The Department of Public Health (DPH) is looking to procure a temporary (up to 5 years) "9976 Epic Implementation Team IT Technology Expert I - Epic Cupid/Radiant Business Analyst" position to help design, develop, and implement DPH's unified electronic health record solution.
APPOINTMENT TYPE: Temporary Exempt (TEX), this position is excluded by the Charter from the competitive Civil Service examination process and shall serve at the discretion of the Appointing Officer.
GENERAL JOB DESCRIPTION:
The San Francisco Department of Public Health (DPH) will be implementing the Epic electronic health record system.
The Epic Application Teams are responsible for designing, testing, and implementing the clinical and financial aspects of the San Francisco Department of Public Health Electronic Health Record. This includes integration and interoperability with other third party clinical and financial systems and devices. The ideal candidate will have an understanding of the use of electronic health records in the outpatient and inpatient departments and clinics. This position will support the Cupid application in the Epic electronic health record and associated integration with various diagnostic/ancillary systems and devices.
The ideal candidate(s) must have working knowledge in the following:
Knowledge of physician practices' workflows, hospital outpatient departments and patient experiences in a healthcare organization.
Familiarity with your non-invasive cardiology workflows and cath and EP lab workflows.
Understanding of how the cardiology department interacts operationally with other areas of the organization, such as ordering physicians, the billing office, and medical records.
Understanding of a wide array of integration points, including scheduling, lab, radiology, billing, and inpatient clinical.
Clinical workflows including documentation.
ESSENTIAL JOB DUTIES:
Under the direction of the Epic Program Management Director, the Epic Cupid/Radiant Business Analyst effectively collaborates with application analysts assigned to the Epic Cupid team, understands Epic's Cupid application, and is a proficient builder. The Epic Cupid Business Analyst has primary responsibility for the definition, coordination, implementation, maintenance and support of Epic’s Cupid Application.
The 9976 Technology Expert I - Cupid/Radiant Business Analyst performs the following essential job functions:
Provide direct ongoing guidance to other IS Business Analysts, or serve as the top applications authority for one or more related application modules or systems.
To support the design, build, implementation and optimization of the Epic enterprise Electronic Health Record (EHR) for the San Francisco Department of Public Health.
To collect information from departments, clinicians, health workers, vendors, and internal and external customers regarding electronic system development, implementation, issues, recommendations and utilization of best practices.
As a member of a multi-disciplinary team, translate functional requirements into application build.
Communicate effectively both orally and in writing with a diverse set of clients; establish and maintain good working relations with department personnel, staff, vendors, peers and management.
Use logic and analysis to solve computer and application module problems.
Manage critical timelines effectively.
Manage communication between applications.
Application/module implementation and testing.
Clearly document work and adhere to change control procedures.
Maintain and update Orion or other Epic build trackers or Epic project plans.
To perform other duties as assigned.
These minimum qualifications establish the education, training, experience, special skills and/or license(s) which are required for employment in the classification. 1. EDUCATION: An associate degree in computer science or a closely related field from an accredited college or university OR its equivalent in terms of total course credits/units [i.e., at least sixty (60) semester or ninety (90) quarter credits/units with a minimum of twenty (20) semester or thirty (30) quarter credits/units in computer science or a closely-related field]. AND
2. EXPERIENCE: Five (5) years of experience in the information systems field, including system analysis, business process design, development and implementation of business application solutions or IT project management. AND
3. CERTIFICATION: Possession of current Epic Cupid OR Radiant certification.
Substitution: Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years). One (1) year is equivalent to thirty (30) semester units / forty-five (45) quarter units with a minimum of 10 semester / 15 quarter units in computer science or a closely related field.

Desirable Qualifications: The stated desirable qualifications listed below may be used to identify job finalists at the end of the selection process when candidates are referred for hiring:
- Experience with full lifecycle of Epic implementation and/or Epic upgrade.
- Epic Structured Reporting Certification.
- Knowledge of Lean fundamentals including, but not limited to, A3 thinking, Value Stream Mapping, and Kaizen events.
- Order entry and clinical workflows, including charging.
- Understanding of physician orders and downstream integrated workflows initiated from orders.
- Proficiency with basic word processing and presentation applications (i.e. MS Office: Word, Excel, PowerPoint).
- Knowledge of flow diagramming applications and collaboration platforms, SharePoint.
