Temporary Exempt (TEX).  TEX position is excluded by the Charter from the competitive civil service examination pursuant to San Francisco Charter Section 10.104 and shall serve at the discretion of the Appointing Officer.

Internship Period

The position is for a maximum of 500-600 hours (12-15 weeks if full-time).  Must be available for a minimum of 15-20 hours a week.  Full-time preferred.

Introduction

The San Francisco Planning Department plays a central role in guiding the growth and development in our City. The Department works with other City agencies and the community to help achieve great planning for a great city.

Internship Information:

Housing Affordability and Community Stabilization Research: San Francisco and the Bay Area have one of the most unaffordable housing markets in the United States. Extreme income disparities, lack of housing production, limited public control of residential properties, and limited funding for affordable housing at the federal, state, and local levels result in ongoing challenges with housing affordability and displacement of low and moderate income households. San Francisco has implemented many important policies to produce and preserve affordable housing and protect tenants. We need to understand to what extent the existing tools are meeting their objectives, where enhancements can be made, and what additional tools are needed.

The intern’s work will support two of the Planning Department’s priority projects: Housing Affordability Strategy (HAS) and the Community Stabilization Strategy.

The HAS will provide a framework to help City staff, policymakers, and the public evaluate how our housing policies and plans work together to address housing affordability for our diverse population. The project will develop numeric goals and an inventory and assessment of current and potential tools to improve housing affordability with a focus on outcomes for low and moderate-income households in relation to the broader housing market.

The Community Stabilization Strategy is an inter-agency effort to provide City agencies, decision-makers and the public the comprehensive analysis and tools they need to make strategic decisions to stabilize our vulnerable populations as the City changes. Specifically, the Strategy seeks to: mitigate the impacts of ongoing displacement; help prevent future displacement due to economic and population growth; and better manage economic growth to offer benefits to existing communities with a focus on vulnerable populations.

The Citywide Planning Division intern would help with the following tasks:

  1. Policy and Program Assessment and Research: We will research new policies and programs that are practiced by other cities in the United States and abroad. The candidate may also contribute to the assessment of some existing programs and policies to protect, produce, and preserve housing affordable to low and moderate-income people. Assessments of existing policies and programs include data analysis, challenges and recommendations. The assessment of potential programs and policies will consider benefits, process, and barriers associated with implementation of potential programs and policies in San Francisco. Assessments are developed in collaboration with Project Team members, City agency and community stakeholder partners.
  2. Data Analysis for Housing and Community Stabilization Policy: Identify data sources; compile, organize and interpret/analyze data; conduct and transcribe/synthesize interviews; GIS mapping; write summary documents; create charts, tables, graphs, maps and other graphical display of information; and, create presentations.
  3. Community Engagement: Support the development and implementation of community stakeholder and public meetings. This could include meeting facilitation, note taking, writing meeting summaries, and logistical support.

Minimum Qualifications

Minimum QualificationsRequires completion of three years (equivalent to 90 semester units or 120 quarter units) of education from an accredited college or university leading to a Bachelor’s Degree in Planning, Architecture, Urban Studies, or a related field specific to the internship.

Desirable Qualifications: The desired candidate should have experience conducting policy analysis and quantitative data analysis.  The candidate should be familiar with, and preferably experienced in geo-spatial research and analytical methods and have familiarity with housing and land use policy and practices.  Candidates should be able to work independently, must have excellent organization and written and oral communication skills; and have proficiency in Microsoft Excel, GIS, Office and familiarity with Adobe InDesign.

The desired candidate will be enrolled in or have completed a master’s program in city planning, public policy, geography, or a related field with a demonstrated interest in housing and community development.  Education may be supplemented with 1-2 years of experience in a position that involves research, data analysis, graphics, and GIS skills.
