9910 Public Service Trainee

Temporary Exempt. This position is excluded by the Charter from the competitive Civil Service examination process and shall serve at the discretion of the Appointing Officer.

The San Francisco MCAH Unit carries out the administrative and operational components of the MCAH goals and objectives required by State and Federal mandates. The unit has oversight and implementation responsibility for program guidelines with health providers, community agencies and child care centers, and compliance with MCAH scope of work.


 Under immediate supervision of the MCAH Epidemiologist, in a trainee capacity, learns to perform a variety of Epidemiology duties in training to become a DPH 2802 Epidemiologist I; Gain experience doing child health monitoring, health screening and referral database design, data collection, analysis, and reporting; public health program planning and evaluation, dissemination of child health information to community stakeholders, child care providers and families; attends training classes directly related to the performance of duties. 


  1. Train in: development, implementation, and maintenance of systems to track the health status of children in child care centers in San Francisco; collection and analysis of child care center health screening data; preparation of data reports; planning and evaluation design for public health programs to address gaps in access to nutrition and health care services for SF mothers, infants, children and families. Training to include HIPPA, Compliance and DPH Code of Conduct to ensure proper handling and management of client information.

  1. Train to coordinate process and impact evaluation for public health programs aiming to improve the health status and access to services of young children in San Francisco.

  1. Learn the elements of on-going surveillance systems for tracking health (oral health, nutrition, hearing, and vision) status and identifying resource need, using Child Care Health Program Data.

  1. Participate in regional planning for collective impact initiatives through collaboration with the Child Care Wellness Collaborative and CDPH mini Obesity Collaborative Improvement & Innovation Network (COIIN).

  1. Train to develop quality improvement processes and efficiencies for data collection and data entry.

  1. Train to analyze local monitoring data for trends and disparities.

  1. Learn to create data for graphic displays of these analyses and narratives for presentation in:
    1. SF DPH Child Care Health Program Report
    2. County Title V Needs Assessment, MCAH SOW, annual report and other related reports

  1. Gain experience presenting data to DPH managers, Joint Health Commissions, and national conferences of APHA, CDC, CityMatch.

  1. Participate in committees, work groups and training, e.g.,
    1. Child Nutrition & Physical Activity (CNaPA)
    2. Community Health Assessment & Impact (CHAI)
    3. CityMatch Data Use Institute
    4. Mayor’s Department of Children, Youth and Families
    5. CDPH Child Obesity Collaborative Improvement & Innovation Network (CoIIN).
    6. SF Citywide Children's Oral Health Committee

The Epidemiologist I Trainee also performs other related duties as assigned.

Minimum Qualifications


  1. Possession of a Bachelor’s degree from an accredited college or university, OR
  2. Currently enrolled in a baccalaureate program from an accredited college or university;

  3. Three (3) months (equivalent to 500 hours) or more of verifiable experience in one or more of these or close equivalents: public health, data collection and analysis, statistics, epidemiology, or similar work.


  • Possession of a Master’s degree from an accredited college or university.
  • Knowledge of health care and public health, especially with respect to children and their families.
  • Experience coordinating projects, research, events.
  • Excellent written and verbal communications skills.
  • Desire to strengthen the safety net and serve the public.
  • Familiarity with database application software

Selection Procedures

Supplemental Questionnaire (Weight: Qualifying):
Candidates will be prompted to complete a Supplemental Questionnaire as part of the online employment application. The Supplemental Questionnaire is a self-report checklist that is designed to evaluate if candidates meet the minimum qualifications for this position.

Conviction History

As a finalist for a job, you will be fingerprinted, and your fingerprints will be sent to the California Department of Justice (DOJ) and the Federal Bureau of Investigation (FBI). The resulting report of your conviction history (if any) will be used to determine whether the nature of your conviction (or arrest, in limited circumstances) conflicts with the specific duties and responsibilities of the job for which you are a finalist. If a conflict exists, you will be asked to present any evidence of rehabilitation that may mitigate the conflict, except when federal or state regulations bar employment in specific circumstances, such as:

Disaster Service Workers

All City and County of San Francisco employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the City requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.


Note on Personal Protective Equipment (PPE): Some positions in the Department of Public Health will require the use of personal protective equipment (PPE), including but not limited to gloves, gowns, eye and face protection, and face-fitting respirators. The requirement for the use of PPE may come on short or no notice. Facial hair or any condition that interferes with a face-fitting respirator’s seal (i.e. comes between the sealing surfaces of the respirator and the wearer’s bare skin) is not permitted when face-fitting respirators are worn, including during initial or periodic respirator fit-testing.

Employees who choose not to shave and do not have either American Disabilities Act (ADA) or Equal Employment Opportunity (EEO) Accommodations do not have the right to alternate work assignments or the option of using a loose-fitting Powered Air Purifying Respirator (PAPR) in place of a FaceFitting Respirator.

The Department of Public Health (DPH) is implementing a unified Electronic Health Record (EHR) system and DPH employees must demonstrate competency in the use of the system that is appropriate for their classification as a condition of employment.

Medical Examination/Drug Testing:
Prior to appointment, at the Department's expense, applicants may be required to take a tuberculosis (TB) screening test, a medical examination and/or drug test.
