5502 Project Manager I 


APPOINTMENT TYPE:  Temporary Exempt.  In accordance with San Francisco Charter Section 10.104, exempt employees serve at the discretion of the appointing authority.  The duration of this exempt appointment/position is up to three (3) years.  


The San Francisco Department of Public Health (DPH) seeks a full-time, exempt 5502 Project Manager I to support implementation of capital improvement projects funded through the 2016 Public Health and Safety Bond Program.  The projects are for three community health centers: 1) Southeast Health Center ($30 million); and 2) Community Health Centers – Castro Mission Health Center & Maxine Hall Health Center ($20 million).   

  1. The scope of work for the Southeast Health Center Renovation and Expansion component consists of two major phases of work: Renovation of the existing facility to provide for a more efficient and modernized use of space, allowing for expanded patient capacity and enhanced patient experience; and Construction of a new 20,000+ square foot addition that expands and fully integrates a family-oriented primary care model with comprehensive behavioral health services tailored to meet the needs of Bayview’s high at-risk populations.  
  2. The scope of work for the Community Health Centers’ component includes full seismic upgrades of the Castro Mission Health Center and the Maxine Hall Health Center.  Currently, each clinic was built in the 1960s with a Seismic Hazardous Rating of 4 (SHR 4).  The clinical areas of the facilities will be renovated to improve work flow and efficiencies that are required for modern primary care clinics.  The remodel will also provide spaces specifically configured to advance DPH’s priority to integrate primary care and behavioral services at the highest-demand community health centers.   

Nature of Work – Physical Skills and Work Environment:
Work is performed in the office and in the field, involving attendance at meetings in the community and visits to construction sites, which may be in remote locations.  In some cases the work requires excavating to exposure foundations that are in very close proximity to adjacent housing.  Due the age of the facilities, there will be significant amounts of hazardous materials requiring management and abatement.   

LOCATION/SHIFT/DAYS OFF: 
101 Grove Street, San Francisco, CA  94102.  Day shift, 8am – 5pm.  Some assignments may require driving and attending meetings some evenings and on weekends.  

ESSENTIAL DUTIES:
Under the administrative direction of the DPH Director of Facilities and Capital Planning, the 5502 Project Manager I – Primary Care Bond Projects performs the following essential job functions: 

  • Provides day to day oversight of the three projects, working in coordination with the City and County of San Francisco Department of Public Works staff and contractors;
  • Oversees and manages project delivery of three community health center projects involving new construction, seismic retrofit, and full interior renovations for DPH;
  • Prepares and monitors project budgets;
  • Oversees completion of design documents;
  • Coordinates the work of multi-disciplinary technical staff across CCSF Department boundaries;
  • Works with the public, private contractors, special interest groups, governmental funding and regulatory agencies, and CCSF Departments; and
  • Serves as the primary point of contact for the three community health center projects.  

The 5502 Project Manager I - Primary Care Bond Projects performs other related duties as assigned.

Minimum Qualifications

  • Possession of a Bachelor's degree from an accredited college or university in architecture, engineering, planning, or landscape architecture AND four years of responsible architectural, engineering or construction management experience; OR  
  • Possession of a Bachelor's degree from an accredited college or university in another field AND six years of responsible experience in a field directly related to the project; OR  
  • Eight years of architectural, engineering, or construction management experience in a field directly related to the project; OR  
  • Possession of valid California registration as professional engineer or architect.  

Applicants must meet the minimum qualification requirement by the final filing date unless otherwise noted. One year full-time employment is equivalent to 2,000 hours (2,000 hours of qualifying work experience is based on a 40 hour work week). Any overtime hours that you work above 40 hours per week are not included in the calculation to determine full-time employment.

Disaster Service Workers

Facial hair or any condition that interferes with a face-fitting respirator’s seal (i.e. comes between the sealing surfaces of the respirator and the wearer’s bare skin) is not permitted when face-fitting respirators are worn, including during initial or periodic respirator fit-testing.  

Employees who choose not to shave and do not have either American Disabilities Act (ADA) or Equal Employment Opportunity (EEO) Accommodations do not have the right to alternate work assignments or the option of using a loose-fitting Powered Air Purifying Respirator (PAPR) in place of a Face Fitting Respirator.  

Medical Examination:
