Under administrative direction, directs and manages assigned programs and administrative functions within the Community Development Department; may act in the absence of the Director of Community Development; and does related or other work as required.
CLASS CHARACTERISTICS
The class of Deputy Director – Programs and Administration is a
single-position, at-will class that is exempt from the San Joaquin County Civil
Service System. The incumbent is
responsible for leading, managing, directing and administering assigned programs,
budgets, functions and activities and ensuring their compliance with all
applicable laws and regulations, as well as the policies established by the
Director of Community Development. The incumbent is expected to model a strong
work ethic and leadership skills, including accountability for oneself and
others.
TYPICAL DUTIES

Plans, develops, organizes, and directs the administration of assigned state and federal housing programs, including mortgage financing and community relations; directs program operations to maximize efficiency, exercises good judgment and makes sound business decisions in managing assigned activities.
Coordinates and manages the preparation, review and administration of the department budgets; directs the preparation of grant applications for state and federal funding assistance; analyzes reports and statistical data; summarizes information and prepares or supervises preparation of reports for management, and local, state and federal agencies.
Manages comprehensive housing and community development planning functions and implements new programs as assigned; directs the development and implementation of program policies and procedures; analyzes and interprets existing and proposed local, state and federal legislation, policies, procedures and other directives to determine impact on assigned operations.
Through subordinate managers and supervisors, oversees and directs the activities of departmental staff; selects staff, monitors staff work activities, evaluates performance, reviews and takes action on disciplinary matters.
Attends meetings and provides recommendations on matters germane to areas of assignment.
Effectively utilizes technology to improve systems and processes.
MINIMUM QUALIFICATIONS
DESIRED QUALIFICATIONS
Education: Graduation from an accredited college or university with a master’s degree in urban or regional planning, business or public administration, or a closely-related discipline.
Experience: Five years of responsible managerial or administrative experience in a public agency with responsibility for either: 1) the planning and administration of federal housing programs; or 2) community development-related planning. Experience should include at least one year of responsibility for budget preparation and administration.
REQUIRED QUALIFICATIONS
License: Possession of a valid California driver’s license.
KNOWLEDGE
The administration of state and federal housing and community
development programs; California real estate and redevelopment law including
condemnation procedures; environmental review procedures, building codes,
preparing successful applications for state and federal grants; principles and
practices of administration, fiscal management and supervision; fundamentals of
loan processing servicing and the general rules and regulations relating to
lending practices; principles of effective supervision and personnel management;
effective staff education and training techniques; project management; customer
service; modern office automation technology and software relevant to assigned
operations.
