DEFINITION

Under general direction, manages the San Joaquin County Emergency Medical Services Agency; coordinates San Joaquin County's emergency medical services system; and does related or other work as required.

CLASS CHARACTERISTICS

An employee in this single position, exempt class is responsible for assuring the effective delivery of emergency medical services in San Joaquin County; managing and administering the programs, functions, budgets and activities of the Emergency Medical Services Agency; and ensuring compliance with related federal, state and county regulations. The position receives direction from the Director of Health Care Services.

TYPICAL DUTIES

  • Plans, organizes, evaluates, directs, and coordinates the county Emergency Medical Services Agency programs and activities.
  • Directs the activities of agency staff through subordinate staff; selects staff and evaluates performance; reviews and takes action on disciplinary matters.
  • Enforces federal, state, and local laws and regulations applicable to emergency medical service programs.
  • Oversees the development and implementation of policies, procedures, and/or directives relevant to establish and maintain operating policies and procedures for the county EMS system participants; oversees and monitors the training and certification programs.
  • Prepares and maintains agency budget; monitors expenditures and develops control procedures; drafts contracts with public and private agencies and/or providers; may develop grant proposals, design grant projects and administer expenditure of grant funds.
  • Provides assistance and resources to other county agencies during disaster or multi-casualty incidents; critiques incidents as needed.
  • Gathers, analyzes, and evaluates statistical and other data; prepares statistical and other reports and correspondence.
  • Attends meetings; makes presentations to various interest groups; participates as a member on agency-related committees and boards.

MINIMUM QUALIFICATIONS

Education: Possession of a bachelor's degree from an accredited college or university with a major in health services administration, public administration, business administration, or a closely related field.

Experience: Three years progressively responsible experience in a supervisory, managerial or administrative capacity in an emergency medical services setting.

Substitution: A master's degree in health services administration; public administration or business administration may be substituted for one year of the required experience.

License: Possession of a valid California Driver's License.

KNOWLEDGE

Principles and practices of emergency medical services; federal, state and local laws, regulations and standards relative to emergency medical services; components of the emergency medical services system and related federal, state and local agencies; principles and practices of budgeting, program management, project management, research methods, long-range planning and customer service; principles and practices of effective management and personnel administration; methods of gathering, organizing and presenting data; principles of obtaining and managing grants; language mechanics; principles and practices of public relations.

ABILITY

Manage and direct a complex agency; supervise and direct the work of technical and administrative staff; formulate short and long-range plans; prepare complex reports, proposals, and presentations; develop and implement programs; analyze and evaluate emergency care services; solve complex problems; prepare annual budgets and financial and statistical records; interpret and apply complex technical and legal material; communicate effectively with others, both orally and in writing; make presentations to groups; establish and maintain effective working relationships with a wide variety of public and private officials and the general public; effectively represent the department in meetings, conferences, and other official contacts.
