Under administrative direction, assists in all phases of the administration of the Planning Division of the Community Development Department; and does related or other work as required.
CLASS CHARACTERISTICS
An incumbent of this class supervises the internal affairs of the Planning Division as assigned, participates in special planning projects as assigned, and represents the Director in planning matters as assigned. This position is excluded from the San Joaquin County Civil Service System.
TYPICAL DUTIES
Assists in planning, coordinating and directing planning activities; administers assigned programs.
Supervises, assigns and evaluates work of subordinate professional staff; ensures that program deadlines are met; serves as resource person for other staff on complex projects.
Evaluates planning programs, policies, and procedures; recommends and develops changes as appropriate; ensures implementation; evaluates land-use applications and develops recommendations to public hearing bodies; and resolves complex land-use application issues.
Confers with the Director, planners, and other agencies, and the general public regarding planning operations and procedures.
Participates in planning budget preparation and administration.
Represents the division at meetings and conferences.
Prepares and reviews correspondence and reports.
Acts for the department head in his/her absence.
MINIMUM QUALIFICATIONS
Education: Graduation from an accredited college or university with a major in urban or regional planning, public administration, geography, architecture, architectural engineering, landscape architecture, economics, ecology or related field.
Experience: Three years of supervisory experience in a professional planning operation which included responsibility for policy recommendation, interpretation and implementation.
Substitution: A Master's' Degree in any of the accepted fields may substitute for one year of experience.
KNOWLEDGE
The methods and techniques of regional planning; legal procedures in connection with County planning and zoning; civil engineering, economics, sociology, and architecture as they apply to regional planning; national, state, and local laws relating to planning procedures; programs of governmental and private agencies affecting community planning.
ABILITY
Plan and supervise the work of professional and technical planning personnel; speak effectively before large public gatherings; establish and maintain effective working relationships with County and public officials and the general public; express ideas effectively, orally and in writing.
