Under direction, assists in the management of financial operations of the Department of Health Care Services; and does related or other work as required in accordance with Rule 3, Section 3 of the Civil Service Rules.
CLASS CHARACTERISTICS
Incumbents in this class are responsible for assisting in the management of financial operations of the Department of Health Care Services, including San Joaquin General Hospital, Mental Health, and Substance Abuse programs. Scope of responsibility extends to management of Business Office and Credit and Collection functions, management of Hospital, Mental Health and Substance Abuse program budgets, and compliance with County, State, and Federal funding source regulations. Direction is received from the Finance Director-Health Care Services.
TYPICAL DUTIES
Plans, supervises and participates in the preparation and monitoring
comprehensive annual budgets in compliance with County, State and Federal
regulations.
Directs complex cost accounting systems which reflect a variety of
funding sources; assures that costs are properly allocated; monitors revenues
and expenditures to assure compliance with budget assures that necessary
adjustments are made.
Prepares annual cost reports; submits to various State and Federal
agencies for review, justification of expenditures, and reimbursement;
coordinates audit activities performed by County, State, and Federal agencies;
analyzes results of audits and prepares appeals of audit exceptions.
Manages department insurance billing, credit, and collection functions
through subordinate staff.
Directs the maintenance of general ledger systems; analyzes general
ledger reports; develops special reports as required.
Supervises and participates in the preparation, maintenance and
monitoring of contracts, leases, inter-agency agreements, and rental agreements
between the department and outside agencies.
Maintains liaison with Departmental Systems Coordinator to assure
appropriateness of data processing programs related to fiscally oriented
management information systems.
Advises the Public Conservator/Guardian and other County officials
regarding conservatorship client investments.
Selects, assigns, trains, supervise and evaluates professional and
clerical staff.
May act for the Finance Director in his absence; acts as liaison with
State and Federal agencies, the County-Auditor-Controller, County departments,
and other agencies as required.
MINIMUM QUALIFICATIONS
Education: Graduation from an accredited four year college or university with a major in Business Administration, Accounting, Economics, or closely related field, including at least twelve semester units in accounting.
Experience: Four years professional accounting or auditing experience including one year supervising the preparation and analysis of complex cost reports and/or budgets.
Substitution: Additional experience may be substituted for the required education on a year-for-year basis to a maximum of two years.
KNOWLEDGE
Principles, practices, methods and techniques of accounting, financial management, public administration and management analysis; electronic data processing as applied to a computerized general ledger system; financial forecasting; preparation financial statements; public agency operating budgets; regulatory practices in county, state, and federal jurisdictions and their impact on public agency accounting; principles of office management.
