DEFINITION

Under general direction, administers an assigned group of departments or programs; implements special projects, including new facility transitions, managed care, and other projects of limited but long term duration; and does related or other work as required.

CLASS CHARACTERISTICS

Incumbents of this exempt class are responsible for assisting in the formulation and implementation of plans for long term projects including but not limited to services offered throughout the Department of Health Care Services (1) special projects involving new or updated facility transitions (2) integration of managed care programs to coordinate patient services offered throughout the Department of Health Care Services and (3); serving as consultant(s) on nursing, accreditation, mental health and other issues for the Director of Health Care Services.

TYPICAL DUTIES

  • Plans, develops and implements special projects including but not limited to: interim and long-term plans for the transition of equipment and staff during construction of new or existing facilities; facilitates changes in plans as appropriate.
  • Selects, assigns, supervises, evaluates, and ensures appropriate management of subordinate personnel; coordinates and supervises work of other employees working on projects.
  • Develops and implements plans and strategies to keep staff informed of project development.
  • Attends and facilitates meetings; participates on committees; serves as liaison with other County staff responsible for various planning and development phases of the Health Care projects.
  • Researches and analyzes administrative and regulatory requirements to determine their impact on the projects.
  • Works with community groups and individuals concerning the development of health related activities; represents the hospital developing cooperative service delivery plans between the hospital and community groups and individuals.
  • Prepares statistical and narrative reports, correspondence, and other information related to project development.
  • May serve as consultant on nursing, hospital accreditation, mental health, affirmative action and other issues for the duration of the assigned project.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited four-year college or university, preferably with a major in Public Administration, Business Administration, Hospital Administration, Nursing, Social Work, or closely related field.

Experience: Four years responsible administrative experience in a health care setting, preferably in an acute care hospital, mental health facility or public health agency.

Substitution: A Master's Degree, preferably in Public or Business Administration, Nursing, Social Work, Hospital Administration, or closely related field may be substituted for one year of the required experience; one or more of the following may substitute for one year of the required experience; (1) Current registration as a nurse in the State of California (2) Certification in Nursing Administration, Advanced, from the American Nurses Credentialing Center (3) Licensure as a Clinical Social Worker in the state of California.

KNOWLEDGE

Principles and practices of government administration; principles and practices of planning and analysis; hospital, mental health, and other health care operation and staffing criteria; research techniques; hospital safety principles and practices; goals of patient care; hospital and mental health licensing and certification requirements; and report writing techniques.

ABILITY

Identify and solve problems; interpret hospital and agency licensing and certification requirements; identify effective hospital layouts; review and analyze construction plans; establish and maintain effective interpersonal relationships; establish and maintain effective communication; keep records and write reports.

Mobility-Sitting for long periods, walking; occasional standing, pushing, pulling, bending, squatting, climbing; Lifting-Frequently 5 pounds or less; occasionally 5 to 30 pounds; Visual-Constant good overall vision and reading/close-up work; frequent color perception and use of eye/hand coordination; occasional use of depth perception and peripheral vision; Hearing/Talking-Frequent hearing of normal speech, hearing/talking on the telephone, talking in person; Emotional/Psychological-Frequent decision making, concentration, and public contact; Special Requirements-May require working nights and weekends; Environmental-Occasional exposure to varied weather conditions.
