Under direction, plans, organizes, and directs the Perioperative Department (Operating Room, Outpatient OR, Recovery and Sterile Processing) at San Joaquin General Hospital; and does related or other work as required.
CLASS CHARACTERISTICS
This classification is exempt from civil service and is an at-will position. An incumbent in this single position, exempt class is responsible for planning, organizing and directing various units/divisions of the Perioperative Department at San Joaquin General. The position has overall accountability for supervision of staff, patient care, and unit management 24 hours per day, seven days per week. The position is responsible for ensuring that the assigned units meet all safety goals, quality assurance guidelines, Joint Commission, DHHS, federal and state laws and regulations and all other requirements and standards for the department, and other assignments as required.
TYPICAL DUTIES
Manages, plans, organizes and directs the activities of the Perioperative Department; assures that division and unit philosophies, plans, and programs are congruent with the overall mission and objectives of San Joaquin General Hospital; assures all activities are in compliance with Joint Commission, DHHS, and other licensing authorities, guidelines, standards, laws, and regulations applicable to perioperative services.
Reviews and evaluates administrative and nursing procedures related to the Perioperative Department; establishes nursing and unit specific standards and initiates change as needed; confers with management regarding unit management and patient care issues and policies and procedures related to the Perioperative Department; ensures appropriate staffing levels are maintained to meet staffing regulations.
Establishes and maintains a safe environment for patient care; develops, monitors, and implements quality control standards related to the division to include measures to monitor patient safety, compliance, and customer service satisfaction; incorporates professional safety standards and guidelines into clinical practice; creates a culture of patient safety in the perioperative areas; ensures that a safe environment is provided for patients, visitors, and employees.
Directs and participates in the selection, training, supervision, and evaluation of clinical and non-clinical staff; assures appropriate orientation, teaching, supervision, evaluation and management of personnel; directs nursing education program for Perioperative Department.
Manages fiscal resources by planning, implementing, and controlling the Perioperative Department budget; maintains expenditures within projected levels; ensures expenditures are in alignment with organization’s strategic operating plan; monitors, oversees and may participate in the preparation of the division budget.
Prepares and presents statistical, informational, and other types of periodic reports; administers and monitors perioperative performance improvement program; utilizes resources to capture perioperative efficiencies and productivity, supply management, personnel management, and clinical records.
Develops, implements, and interprets hospital and department policies and procedures in conjunction with administrative or medical staff in order to promote optimum patient care, quality assurance, safety, and productivity; coordinates activities with other divisions of the Department of Health Care Services.
Keeps current with trends in nursing and perioperative services; maintains and updates knowledge and skills by reading literature, attending workshops, lectures, conferences, and classes as may be required by the Administration or the Department of Health Care Services.
Participates on committees; acts as liaison within area of responsibility between the San Joaquin General Hospital and outside agencies; conducts and participates in staff meetings, in-service training sessions and administrative meetings and committees.
MINIMUM QUALIFICATIONS
Education: Possession of a bachelor’s degree in nursing, health sciences, business administration or other closely related field.
Experience: Four years of progressively responsible experience as a registered nurse in an acute care hospital, including one year of management experience, preferably in a perioperative setting.
Substitution: A master’s degree in nursing, health care administration, business or public administration or other closely related field may be substituted for one year of the required non- management experience.
License and Certification: Current registration as a nurse in the State of California.
