CLASS CHARACTERISTICS
This is a single position, exempt class in the Department of Health Care Services. An incumbent is responsible for administering all the functions and activities of the Agency’s Management Information Systems and directs the activities, agency-wide, in support of those objectives. General direction is received from the Director of Health Care Services.
TYPICAL DUTIES

Plans, schedules, coordinates, and directs all agency computer operations, electronic systems development, analysis, programming, and hardware and software systems support.
Develops, reviews, and evaluates policies, procedures, and performance standards; confers with department managers, and others in the development of comprehensive, long-range data processing plans and information systems; maximizes utilization of all computer and electronic information resources.
Establishes agency priorities for the use of information technology resources; recommends to the department leadership the acquisition or development of new information technology resources.
Directs the determination of connectivity and telecommunication infrastructure requirements in new construction, facility renovation, facility acquisition, and relocation projects on an agency wide basis.
Represents the department in business dealing with vendors on development, acquisition, or rehabilitation of information technology hardware or software; works with vendors to ensure proper levels of support and resource utilization.
In compliance with county-wide standards, establishes and maintains written departmental information technology standards for hardware, software, operating systems, connectivity and telecommunications.
Serves as the agency Chief Information Security Officer and ensures divisions apply a risk-based approach to measuring and mitigating security risk in the context of the respective business/clinical mission and strategy in accordance with applicable federal, state, and county statutes.
Plans, prepares, presents, and controls the agency Information Systems budget; prepares special reports and correspondence; controls the use and requisitioning of supplies; coordinates with the county’s central Information Systems Division on projects that will require their assistance each fiscal year.
Provides consultation and/or arranges for consultative expertise for agency managers in the planning and development of electronic information systems that ensure program specific data and maximize agency-wide connectivity.
Assists agency personnel in developing grant applications and any needed follow-up documentation and monitoring if selected for an award.
Interviews and selects applicants for employment; ensures appropriate orientation, training, supervision, and evaluation of personnel; initiates and processes appropriate employee recognition; prepares and implements corrective and disciplinary measures where warranted.
MINIMUM QUALIFICATIONS
DESIRABLE QUALIFICATIONS
Education: Bachelor’s degree from an accredited four-year college or university with a major in Computer Science, Communications, or Public or Business Administration, or a related field.
Experience: Five years of progressively responsible experience in computer programming, and/or systems analysis and design, including at least two years of management or supervisory experience in a comprehensive information technology environment ideally within a public health care organization, integrated health delivery system, or other health care provider organization.
Licenses & Certificates: Possession of a valid California driver’s license.

Principles and practices of public administration, management, and supervision, systems and procedures analysis, system and maintenance, principles and function of management systems including data entry, computer operation, software, programming, and electronic systems development; cloud-based solutions; cybersecurity principles and methods; telecommunication technology; networking applications; client server technology; budget development and preparation; methods of assessing and predicting work flow, equipment, personnel, and space requirements; principles and techniques of oral and written communication.
