Under administrative direction, directs County cash management operations and performs advanced financial administrative and analytical work in the County Treasurer-Tax Collector’s Office; serves as the investment advisor with regard to the County Treasury; assists the Treasurer-Tax Collector and Assistant Treasurer-Tax Collector in the formulation, evaluation, and implementation of department policies and guidelines, particularly those involving asset allocation, risk management, and investment operations strategies; and does other related work.
CLASS CHARACTERISTICS
The Chief Deputy Treasurer is a single-position class that is exempt from the San Joaquin County Civil Service system and is an at-will position. The incumbent is primarily responsible for managing investable County, school district, and special district funds which are deposited into the County Treasury, and ensuring their security, liquidity, and yield in a manner consistent with the County Treasurer-Tax Collector’s investment policies. The incumbent also assists the Treasurer-Tax Collector and Assistant Treasurer-Tax Collector by providing senior-level administrative and managerial support for other department operations as needed. In all assignments, the incumbent is expected to model a strong work ethic and leadership skills, including accountability to oneself and others.
TYPICAL DUTIES

Executes daily investment transactions ensuring timely settlement of all trades; ensures that all maturity proceeds and periodic interest due are accurately calculated and credited to County bank accounts.
Prepares cash flow projections and analyses to determine investable cash and/or operating cash needs; ensures that County bank accounts have sufficient cash balances to meet cash disbursements.
Monitors and manages treasury activities and department banking arrangements; reviews account information provided by Treasury staff; analyzes financial data and reports; reviews and analyzes school and special district bond and TRANS documents; studies economic and financial trends and money market conditions to determine various investment opportunities for temporarily idle funds.
Keeps informed on current conditions in the capital/credit markets, the projected direction of interest rates, and on legal requirements relating to County investment matters; reviews and analyzes proposed and existing legislation which regulates the investment of public funds, and makes recommendations as to policy implications for the County.
Prepares periodic investment reports to the Board of Supervisors and the Treasury Oversight Committee.
Serves as a liaison between the Treasury, other County departments, state and local agencies, and the general public; communicates with banks and security dealers in order to be aware of interest rates and special investment opportunities.
Develops and recommends policies and procedures; gathers data, makes statistical surveys, and prepares a variety of complex statistical and narrative reports.
Utilizes personal desk computer and other equipment to analyze and maintain fiscal management data; reviews new technological applications affecting banking and/or investment operations and recommends and implements internal changes as appropriate.
Supervises subordinate clerical, technical or professional employees as required; assigns, directs, and monitors work; evaluates performance and applies disciplinary procedures as appropriate.
Confers regularly with the County Treasurer-Tax Collector and/or the Assistant Treasurer-Tax collector to furnish them with information concerning current Treasury cash conditions and estimates of future activity.
Acts in the absence of the Treasurer-Tax Collector and Assistant Treasurer Tax-Collector; participates in the overall management of departmental operations as required.
Performs other related work as required.
MINIMUM QUALIFICATIONS
DESIRABLE QUALIFICATIONS
Education: Graduation from an accredited college or university with a master’s degree in accounting, economics, finance, public or business administration, or a closely-related field.
Experience: Five years of either 1) portfolio management; or 2) managerial experience in professional accounting or financial/economic analysis, preferably in a public agency.
Licenses/Certificates: Possession of a valid Certified Public Accounting (CPA) license OR certification as a Treasury Professional (CTP) by the Association for Financial Professionals (AFP) is preferred.
KNOWLEDGE
Principles and practices of public financial administration, including investment management; public sector accounting and treasury management methods; local government administration and fiscal policies/procedures; principles and practices of employee supervision and training; fundamental banking concepts such as float, compensating balances, electronic funds transfer, safekeeping, demand deposit and trustee relationships; investment/financial terminology.
