary Exempt (TEX), this position is excluded by the Charter from the competitive Civil Service examination process and incumbents are considered “at will” and shall serve at the discretion of the Appointing Officer.

What You’ll Be Doing
HSH is looking to fill several 2917 Program Support Analyst positions throughout the organization. Under general direction, performs a variety of highly complex and responsible professional administrative duties in the planning and coordinating of the activities and programs of the assigned program; coordinates assigned functions and activities among department divisions; and provides highly responsible administrative staff assistance to the assigned executive staff.

Housing: The Housing Program Manager is responsible for oversight and quality assurance of a section of the department’s supportive housing programs. The position administers and coordinates contracts, grants and other funding to support assigned programs, assists in planning and implementing housing-related services, conducts analyses and prepares reports to improve programs, and represents the Department of Homelessness and Supportive Housing (HSH) at community and professional meetings. The Housing Program Manager will play a lead role in developing new supportive housing and services through a Racial Justice and Housing Justice approach, and works closely with nonprofit partners and other City agencies to accomplish the goals of the Mayor’s Homelessness Recovery Plan and HSH Strategic Framework.

Housing Subsidy: The Flexible Housing Subsidy Pool Program Manager will report to the Scattered Site Housing Program Supervisor at the San Francisco Department of Homelessness and Supportive Housing (HSH). The Flexible Housing Subsidy Pool Program Manager will be responsible to lead the significant expansions of scattered-site Permanent Supportive Housing. The San Francisco Department of Homelessness and Supportive Housing (HSH) is expanding the Flexible Housing Subsidy Pool for youth, adults, families, seniors, and residents of the Bayview in San Francisco. The incumbent will implement new housing programs through a Racial Justice and Housing Justice approach. The incumbent will lead this emerging housing program area in close partnership with the Scattered Site Housing Program Supervisor, the Federal Subsidy Team Manager, the Director of Housing, and will engage myriad external stakeholders and develop interdepartmental City partnerships to ensure that tenants in the scattered site housing programs are well supported through the City’s existing services. The Flexible Housing Subsidy Pool Program Manager will work closely with the COVID Command Center and other City agencies to accomplish the goals of the Mayor’s Homelessness Recovery Plan.

Prevention: Manage the continued design, development and implementation of innovative prevention, diversion and rapid exit initiatives, modeled on quantitative and qualitative data and best practices, aimed at preventing and quickly ending homelessness for youth, family and adults. Develop professional relationships with non-profit service providers to ensure project compliance, successful execution and to provide necessary assistance, including training and technical assistance. Manage the performance of contract agreements, including conducting site visits, overseeing project execution, ensuring adherence to budget, schedule, and scope; defining project evaluation standards, conducting program evaluations, monitoring and tracking projects milestones and deliverables. Monitor project budgets and analyze trends in project budget expenditures and revenues. Collaborate with various community stakeholders, including nonprofit agencies, community representatives, underserved population, state officials and other intergovernmental partners to assess needs.

Safe Sleep: Administers and coordinates contracts, grants and other funding sources to support Safe Sleep and temporary shelter programs, including the preparation of periodic reports and presentations; leads negotiations with service providers to ensure targeted clients have access to program benefits and facilitates positive results; provides technical assistance and consultation to community organizations and service providers; assists in interpreting, understanding, implementing and coordinating program goals and activities; coordinates with HSH's Contract Division to manage consistent and effective contracts with providers; coordinates activities and assists in developing and implementing systems and best practices to support operation of programs.

Shelters and Navigation Centers: The Navigation Centers Program Manager is responsible for oversight of all Navigation Centers and related components of the adult emergency shelter system funded by HSH. The Navigation Centers Program Manager develops and budgets and scopes of service and works with contracts and fiscal staff to manage grants and services, acts as the HSH point person for the grant-funded nonprofit organizations, assists non-profits in planning and implementing housing-related services, and is the liaison between community organizations and HSH's Navigation Center system.

Youth Services: The Youth Program Manager is responsible for a section of the department’s spectrum of outreach, temporary and permanent housing programs for youth experiencing homelessness.  This dynamic position will take a leading role in implementing an expansion of housing for young adults during an exciting time in San Francisco with unprecedented investment in resources to end youth homelessness. The Youth Program Manager administers and coordinates contracts, grants and other funding to support assigned programs, assists in planning and implementing housing-related services, conducts analyses and prepares reports to improve programs, acts as a liaison in partnership between HSH and Family Children Services and department of Public Health TAY System of Care, and represents the Department of Homelessness and Supportive Housing (HSH) at community and professional meetings. The Youth Program Manager exercises sound judgment, works independently and takes initiative to implement the strategic goals of HSH.

The position includes the following responsibilities:


  • Provide technical and administrative assistance: Analyze the impact of policies, procedures, laws and regulations in order to determine their effect on client population and departmental objectives; conduct presentations to commission, task forces and committees, hold regular meetings with all grant-funded agencies to discuss policies, procedures, and planning.
  • Assist in the development of goals, objectives and policies: Develop policies and procedures for Homeless Programs with other program managers, executive staff and community based organizations or non-profit grantees, as well as analyzing proposals and reviewing policies in order to determine, if the proposed items are consistent with the HSH’s missions. 
  • Prepare reports: Provide quantitative and qualitative analysis of grant-funded programs, including preparing as needed reports to support policy a decision-making regarding policies and funding.
  • Propose and provide on-going solutions: Request information from funded programs, able to present pros and cons to situations, “brainstorming” with stakeholders, and offering input to resolve issues when rises.
  • Assist with budget development: Coordinate and monitor complex budgets submitted by Program Director or non-profit grantees; analysis both mid-year and supplemental budgets in order to identify the budgets fit with scopes of work and aid administrators in preparing final budget.
  • Monitor the referral system: Coordinate with other supportive housing managers, the Housing Access Team (HAT) and the referral access referral points to provide oversight and guidance for effective placement of clients into grant-funded housing that is consistent with Department’s targets and goals.
  • Manage, monitor and evaluate grant-funded programs: Coordinate with HSH’s Contracts Team to manage consistent and effective grants with supportive housing providers; development of grant scope of work, responding to contractor issues/requests, visiting and program monitoring for all sites at least once a year, tracking and reviewing required contract reports, participation in required procurement, and developing levels of consistency across all providers and among related HSH programs.


 SIP Program - Guest Services Lead (NEW! Added to announcement 7/23/21):
This position has an anticipated end date of June 2022.

Examples of Important and Essential Functions:

·         Supervise Guest Services team whose main duties are organizing placements from SIP hotel and into congregate sites.

·         Assist with tracking placements/transfers in RTZ and validate RTZ data.

·         Follow-up with sites to confirm the number of rooms they have available.

·         Coordinate with homeless outreach teams to assigned slots and make final approvals of exits, placements, and transfers.

·         Follow up on exit appeals, interview guest and staff involved and approve of the final decision to exit or transfer.

·         Facilitate daily meeting with Guest Services team to keep up to date on number of placements/transfers and activity on two shared inboxes (HSB Placements and HSB Housing)

·         Work closely with Program Management team to respond to any issues that arise onsite. Assist PMs with critical incidents involving guests and with any exits or transfers.

·         Attend daily and weekly meetings to ensure all outstanding issues are addressed. These include: 

·          Daily placement call facilitated by Guest Placement Lead and make any final decisions on the call as needed.

·          Weekly Guest Support Meeting to keep up to date on activities at sites and rolling out new policies. Coordinate with DPH, CBO, HSH, and HSA staff as needed

·          Rehousing Meetings to make sure guests that are rehoused and moved out of Alt. Shelter System stay connected with behavioral health, medical, and other services and benefits.

Key Skills and Abilities: 

·         Ability to supervise a team.

·         Familiarity with benefits programs.

·         Openness to working with marginalized populations, such as homeless families, single adults, seniors, or transitional aged youth.

·         Ability to exercise reasonable judgment, problem solve, and make informed decisions.

·         Ability to communicate rapidly with community-based organizations, individuals experiencing homelessness, and City partners; and quickly document and respond to these communications.

Minimum Qualifications

A Baccalaureate degree in social work, public administration, business administration or a related field.

Three (3) years of professional experience in a general administrative capacity of which two (2) years (4000 hours) are in the field of human services. This experience includes responsibility for functions such as budget administration, contract administration, program planning and policy development, or statistical research.

License and Certification
Some positions require possession of a valid California driver license.

Education SubstitutionAdditional qualifying experience as stated under the experience requirement may be substituted for up to two (2) years of the required education on a year-for-year basis (30 semester/45 quarter units equals one year).

Experience SubstitutionPossession of a Master’s degree in social work, business administration, public administration or related field may substitute for one (1) year of the required experience as described above for all specialties.

Desirable Qualifications
The stated desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred to hiring.

  • Skilled at cultivating collaborative internal and external partnerships with diverse teammates, clients, and stakeholders from different backgrounds.
  • Experience with state and local governmental agencies and/or housing and homelessness systems and programs.
  • Strong analytical capabilities and organizational skills 
  • Excellent communication skills (oral and written), including strong public speaking and facilitation skills.

Selection Procedures
