Appointment Type: Provisional
A provisional appointee must participate and be successful in a Civil Service Examination process for this classification and be selected through an open competitive process in order to be considered for a permanent appointment. Provisional appointments may not exceed three (3) years.
Under general supervision, the 5278 Planner II - Aviation is responsible for conducting investigations and performing analyses to prepare reports and recommendations pertaining to complex airport, land use and environmental planning projects. The essential functions of this job include:
1. Conducting site and field inspections
2. Conducting surveys and interviews to obtain data
3. Preparing computer based and hard copy graphic materials and written reports
4. Conducting research studies and formulating recommendations to assist in airport planning studies, policies, and plans for future airport developments
5. Determining the environmental impacts of proposed projects
6. Assisting in analyzing Airport operational trends and associated impacts to existing or planned airport facilities
7. Developing airport airside and terminal infrastructure requirements using forecast demand
8. Developing air traffic forecasts, including fleet mix and uses and peak period and busy hour calculations
9. Estimating capacity requirements for passengers, aircraft and baggage
10. Performing other duties as assigned
1. Education: Possession of a baccalaureate degree from an accredited college or university AND
2. Experience: Two (2) years (4,000 hours) verifiable full-time-equivalent experience in city, regional, urban or transportation planning, urban design, historic preservation, architectural or environmental review or other related field;
1. Education: Possession of a baccalaureate degree from an accredited college or university in City, Regional, or Urban Planning, or a closely related field such as Architecture, Landscape Architecture, Geography, Urban Studies, Public Administration, Physical Sciences, Historic Preservation, or Environmental Studies AND
2. Experience: One (1) year (2,000 hours) verifiable full-time-equivalent experience in city, regional, urban or transportation planning, urban design, historic preservation, architectural or environmental review or other related field;
Possession of a Master's degree from an accredited college or university in City, Regional, or Urban Planning, or a closely related field such as Architecture, Landscape Architecture, Geography, Urban Studies, or Environmental Studies.
This position requires at least one (1) year of recent and verifiable experience in airport/aviation planning, including airport facilities planning, airport master planning, airfield/airspace planning, aviation demand forecasting, and environmental planning/permitting (i.e. CEQA/NEPA, BCDC, COE, USFWS, and CDFG).

Essential duties require the following physical skills and work environment: Ability to work in a standard office environment which may involve prolonged sitting, bending and operation of typing, word processing and other office equipment; and ability to work evening meetings.

1. Strong writing and presentation skills.
2. Knowledge of Federal Aviation Administration (FAA) Airport Planning & Design regulations and guidelines.

Transportation Security Administration (TSA) Security Clearance:
Candidates for employment with the San Francisco Airport Commission are required to undergo a criminal history record check, including FBI fingerprints, and Security Threat Assessment in order to determine eligibility for security clearance and may be required to undergo drug/alcohol screening. Per Civil Service Commission Rule Section 110.9.1, every applicant for an examination must possess and maintain the qualifications required by law and by the examination announcement for the examination. Failure to obtain and maintain security clearance may be basis for termination from employment with the Airport Commission.
As a finalist for a job, you will be fingerprinted, and your fingerprints will be sent to the California Department of Justice (DOJ) and the Federal Bureau of Investigation (FBI). The resulting report of your conviction history (if any) will be used to determine whether the nature of your conviction (or arrest, in limited circumstances) conflicts with the specific duties and responsibilities of the job for which you are a finalist. If a conflict exists, you will be asked to present any evidence of rehabilitation that may mitigate the conflict, except when federal or state regulations bar employment in specific circumstances, such as:
