APPOINTMENT TYPE: This is a Temporary-Exempt (TEX), Full-Time position not to exceed (2) years. This position is excluded by the Charter from the competitive civil service examination process, is considered “at will” and shall serve at the discretion of the appointing officer.

San Francisco Public Utilities Commission (SFPUC)
The San Francisco Public Utilities Commission (SFPUC) is a department of the City and County of San Francisco that provides retail drinking water and wastewater services to San Francisco, wholesale water to three Bay Area counties, and green hydroelectric and solar power to San Francisco's municipal departments and select local residential and business communities. The SFPUC is comprised of three essential 24/7 service utilities: Water, Power, and Sewer. The mission of the SFPUC is to provide customers with high quality, efficient and reliable water, power, and sewer services in a manner that is inclusive of environmental and community interests, and that sustains the resources entrusted to our care.

The Power Enterprise, within the SFPUC, has two separate power programs, Hetch Hetchy Power and CleanPowerSF. SFPUC owns and operates the Hetch Hetchy hydro-electric power generation system in Moccasin CA, solar arrays throughout San Francisco, and biogas cogeneration facilities, which together produce cost-effective energy with a zero greenhouse gas emission profile. The CleanPowerSF program, which is San Francisco’s Community Choice Aggregator and managed by the SFPUC, provides a cleaner energy option than traditional PG&E service for businesses and residents throughout the SFPUC’s service area.

Position Information
The associate engineer of the Power Enterprise Distribution Engineering Group performs journey-level engineering works on distribution engineering issues related to electric and natural gas service connections for new and existing customers within the City and County of San Francisco Service areas. This position is focused on providing good customer service and resolving technical and contractual issues to meet customer needs.

Duties & Responsibilities  
  • Prepares planning and engineering design documents, cost estimates, and analysis for City-owned electric distribution system construction and maintenance, applying best practices and developing cost assessments by using AutoCAD and other software tools and databases.
  • Provides construction and operation review and support for the operation, maintenance, and replacement of existing and new secondary and primary service facilities for City Departments and Agencies, and proposed streetlight assets.
  • Provides policy and technical assistance, operational guidance , and engineering support on the maintenance of City-owned high-voltage substation, transmission and distribution systems and other primary and secondary service facilities, including meters.
  • Conducts a wide variety of planning, research, evaluation and analysis of distribution technologies.  Develop Scopes of work, and support negotiation of scope, budget and timelines with consultants and contractors.
  • Support all stages of the contracting process with various City Departments and Agencies, legal review, permitting, finance, purchasing, and all approvals. Prepare reports, contract specifications, lists of materials, cost estimates, schedules, and progress payments.
  • Prepares departmental reports and reports concerning field conditions, the progress of projects, the results of studies, and other matters.
  • Conducts field surveys and data gathering as necessary.Provide as-needed technical and engineering support and utility expertise in planning, design, operation and maintenance of electric utility infrastructure systems in new City developments and redevelopment areas.
  • Performs specialized duties in the areas of electrical engineering and its related sub-disciplines (Power, Computer, Communications).
  • Provides written and oral responses to a variety of inquiries from other agencies, contractors, and the general public.
  • May direct the work of technical staff and junior engineers 

Minimum Qualifications

  1. Three (3) years verifiable professional electrical engineering work experience, which includes two (2) years of experience equivalent to or higher than a 5204 Assistant Civil Engineer, 5236 Assistant Electrical Engineer; AND
  2. Possession of a Certificate of Registration as a Professional Engineer in the State of California in electrical engineering; AND
  3. Possession of a valid California driver's license

Working Conditions: Some positions may require specific lifting up to 50 pounds; climbing ladders; working in high places and confined spaces; exposure to various weather conditions and outdoors; bending, sitting, and walking for extended periods of time and over uneven surfaces. Positions in this class may also be required to work specific schedules which may include weekends, holidays, part time, nights, and/or overtime.
