Under general direction, assists the Director of Human Resources in the administration and coordination of the Human Resources Division of the County Administrator's Office; acts in the absence of the Director of Human Resources; performs related work as required.
CLASS CHARACTERISTICS
This single incumbent class is exempt from the San Joaquin County Civil Service system and is an “at-will” position. The incumbent of this class is responsible for assisting in the management of major areas of Human Resources, such as Benefits, Classification/Compensation, Employment Services, Equal Employment, Labor Relations, Risk Management, and/or Staff Development.
TYPICAL DUTIES

Assists the Director of Human Resources in the development and implementation of the Division’s goals, objectives, management strategies, policies, and procedures.
Manages the delivery of human resource services to all County departments; oversees the effective operation of county-wide shared services; works closely with executive leadership and other stakeholders on the development of strategic action plans impacting the overall personnel administration and organizational efficiencies of the County.
Selects, trains, motivates, and evaluates the work of assigned personnel directly and through subordinate supervisors and managers; provides or coordinates staff training; manages performance and implements appropriate corrective action.
Conducts comprehensive evaluations of administrative and regulatory issues related to human resources programs including investigation, evaluation and analysis of complex issues, and the development and reporting of recommendations; ensures compliance with County and Human Resources Division policies and procedures, collective bargaining agreements, and laws and regulations.
Assists the Director in negotiating and administering terms and conditions of contracts with employee bargaining units and other parties as related to areas of assignment; investigates employee grievances, disciplinary actions and other issues presented during the course of work.
Assists in preparation and administration of the Division budget.
Conducts special studies/projects as assigned; prepares and delivers correspondence, reports, and presentations.
Represents the Division on behalf of the Director; may serve as Secretary to the Civil Service Commission in the absence of the Director; may advise Commission members, Board of Supervisors, and other elected or appointed bodies on personnel matters under their jurisdiction.
MINIMUM QUALIFICATIONS
DESIRABLE QUALIFICATIONS
Education: Graduation from an accredited four year college or university with a major in public or business administration, personnel management, the social sciences or related field.
Experience: Six years in public personnel management or related occupational field, including at least one year in a supervisory or management capacity.
KNOWLEDGE
Principles of modern personnel management and employee relations; fundamental principles and practices of public personnel administration including classification, compensation, examination, and personnel transaction; county government functions and organizations; practices, terminology, and requirements of a wide variety of occupations; modern office practices.
ABILITY
Plan, assign, and coordinate the activities of subordinates; direct and participate in the development of long-range plans for the personnel program of the County; express oneself clearly and concisely, orally and in writing; established and maintain effective working relationships with elected officials, department heads, employees and their representatives, professional groups, and the general public.
