The San Francisco Planning Department is seeking to fill four vacant TPV Planner II positions in the Citywide Planning Division:  1) Housing and Community Development; 2) Land Use; 3) Design and Sustainability; and 4) Civic Center Commons Project Manager. 

Appointment Type:  Temporary Provisional (TPV)

A provisional appointee must participate and be successful in a Civil Service Examination process for this classification and be selected through an open competitive process in order to be considered for a permanent appointment.  Provisional appointments may not exceed three (3) years.

Citywide Planning Division

The San Francisco Planning Department’s Citywide Planning Division is responsible for long-range planning in the City & County of San Francisco.  The Division develops policy, maintains and oversees compliance with the City’s General Plan, prepares and implements community plans, and acts as the urban design resource for the city.  The Citywide Division’s work addresses a wide range of topics, including housing, transportation, urban design, land use, and sustainability policy and development of long-range plans at a citywide or neighborhood scale.  The Citywide Division also maintains demographic, land use and economic data, using data visualization and cartographic/geospatial analytical tools to interpret and report on trends and projections.

This is an opportunity to work in a dynamic, inter-disciplinary, and innovative team.  We work in a collaborative, team-oriented environment with opportunities to work on a wide variety of projects and topic areas, both individually and on project teams.  In performing our work, we work closely with staff of other City and regional agencies, the development community, and the general public.  Community outreach and engagement is a big part of our work, and we hold frequent public forums to present and get input on our work.

Position Description

Under general direction, the Planner II in the Citywide Planning Division performs journey level planning work. The Planner II is responsible for conducting investigations and performing analyses to prepare reports and recommendations pertaining to complex planning issues and problems.  The Planner II may be expected to manage certain aspects of planning projects and give presentations.  The Planner II may perform supervised work individually or as part of a project team. Incumbents in this job classification may be required to attend evening and weekend meetings, which are occasionally held in community locations.

The essential functions of the Planner II positions in the Citywide Planning Division include: assisting in the development of long-range citywide or neighborhood plans and programs; assisting in the preparation, revision and updating of the General Plan and/or Planning Code; assisting with community outreach and engagement processes; preparing recommendations for Department, Planning Commission and other city Commissions/Boards actions; providing information orally and in writing to city agencies, property owners, developers, community organizations, the Planning Commission and the general public; interpreting and explaining legal, technical and procedural aspects of planning work to agencies and members of the public; conducting site and field inspections and conducting surveys and interviews to obtain data; preparing computer based and hard copy graphic materials; designing and preparing graphic presentations to illustrate planning and development concepts; conducting research studies and formulating recommendations to assist in planning policies; providing policy and zoning information to the general public; and processing relevant planning applications and referrals, including General Plan Referrals and Preliminary Project Assessments.

The Citywide Planning Division has four current openings for Temporary Provisional (TPV) Planner II positions.  In your cover letter, please indicate which of the positions (one or more) you are applying for:

1) Housing and Community Development. This position would work supporting a variety of housing policy and community development and stabilization projects, such as the Racial and Social Equity Initiative, Housing Affordability Strategies, Community Stabilization Strategy, Mission Action Plan 2020, Cultural Districts Program, and other related work.

The Planner should have strong quantitative and qualitative skills relating to housing and socio-economic analysis and ability to conduct related field work, skills and experience in developing policy relating to housing protection, preservation, and production, community development and stabilization, knowledge of relevant local, State, and Federal housing laws and regulations, and the ability to work closely with a diverse range of community stakeholders, particularly with hard to reach populations.

2) Land Use.  This position would work on a variety of land use, development, and community plans and general policy initiatives.  The Planner should have skills and experience in preparing land use plans, comprehensive area plans, development agreements, zoning regulations, or other land use policy strategies for the City.

The candidate should have skills and experience with developing land use policy proposals, understanding, interpreting, and developing planning policy and code language, and working with a range of diverse communities to develop community plans and policies.  Familiarity with general principles of urban design, site planning, and development processes is important, and ability to perform development feasibility pro forma analyses is a strong bonus.

3) Urban Design and Sustainability.  This position would work on a variety of plans, policies, and projects relating to urban design and sustainability of the built environment and public spaces.  This includes preparing urban design studies and concepts, developing urban form models and designs for streets and public spaces, and providing design review services for development proposals.  The position would also work on the Division’s work program relating to sustainability and climate adaptation, including development of climate policy and strategies relating to climate mitigation, biodiversity, and climate adaptation, including sea level rise.

Graphic design and production skills, including fluency with Adobe Creative Suite (Illustrator, InDesign, and Photoshop), three-dimensional digital modeling and rendering skills (Rhino and/or SketchUp), LEED or other sustainability accreditation, and/or degree or background in architecture are strong bonuses.

4) Civic Center Commons Project Manager.  The Civic Center Commons (CCC) Project Manager is the primary project manager for an interagency initiative focused on improving conditions in San Francisco’s Civic Center Plaza, UN Plaza, and Fulton Street.  The Initiative’s work focuses on four strategy areas, as articulated in the 2018-19 Civic Center Commons Initiative Action Plan: create daily attractions; improve cleanliness and stewardship; create a cohesive identity; and build a strong team. With oversight and guidance from the Initiative Director, the Project Manager is responsible for helping advance and support projects in these four strategy areas.

The Project Coordinator position requires strong collaboration with public and private partner organizations and the ability to advance creative activation projects. Other desirable competency and task areas include: strong knowledge of urban design and long-range planning concepts; strong project management abilities; strong communications skills; graphic design knowledge and abilities; and strong interpersonal relationship and facilitation skills.

Minimum Qualifications

Minimum Qualifications:

These minimum qualifications are to be used as a guide for establishing the education, training, experience, special skills and/or license(s) which are required for employment in the classification.  Please note, additional qualifications (i.e., special conditions) may apply to a particular position and will be stated on the exam/job announcement.

1)  Possession of a baccalaureate degree from an accredited college or university AND two (2) years (4,000 hours) verifiable full-time-equivalent experience in city, regional, urban or transportation planning, urban design, historic preservation, architectural or environmental review or other related field; OR

2)  Possession of a baccalaureate degree from an accredited college or university in City, Regional, or Urban Planning, or a closely related field such as Architecture, Landscape Architecture, Geography, Urban Studies, Public Administration, Physical Sciences, Historic Preservation, or Environmental Studies AND one (1) year (2,000 hours) verifiable full-time-equivalent experience in city, regional, urban or transportation planning, urban design, historic preservation, architectural or environmental review or other related field; OR

3)  Possession of a Master’s degree from an accredited college or university in City, Regional, or Urban Planning, or a closely related field such as Architecture, Landscape Architecture,Geography, Urban Studies, or Environmental Studies.
