POSITION DESCRIPTION:

Under direction of the Customer Programs Manager, the Utility Specialist in the SFPUC Power Enterprise performs advanced level work supporting the City's efforts to provide electric utility customer programs to its electricity customers, including energy efficiency and other distributed energy resources. The Customer Programs group is responsible for the design and implementation of the customer programs serving both Hetch Hetchy and CleanPowerSF electric customers. This position, as part of the Customer Programs team, will lead specific customer programs through: needs and feasibility analysis, design, implementation, and evaluation.  Program development will be based on an understanding of, and familiarity with, current utility, energy industry, and sustainability/ climate issues. The position also requires experience and knowledge to support utility business best practices where laws, regulations, contracts, energy conservation science, and public interface are concerned. The position requires excellent attention to detail and sound judgment, and a professional demeanor.

PROJECT: Customer Program Development and Implementation Project

This position will develop new customer programs directly related to promoting energy efficiency, load management, building electrification, energy storage, and electric mobility.  Programs may target all classes of commercial and residential customers in new and existing facilities that are served by the City.  Currently planned programs include, but are not limited to, a “Renewable Energy Feed-in Tariff (FIT) Program”, promotion of EV chargers in both new construction and existing buildings, a multi-family energy efficiency program”, and a “Net Energy Metering Tariff Program” for Hetch Hetchy electric customers. The program’s designs shall require extensive market and industry research and analysis as we coordinate to assure that the programs are responsive to complex City climate, utility, technology, and industry and consumer needs. The programs will require development work that is responsive to departmental policy goals, budgeting, and technical resources.  The position also provides long-term and day-to-day management and oversight of the launched programs.

Essential Functions:

  • Develops and manages the implementation of customer programs for energy efficiency and other distributed energy resource programs for the Power Enterprise Hetch Hetchy Power and CleanPowerSF customers
  • Works with all the Power customer groups to integrate and support various program offerings such as GoSolarSF, Feed-in-Tariff programs, energy efficiency programs, etc.
  • Helps develop marketing and outreach strategies to facilitate customer program operations and growth
  • Works closely with other Power Enterprise staff to efficiently follow program rules, policy directives and contractual constraints to ensure that customer needs are met effectively
  • Conduct planning, research, evaluation, analyses and studies of renewable and distributed energy resources
  • Responds to public information requests related to program offerings
  • Develops, issues, and manages professional service contracts related to program offerings
  • Identifies operational constraints and evaluates or recommends policies and procedures to improve operations, mitigate risks, increase revenues and decrease costs
  • Develops standard operating procedures, training programs and materials to implement programs; trains analysts, technicians and other personnel on policies, program procedures, and compliance issues
  • Writes a variety of documents including reports; project work plans; program documentation, general correspondence; operating, financial and marketing plans; operating procedures and policy recommendations; meeting minutes; legal and regulatory interpretations and issues; and other types of written documents
  • Other job related functions and responsibilities may be assigned as needed to support the diverse work activities

Minimum Qualifications

If you are interested in a job like this, we are looking for people that have the following:

EDUCATION

1. Possession of a baccalaureate degree from an accredited college or university preferably with major coursework in Law, Engineering, Environmental Studies, Natural Resources, Computer Science, Business Administration, Mathematics, Statistics, Economics or other field related to the utility business; AND

EXPERIENCE

2. Four (4) years of verifiable journey-level work experience in one or more of the following areas: planning, scheduling, cost estimating and resource projecting for mid to large scale projects; water supply management and planning; power operations planning and scheduling; analysis, interpretation and application of utility contracts and regulations in either water, power (electric and/or natural gas), telecommunications, or a wastewater program; utility market and environmental analysis and planning; power supply and transmission rates and contracts; generation, transmission or distribution planning and design; or long-term utility systems planning.

SUBSTITUTION: Additional qualifying experience may be substituted for the degree requirement on a year-for-year basis.

LICENSE OR CERTIFICATE: Specified positions may require possession of a valid Class C driver's license.

Experience claimed in self-employment will only be accepted if supported by documents verifying income, earnings, business license and experience comparable to minimum qualifications above. Copies of income tax papers or other documents listing occupation and total earnings must be submitted.

Verification of required valid licensure/certification typically must be a photocopy of the license/certificate including the name of the issuing agency as well as the name of the license/certificate holder, license/certificate number, and expiration date.

Selection Procedures

Minimum Qualifications Questionnaire (MQQ) - Qualifying
