APPOINTMENT TYPE: Temporary Exempt.  This is a temporary exempt position excluded by the Charter from competitive civil service examination process.  The successful candidate will serve at the discretion of the appointing officer. This has an anticipated duration of up to two (2) years.

SHIFT: Monday-Friday, 8:00 am – 5:00 pm

LOCATION: 1390 Market Street, San Francisco, CA

GENERAL JOB DESCRIPTION: The Department of Public Health’s Climate and Health Program, housed in the Population Health Division, is accepting applications for one (1) full-time position in class 9924 Public Service Aide as a Climate and Health Program Analyst Trainee.

The Climate and Health Program works to prepare San Francisco for the health impacts of climate change through data analysis and vulnerability assessments, planning and policy development, community outreach and education, and coalition-building and stakeholder engagement.  The Climate and Health Program Analyst Trainee will support the Climate and Health Program and Public Health Emergency Preparedness and Response (PHEPR) climate and health preparedness and response efforts.  In this capacity, the Climate and Health Program Analyst Trainee will have hands-on experience in a variety of activities, including qualitative and quantitative research to understand the health impacts of climate-related extreme weather events and the development of outreach and engagement material for outreach and engagement efforts. 

The Trainee will develop skills through exposure and training in the following activities:

1.      Assists in researching and identifying the health impacts of climate change.

2.      Assists in researching and evaluating the efficacy of climate health interventions.

3.      Collects and analyzes Climate and Health Program data and open data and prepares visual representation of data.

4.      Assists in analyzing Public Health Emergency Preparedness and Response (PHEPR) data.

5.      Develops outreach and engagement material, including presentations, posters, and infographics.

6.      Assists Climate and Health Program staff by conducting key informant interviews and qualitative research.

The Public Service Aide, Climate and Health Program Analyst Trainee, also performs other related duties.

NOTE: The qualified applicant pool may be used to fill other positions located at different locations in the next six months.

Minimum Qualifications

1.      Possession of a bachelor’s degree from an accredited college or university with major course work in public health, public health administration, public administration, business administration, health or mental health sciences or a closely related field; AND

2.      Possession of six (6) months (equivalent to 1,000 hours) of verifiable experience in planning, research or evaluation in a public health or public administration setting.

Substitution:  Possession of a Master’s degree in public health, public health administration, public administration, business administration, health or mental health sciences or a closely related field will be accepted as a substitution for the required experience.  Additional qualifying work experience as indicated in Minimum Qualification #2 may substitute for the required education on a year-for-year basis.  One (1) year (equivalent to 2,000 hours) of additional qualifying work experience will be considered equivalent to 30 semester units/45 quarter units.

*Note:  One year of full-time employment is equivalent to 2,000 hours (2,000 hours of qualifying work experience is based on a 40 hour work week). Any overtime hours that you work above 40 hours per week are not included in the calculation to determine full-time employment.

Selection Procedures

Supplemental Questionnaire (Weight: Qualifying):
Candidates will be prompted to complete a Supplemental Questionnaire as part of the online employment application. The Supplemental Questionnaire is a self-report checklist that is designed to evaluate if candidates meet the minimum qualifications for this position.

Applicants meeting the minimum requirements are not guaranteed advancement in the selection process.

Conviction History

Disaster Service Workers

All City and County of San Francisco employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Facial hair or any condition that interferes with a face-fitting respirator’s seal (i.e. comes between the sealing surfaces of the respirator and the wearer’s bare skin) is not permitted when face-fitting respirators are worn, including during initial or periodic respirator fit-testing.
Employees who choose not to shave and do not have either American Disabilities Act (ADA) or Equal Employment Opportunity (EEO) Accommodations do not have the right to alternate work assignments or the option of using a loose-fitting Powered Air Purifying Respirator (PAPR) in place of a FaceFitting Respirator.

Medical Examination/Drug Testing:
