DEFINITION

Under administrative direction, assists the Assessor/Recorder/County Clerk in directing and administering the activities and functions of the Assessor/Recorder/County Clerk’s Office; serves in the absence of the Assessor/Recorder/County Clerk; and does other work as required.

CLASS CHARACTERISTICS

The Assistant Assessor/Recorder/County Clerk is a single position class that is exempt from the San Joaquin County Civil Service System and is an at-will position. The incumbent is responsible for assisting the Assessor/Recorder/County Clerk in planning, organizing, coordinating and directing the appraisal and assessment of real and personal property in the County and providing senior-level leadership, management and direction over assigned Recorder/County Clerk activities. The Assistant Assessor/Recorder/County Clerk serves as the principal assistant to the Assessor/Recorder/County Clerk and is responsible for recommending policies, planning long-term programs, projecting budgets, and handling difficult administrative decisions. The incumbent helps ensure that Department programs and operations comply with all applicable laws and regulations, as well as with the policies established by the County Administrator and the Board of Supervisors. The incumbent is expected to model a strong work ethic and leadership skills, including accountability for oneself and others.

TYPICAL DUTIES

  • Assists the Assessor/Recorder/County Clerk in planning, coordinating, organizing, directing and reviewing the work of appraisers and auditors engaged in the evaluation of real and personal property, as well as the work of staff supporting Recorder/County Clerk activities; helps direct operations to maximize efficiency, improve service levels, reduce administrative and service provision costs, and ensure effective utilization of available resources; exercises good judgment and makes sound business decisions in helping to manage department activities; provides strategic leadership within the department through communication, demonstration, and accomplishment of the organizational mission, vision and values.
  • Assists the Assessor/Recorder/County Clerk with departmental administrative duties; researches and gathers data for reports; prepares reports and correspondence regarding departmental business; reviews budgetary requirements and supplies needed to operate the Assessor/Recorder/County Clerk Department; assists in the preparation and administration of the departmental budget; monitors expenditures.
  • Through subordinate managers and supervisors, oversees the work activities and responsibilities assigned to staff; directs division personnel matters, including employee selection, assignment and evaluation; directs employee discipline as required; directs staff development and training.
  • Confers with subordinates concerning the evaluation of methods and techniques of assessment, and the planning and development of new methods and procedures; reviews work program standards and progress; analyzes, evaluates and prepares oral and written recommendations on new and existing program procedures and systems.
  • Monitors and implements new statutes and legislation affecting the Assessor/Recorder/County Clerk’s Office; confers with management staff on policies, procedures and workload standards, and directs changes as needed.
  • Directs and supervises the processing of complaints and appeals concerning assessment; reviews major complaints.
  • Represents the department before appeals boards, courts, governmental representatives and other personnel when requested; may attend meetings of the Board of Supervisors and provide recommendations on matters germane to areas of assignment.
  • Assists the Assessor/Recorder/County Clerk in directing and managing the effective development and utilization of technology to improve systems and processes.
  • Develops and maintains cooperative and collaborative working relationships with State and County officials, other counties, community groups, and the public.
  • Acts for the Assessor/Recorder/County Clerk in his/her absence.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited four-year college or university with a major in accounting, business administration, public administration, economics, or a closely-related field.

AND EITHER PATTERN I
Experience: Four years of experience equivalent to Appraiser IV or Auditor-Appraiser IV or higher level in San Joaquin County.

OR PATTERN II
Experience: Five years of responsible management-level property appraisal or finance-related managerial experience, including responsibility for major program planning, budgeting and supervision.

KNOWLEDGE

Principals and practices of public administration, including effective organization, administration, fiscal management, and supervision; principles, methods and techniques of real and personal property evaluation; laws, rules and regulations governing real and personal property assessment, assessment practices and standards; principles and methods of organizing and preparing oral and written reports; budgetary theory, preparation and administration; modern office methods, practices and procedures; social, political and economic issues influencing program administration; modern office automation technology and computer software programs relevant to assigned operations.

ABILITY

Plan, assign and direct the activities of a large professional, technical and clerical staff engaged in property assessment, County Recorder and County Clerk activities in a cost-effective manner while also ensuring excellent customer service; direct the development of effective property evaluation techniques and equalization methods; provide appropriate and effective leadership and management over diverse staff teams, including subordinate managers and supervisors; exercise good judgment and make sound managerial decisions; exercise analytical and critical thinking to analyze complex problems and recommend appropriate solutions; understand, interpret and apply legal codes, regulations and rules pertaining to program operations; prepare and administer budgets, as well as fiscal and financial records; analyze the various factors affecting assessment values and the county assessment programs; prepare and deliver thorough and comprehensive written reports and give oral presentations to small and large groups; communicate effectively, both orally and in writing; help oversee the utilization of complex automated systems, the coordination of automation efforts, and the development, maintenance and operation of effective technology; establish and maintain effective working relationships with those contacted during the course of work, including other County departments, external agencies, employees, and the general public.
