Introduction

Appointment Type: Temporary Exempt appointment not to exceed twelve (12) months.  This position is excluded by the Charter from the competitive Civil Service examination process and shall serve at the discretion of the Appointing Officer.

PURPOSE OF PROGRAM:   

The Airfield Operations Trainee Program provides training to appointees in order to prepare them for an opportunity to be eligible for appointment to Class 9212 Airport Safety Officer – Airfield Operations.

 

WORKING HOURS:   

40 hours per week. Persons employed in this class must work shift assignments including around-the-clock, weekend and holiday work schedules.  Shift assignments are subject to changes.

 

WORKING CONDITIONS:

Airfield Operations trainees routinely work under stressful conditions in a fast paced environment due to the nature of emergency and non-emergency work.  Must be able to multi-task and prioritize. May sit for long periods of time in a vehicle and will be required to use multiple forms of technology including computers, two way radios, printers and telephone systems.  The majority of training will take place in an outdoor environment where the trainee will be exposed to prolonged noise and all types of weather including sun, rain, wind, heat and cold.  Trainees will be expected to perform physical work including lifting, moving and placement of equipment with and without assistance.  Trainees may work a variety of days and shifts including evening and late night hours.  Trainees may be exposed to medical emergency scenes and other confidential situations and information.

 

POSITION DESCRIPTION:

The nature of the trainee position involves working under unpredictable periods of pressure and in emergency situations. Trainees will be trained on:

·       Federal Aviation Regulation 139 and other rules and regulations that pertain to the safe operation of an airfield;

·       How to safely perform airfield and equipment inspections;

·       How to thoroughly and accurately complete mandated reports and inspection forms;

·       How to safely work in the movement area of an Airport including proper use of two way radios, aviation terminology and phraseology;

·       How to respond and handle emergency situations such as a hazmat spill, medical incident and aircraft incident.

Trainees will be trained as primary responders for the Airfield Operations section and will work closely with 9212 Airport Safety Officer – Airfield Specialty staff.

 

Minimum Qualifications

1.     Possession of a Bachelor's degree from an accredited college or university with a major in Aviation Management or a related field; OR

2.     Current college student (in a senior status) who will be graduating with a Bachelor’s degree in Aviation Management or a related field at time of appointment (June 2018).

 

Desirable Qualifications:

  • Excellent oral and written communications skills.
  • Computer experience with Microsoft Word, Excel and PowerPoint.
  • Participation in an aviation related association.
  • Completion of ICS 100, 200, 700 and 800
  • Completion of AAAE ACE training

Selection Procedures

The selection process will include evaluation of applications in relation to minimum requirements.  Applicants meeting the minimum qualifications are not guaranteed advancement to the interview.  Depending on the number of applicants, the Department may establish and implement additional screening mechanisms to comparatively evaluate the qualifications of candidates.  If this becomes necessary, only those applicants whose qualifications most closely meet the needs of the Department will be invited for an interview.

Supplemental Questionnaire:

Candidates will be prompted to complete a Supplemental Questionnaire that must be submitted during the online application process.  The Supplemental Questionnaire is designed to measure the knowledge, skills and abilities required for the position 9910 Public Service Trainee – Airfield Operations Trainee Program.  All relevant experience, education and/or training must be on the application in order to be reviewed in the rating process.  All statements made on the application materials are subject to verification.

 

Transportation Security Administration (TSA) Security Clearance: Candidates for employment with the San Francisco Airport Commission are required to undergo a criminal history record check, including FBI fingerprints, and Security Threat Assessment in order to determine eligibility for security clearance and may be required to undergo drug/alcohol screening. Per Civil Service Commission Rule Section 110.9.1, every applicant for an examination must possess and maintain the qualifications required by law and by the examination announcement for the examination. Failure to obtain and maintain security clearance may be basis for termination from employment with the Airport Commission.

Medical Examination: Prior to appointment, eligible candidates must successfully pass a medical examination to determine their ability to perform the essential functions of the job.

Customs Clearance: This position requires that the incumbent be qualified for unescorted access to the San Francisco International Airport U.S. Customs Security Area. An application for a U.S. Custom Access Seal may be submitted to Customs ONLY after employment has commenced. Employment in this position requires that the incumbent submit an application for, successfully acquire and maintain a Customs Access Seal. Per Civil Service Commission Rule 110.9.1, every applicant must possess and maintain the qualifications required by law and by the examination announcement for this examination. Failure to acquire or maintain customs access, a requirement for this position, may be basis for termination from employment with the Airport Commission. Conviction History

As a finalist for a job, you will be fingerprinted, and your fingerprints will be sent to the California Department of Justice (DOJ) and the Federal Bureau of Investigation (FBI). The resulting report of your conviction history (if any) will be used to determine whether the nature of your conviction (or arrest, in limited circumstances) conflicts with the specific duties and responsibilities of the job for which you are a finalist. If a conflict exists, you will be asked to present any evidence of rehabilitation that may mitigate the conflict, except when federal or state regulations bar employment in specific circumstances, such as:

  • Candidates applying for positions with the Unified School District and the Community College District may be disqualified from consideration should their conviction history not meet the standards established under the California Education Code.
