DEFINITION

Under general direction, oversees the activities of the Communications Division; administers the daily operational activities of the Information Systems Division; coordinates and manages projects for the Division including computer applications, computer equipment for data and voice technologies, and network infrastructure; and does other or related work as required.

CLASS CHARACTERISTICS

The incumbent of this single position exempt class is responsible for second level administration of the Information Systems Division and the Communications Division. The incumbent reports to the Information Systems Director and is responsible for the day-to-day coordination and management of the Division's projects and operations. The incumbent assumes responsibility for the Division in the absence of the Director. This class is distinguished from the Information Systems Director by the latter's continuous, total, and overall administrative responsibility for the operation of the Division.

TYPICAL DUTIES

  • Assists the Director in planning, organizing and coordinating Information Systems Division and Communications Division services; administers, manages and coordinates the daily operational projects and activities of the Division; consults with and advises the Director on operational problems; recommends solutions and ensures implementation of new or revised policies and procedures; assumes full responsibility for the Division in the absence of the Director.
  • Plans, organizes, and coordinates the design and programming of application software; directs and evaluates, through subordinate supervisors, the systems and programming work of the Division; ensure that user and in-house objectives and commitments are met.
  • Ensures application reliability, security, performance, and data integrity and disaster recovery functions.
  • Acts as the customer relations liaison for all County departments as well as the public.
  • Evaluates new developments in the information technology industry and communicates to customers potential benefits which may be realized.
  • Implements and encourages the Strategic Direction for Information Technology, including consultative services on a countywide basis to improve operational effectiveness of information technology.
  • Initiates projects to review, evaluate, recommend and implement approved changes in technology or service practices to improve the efficiency of the Division; assists the Director in coordinating the activities of special committees and task forces.
  • Develops and monitors work plans for Division coordinators and managers; analyzes Division staffing to determine the most efficient utilization of human resources and acceptable level of skill; assists in the selection of staff.
  • Reviews workload and quality indicators and develops job standards; makes operational streamlining proposals and authorizes, with the Director's approval, any needed changes in staff allocations or assignments to maintain desired standards; manages the preparation and administration of both the Information Systems Division as well as the Communications Division's budget.
  • Attends regular customer service status meetings with Division coordinators and managers; schedules and coordinates the agenda for "all employee" Division meetings.
  • Schedules and coordinates vendor presentations to the Division and other County employees as appropriate; conducts periodic comparisons of vendor products and prices in desktop applications, PC hardware, and client/server systems; prepares appropriate reports for analysis and distribution.
  • Develops training plans/programs to promote the development of staff for the benefit of the County. Encourages research and development of new techniques and procedure to improve capabilities of personnel.
  • Prepares a variety of reports, special studies and correspondence.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited four year college or university with a major in Public Administration, Business Administration, Communications, Information Technology, Computer Science, or a related field.

Experience: Four years of experience in a management capacity which included managing large-scale, complex information systems and implementing complex, advanced information technology projects. 

Substitution: Additional-qualifying experience may be substituted for education on a year-for-year basis. A graduate degree in Public or Business Administration may be substituted for two years of the required experience.

KNOWLEDGE

Principles and practices of pubic administration, including management, supervision, and training techniques; principles of budgeting, project management and personnel administration; strategic planning methods; computer networks and telecommunications; mainframe and client/server environments; various desktop software packages; systems and procedures analysis; principles of group leadership.

ABILITY

Supervise and train technical staff; plan, organize and direct the workload of others; plan, develop and administer complex information technology projects; coordinate work flow; interpret complex technical policies, procedures, rules, and legislative regulation; present information effectively; organize and write reports; communicate effectively, both orally and in writing; establish and maintain effective working relationships with others.
