Under general direction, performs professional accounting work of a management nature assisting in all phases of the administration of the office of the County Auditor-Controller; and does other related work.
CLASS CHARACTERISTICS
The incumbent of this single position class serves as Assistant Department Head to the Auditor-Controller. The incumbent is responsible for assisting in the management of all divisions in the Auditor-Controller's Office to include: 1) General Accounting, 2) Audit, Systems Financial Statements and & Cost Analysis, 3) Property Taxes and 4) Payroll. This class is exempt from Civil Service.
TYPICAL DUTIES
Plans, assigns and directs work in the preparation and recording of accounting transactions, maintenance and reconciling of funds journals, ledgers, and other records and books of original and secondary entry; selects and trains employees; prepares and oversees performance evaluations and disciplinary actions.
Implements and revises work systems and procedures; establishes standards of performance; advises department staff on more difficult or complex problems; supervises and assists the Chief Deputy Auditor Controllers and Payroll Manager.
Advises and assists the Auditor-Controller on formulation of department and division policies and procedures; ensures implementation and compliance with policies and procedures.
Advises and assists the CAO and departments in the preparation and review of county departments' budgets in preparation for their consideration by the Board of Supervisors and prepares budgetary requirements for special districts.
Oversees the preparation and reviews periodic financial statements; audits reports, tax allocations, reports and tabulations; analyzes statistical and financial data; prepares reports and correspondence.
Advises on cash receipts and disbursements procedures of County departments; and on claims against the County and recommends making or denying payments.
Analyzes revenues available and needed for each current year and for ensuing years; consults with and advises department heads on budgetary matters.
Acts in the absence of the Auditor-Controller.
MINIMUM QUALIFICATIONS
EITHER PATTERN I
Experience: Three years as a Deputy Auditor-Controller III or Chief Deputy Auditor-Controller in San Joaquin County service.
OR PATTERN II
Education: Graduation from an accredited four-year college or university with a specialization in accounting.
Experience: Seven (7) years of professional, post-graduate accounting/auditing work that included: 1) experience as part of an auditing team; or 2) verifiable training in auditing procedures; and 3) three (3) years of experience as a supervisor.
KNOWLEDGE
Principles and practices of management and leadership; advanced accounting principles and procedures as applied to cost, budgetary and encumbrance accounting; laws and regulations governing accounting, auditing and budgetary procedures in the County government; governmental accounting theory; modern office management procedure practices and equipment, particularly as they apply to accounting operations.
ABILITY
Develop and install standard and special accounting and auditing methods, procedures, forms and records; plan, organize, instruct and manage the work of professional and clerical staff; express oneself clearly and concisely, both orally and in writing; establish and maintain effective working relationships with other employees, other governmental agencies and the public.

Mobility-Frequent operation of computers, sitting; occasional walking, standing and driving may be required; Lifting- Frequently 5 lbs. or; Vision-Frequent use of good overall corrected vision; frequent reading and close-up work. Dexterity-Frequent writing and repetitive motion; Hearing/Talking-Frequent hearing and talking on the telephone and in person; Emotional/Psychological-Frequent public contact, decision making, concentration; may require occasional weekend or evening work.
