DEFINITION

Under administrative direction, plans, organizes, and administers Public Works related programs by directing the work of several major divisions within the Department of Public Works; and does related work as required.

CLASS CHARACTERISTICS

An incumbent of this senior-management class is the administrative head of a major group of divisions within the Public Works Department.  Direction of the work of the division requires public works project knowledge and background.  The Deputy Director assigned to Engineering Services requires registration as a civil engineer. All positions in this class are at-will and are exempt from the San Joaquin County Civil Service System.

This classification description is a general guideline for the Deputy Director - Public Works.  The typical duties statement is not restrictive and responsibilities and duties may expand beyond those identified in this specification.

TYPICAL DUTIES

  • Plans, organizes and directs, through division heads, the activities of several major divisions of the Public Works Department; selects, trains and evaluates immediate subordinates.
  • Oversees the development of plans, specifications, cost estimates, permits, grants and legal documents for Public Works projects; does field review of projects prior to completion and acceptance.
  • Develops and implements improvements in economy, efficiency and quality of work in organization, operations and services.
  • Consults with the Director on the establishment of departmental polices and procedures.
  • Prepares and reviews correspondence, reports and other materials, makes recommendations on operations, services and other matters; prepares Board of Supervisors agenda items for review by the Director.
  • Confers with and provides technical advice to County department heads and others.
  • Represents the department’s or County’s interest to federal, state, regional and/or local governing boards, committees, commissions and task forces;  acts as liaison with other governmental agencies, contractors, consultants,  and the general public as required.
  • Oversees the development of ordinances, resolutions, grant applications, agreements and other legal documents affecting the Public Works Department.
  • Assists in development, oversight, and administration of department budget.
  • Oversees the development of cost estimates of future projects; maintains records of project funds; makes recommendations for transfer of funds of Public Works projects and maintains related records.
  • Oversees the review and analyzes the local effect of federal, state or local legislation pertaining to assigned areas; oversees efforts to monitor, establish position, modify, and support/oppose legislation as needed.

MINIMUM QUALIFICATIONS

EITHER PATTERN I 
Education: Equivalent to graduation from an accredited four-year college or university with a major in civil engineering or closely related field.

Experience: Five years professional engineering work in a supervisory or administrative capacity within a large organization performing diversified public works activities, two of which must have been as a Registered Civil Engineer. 

Licenses: 1) Possession of a valid Certificate of Registration as a Civil Engineer as issued by the California State Board of Registration for Civil and Professional Engineers; 2) Possession of a valid California driver’s license. Note: Registration as a Civil Engineer is required for the Deputy assigned to Engineering Services. 

OR PATTERN II 
Education: Graduation from an accredited four-year college or university with major coursework in public or business administration, engineering, environmental science, accounting, finance or a related field. 

Experience: Six years of increasingly responsible administrative, engineering or analytical work, including at least one year administering or managing large and complex programs and/or projects in an engineering, construction, or similar setting. 

Licenses: Possession of a valid California driver’s license. 

Substitution: A master’s degree in public or business administration, engineering, environmental science, accounting, finance, economics or a related field may substitute for one of the years of experience required above, other than the required one year administering or managing large and complex programs and/or projects in an engineering, construction, or similar setting.

KNOWLEDGE

Principles and practices of leadership, administration,  supervision and management; principles of contracting and procurement;  State and local laws governing planning, development and maintenance of public works projects; work methods; materials and equipment used in engineering maintenance and construction of roads, bridges and related structures; principles and practices of civil and traffic engineering; general operations of a utility district, refuse disposal, ferries; general automotive and equipment shop operations; public relations principles and techniques.

ABILITY

Plan, organize, direct and administer the work of several large public works divisions; review and evaluate the work of subordinates; develop and implement sound fiscal strategies as needed to manage organizational operations, programs, and projects; gather, organize and analyze data in order to propose solutions to problems; understand, interpret, and apply pertinent rules, regulations, laws and procedures; operate basic computer and modern office technology including pertinent software; establish priorities; prepare technical reports and correspondence; establish and maintain effective working relationships with others; express oneself clearly and concisely, both orally and in writing.

PHYSICAL/MENTAL REQUIREMENTS

Mobility—frequent operation of keyboards, sitting for extended periods; occasional walking, driving, standing for long periods and climbing stairs; Lifting—frequent lifting of 5-30 pounds; Vision—constant use of good overall vision; frequent reading and close-up work; Dexterity—frequent writing and repetitive motion, including use of a computer keyboard; Hearing/talking—frequent hearing and talking on the telephone and in person; Emotional/psychological—constant decision making and concentration; frequent public contact; Special Requirements:  occasional evening, weekend and/or holiday work; Environmental—occasional outdoor work with exposure to varied weather conditions.
